The transition from national policing to state policing would be a well planned and gradual process if it were to ever happen.

The federal government currently has a budget allocated to defence and security. A portion of this goes into the police force and I would not expect this to stop simply because it is now managed at state level.

I doubt the FG would give a portion of that to state police since there will be need to maintain a police force or an equivalent at the federal level, based on how the country is structured. So it's basically still going to fall on the state. And these states are broke.

George Olatokunbo Okikiolu is arguably the greatest black mathematician ever and he has published more research papers on mathematics than any other black person in history. Ditto his daughter, Katherine Okikiolu.

Then you have the likes of: James Adedayo Oguntuase, Adebisi Agboola etc..

That special status thing is the reason why I referred to the tinubu's clique as transient leaders of the times.
Imagine someone demanding to for special status from a beggar taking his own money.

However I know the political reason why they rejected regionalism and the entire national conference.
To put it simply, Jonathan set up that conference to break the APC Coalition. Especially to cause friction between the SW and the north based on that issue.
Any weakness in the chunk of APC's armor would have been slam dunk for Jonathan.

That's what happens in a divided house. Hence they went to the conference as a divided house, demanding different things. And these are supposed to be Yoruba leaders.

The Yoruba committee included, Itsekiris, Okun Yorubas, Igbominas, and all other Yorubas - apart from the ones from Lagos, just cos of one man. What type of madness is that? Yet everyone is talking about Lagos demanding "special status". Why won't they do that? Is Tinubu is even from Lagos? Why you start playing divisive politics of exclusion over trivial things at an event as inconsequential as that - then you know there's a big problem.

Lagos indigenes protest exclusion from Yoruba confab

Former Deputy Governor of Lagos State, Rafiu Jafojo, has described as unfortunate the sidelining of the state’s indigenes by the Yoruba Committee on National Conference.

The committee had met recently at the Ishara-Remo, Ogun State home of Olaniwun Ajayi. The meeting was meant to strategize on the selection of delegates for the South West geo-political zone ahead of the conference. Jafojo noted that no leaders from Lagos was invited to the meeting despite the full participation of various groups in the state, such as the Awori Descendant Union, Association of Lagos State Indigenes led by retired Justice Ishola Oluwa and Awori Welfare Association of Nigeria led by Pa Opeifa at the recently concluded Femi Okunronmu-led Presidential Committee on National Dialogue at the Nigeria Institute of International Affair on Victoria Island, Lagos.

According to him, Lagos State will continue to be the heartbeat of the Yoruba nation, adding that as long as leaders from other states in the geo-political zone continue to sideline the state from its affairs, the zone will never get it right.

He wondered how Yoruba leaders would be meeting to discuss the future of the nation without the contribution of such personalities like Lateef Jakande, retired Justice Oluwa, retired Gen. Tajudeen Olanrewaju, former Inspector General of Police, Musiliu Smith, J. Williams and a host of other leaders from the state.

He, therefore, advised the conveners of the Ishara Remo meeting to take note of the omission and make amends before the next meeting to get Lagos State involved in the selection of delegates for the conference. Such a move, he said, would ensure adequate representation of every section of the Yoruba nation.

I think it's always better to read the background story before blaming Lagos for demanding special status.

When they were preparing for the lousy confab that was more of an owanbe party than anything worth taking seriously, they never included anyone from Lagos. Perhaps due to the disagreements those representing Yorubas, who're also part of the PDP have with Tinubu who built his empire in Lagos. They only got those from Lagos involved at the last minute after protests.

Obviously, what do you expect those you never carried along to demand?

I can't speak for Ondo...but you can't blame those from Lagos for demanding something else.

Some of my point is that Aregbesola got ahead of himself not planning properly in regards to some of his lofty projects but serious shortfalls in allocation compounded issues. Th FG knows the salary obligation of States and the FG has the duty of putting rainy day savings in place to help States stay afloat yet because of the corruption and wantonly gross looting of the PDP and GEJ many States got into trouble virtually the minute oil prices plummeted. There was no buffers in place at all and between 24-28 States could not pay wages. A responsible government will have no option but to take loans to pay salaries however he may wish to hold out if allocation has fallen by 50-70% and is taking at that level. All in all many governors did not plan well but there is proof they were blindsided by development such as falling oil price.

Many State were already in trouble from when GEJ unilaterally announced a minimum wage, binding on all, that many states could not pay. If we look at all issues as they are interlinked then it becomes obvious that SW governors did compound some problem but we're powerless to prevent others, which they did not cause, from becoming an Albatross around the neck of SW States. This is why I happy GEJ is gone as there is now a chance to repair the damage from the centre while the electorate at State level can do the needful to rove underperforming governors.

Not true at all. You cannot ignore facts to make a debate suit your personal argument. In Osun for example, salaries is actually even more than total income which includes allocation from the FG. This is why some of us harp on about the salary trap and why, as a matter of urgency, we must must focus on certain things (power supply, transport, agriculture, commercial mining of solid minerals et al) that will help diversify the economies of many States to then create jobs and employment that will make the government stop being the biggest employer of labour. Aregbe made mistakes but him and others met the salary trap issue on ground and were simply not prepared for the severity of the problem.

We can, once and for all, discuss the issue openly so that Nairalanders understand what is really going on or continue to convene a lynch mob for Yoruba leaders here based on only seeing a quarter of the big picture and the misinformation we are operating with. Do you for example know that GEJ dictatorially increased minimum wage to N18,000 years back when many States could not pay this and where not given the chance to opt out? You earn N1,000 a month and I insist you must pay your four domestic staff N300 monthly each. How is that fair when I refused to take your earning power into consideration?[/size] If people want to convene lynch mobs for yoruba leaders based on an incomplete take of what is actually going on and what has gone on in the past, to get us where we are today, then fine. And I believe it was done based on the information available to them. So, I honestly don't know where the accusation of "misinformation" is coming from. We can only argue based on the information we've and I believe the Nigerian budget office can't make up numbers just for the sake of it.

2). Regardless of the "salary trap" or lack thereof and the huge number of workforce the state ministries employ - you and I know that the state ministry only makes up a fraction of the recurrent expenditure. Hence I asked folks to cite the other sectors/spending that contribute to it e.g. education, health, maintenance, purchase of equipment and other miscellaneous things, travel expenses, state functions etc. I believe anyone who's trying to defend these folks should be able to post these things cos I remember Uncle eGuerrilla once posted the one for Lagos and we did debate how inflated a lot of the prices cited were. That was what I was alluding to and expecting, not the whole "sacrificial lamb" thingy everyone is trying to make out of the state civil service.

Also, once you're an administrator and you know you're running a government at a deficit, it's natural to make amends and cut down government spending to keep a balance sheet. Especially when the revenue generated can't match-up to what you're spending. It's just common sense and being prudent. That comes with being a good administrator. And it's either you have it or you don't.

3). I believe when oil prices were at an all time high, the FG did share the money with the state governments. What happened to this money? If we could use low oil prices as an excuse - evidently we can also cite that as an example of mismanagement of funds.

4). This is the debt profile of SW states in 2011 vis-a-vis 2014. How come the debt profile of each state skyrocketed within the space of three years the way it did? Isn't that troubling since there's absolutely nothing to show for it and they're all running at a deficit?

6). Now to sustainability index rankings. I believe Ebonyi, Ekiti, and Osun are relatively new states. How come Ebonyi is number 7 on the rankings, while Osun and Ekiti are 35 and 32 respectively? Even Borno that's going through Boko Haram crisis is ranked higher than Osun and is one rank below Ekiti. Then you have Ogun, a state close to Lagos, ranked at the bottom as well - why?
