you're spot on and I dont dispute with what you said but now what if I told you that this method is better! Yes corruption is bad but what if government can do things such that no one can sit on funds in the first place? Thats what president Goodluck is saying...if you wont be blind to the truth you'll see there's a sense In it. Lets not be too emotional about things. This is 21st century,all these APC-Buhari people feel its better to do investigation,jail and make scapegoats out of people will make the country less corrupt but we know that some people will still escape or do their tricks.
