What rule does the post you are complaining about break?

If we ban you for an offence and you repeat it, we have no choice but to ban you for a longer period of time. Our rules are meant to be obeyed. You got 7 days because you had been banned for 3 days earlier for the same offence and that apparently was not enough to motivate you.

On forums that have that feature, people do abuse it by downvoting anyone who expresses an opinion they disagree with.

I have always felt that the NCC is the most effective government agency in Nigeria. I think other government agencies need to study them.

You forgot Rule 19: Don't use alternate accounts to access Nairaland after being banned. If you do, make sure we don't find out.
