This reminds me of a conversation I had with my friend some days back. She works with one of these foreign banks and she said they are encouraged to have some brief discussions with customers. In the course of how are you and your business discussions a lot of married men try to ask her out.

She said there was a particular one that was like can we meet at XYZ restaurant for a chat, she said the most annoying part was that she was staring at his wedding band (trying to remind him that you are married now) but this guy didn't even blink. She had to tell him we are not encouraged to go on dates with our customers.

Another one was trying to close his account and relocating to the USA and was asking her if she would come to visit him if he pays for a ticket (come for what now). She also had to turn down his offer politely (even though she felt like lambasting him)

She said the most annoying part is that these men come to abuja majorly for business and just for the few weeks they spend they look for young ladies to mess around with.

According to her these men are accomplished, comfortable and financially capable so its almost impossible to find a man in his forties with such characteristics and still unmarried.

It takes a very disciplined lady to turn down any offer from a married man, they come and try to lure with their money most times and if you are a long throat you wont be able to resist.

That's how one on my street was saying something of sort. I simply told him I am not interested.

Married men should stop running after single ladies and other peoples wives also Ladies should stop accepting offers and be observant enough if a guy is in his late 30's or early 40's and he is comfortable and he says he single then investigate.

Even as i agree with you that the US role in the middle east has created some of these terrorist but for how long are we going to keep putting the blame on the US? But are all Muslims terrorists? And wasn't Al Qaeda dying off before the US decided to go create new monsters in ISIS and Al Nusra in Syria, with the aid of Saudi Arabia and Qatar? If Syria had been left alone - would these groups be thriving today? Would there be any refugee crisis in Europe?

Japan was nuked once during a war, it wasn't consistently attacked like the US has been bombing MENA for over 25 years now.

And a lot of them have been there for more than two generations with no problems whatsoever. But why now? Why do they keep troubling France?

Brev, sending 1 billion troops to Iraq/Syria won't solve the problem till the US stops meddling in foreign countries; reins the CIA in; and bomb Saudi Arabia and Qatar (the two axis of evil). Till then, we'll always have these problems.

France has the largest population of North African diaspora - from when there was nothing like extremists, until US and Saudi Arabia started creating these monsters. Is Europe also responsible for what's going on in Syria and the refugees they unleashed on Europe? Did Europe create the Syrian rebels that turned to Al Nusra and ISIS?

The biggest drum won't boost any tourism right now, till say, 200 years' time. Those going to Osun are more interested in Osun Oshogbo festivals and Ife. Osun is an integral part of most of the Yoruba religions in the new world, from Santeria, to Condombe, to Voodoo etc.. Another god they worship is Yemoya. However, I don't know how the Yemoya worship/festival works and perhaps Osun state can invest in creating a next festival about Yemoya to for tourism and revenue generation purposes.

A thinking governor looking to maximise the interests of tourists in these two gold mines would invest heavily in them and turn them to something similar to the Brazilian carnival and media campaigns in the countries where most of these folks coming to spend money are from. He can also send emissaries to those countries from time to time to boost relations. But this man didn't do that - he just wasted millions of naira on an inconsequential drum like there aren't more than enough things in that state to generate interests. Isn't that the same state where foreign archaeologists are still excavating all kinds of artworks by Yoruba ancestors, buried beneath the earth surface? How about build a museum there for exhibitions from time to time?

Government in today's world is run like a profit-oriented business venture. Once you start running at a loss, you just have cut expenditure, to keep a proper balance sheet - else you'll go bankrupt. That's just common sense. Something just has to give cos the debts are piling up for future generations and folks can't turn a blind eye on them with excuses. I'll leave the civil service alone cos the sector should only make-up a fraction of the recurrent expenditure.

However, in a case where they're not delivering anything and the debt profile keeps growing due to wholesale looting - shouldn't they cut down the looting and do the right thing?

My younger sis' office was a rented bungalow that they have been evicted from since a yr+ ago & the salary hasn't stopped neither is the govt aware that the bosses are just balling on govt dime....

As long as NASS is getting their cut, appropriation of funds for its mgt is not going to stop...

Told her a few days ago that we should place a bet , that before this month runs to an end, an office space will magically appear, hope to win...
They don't tell folks - once the country goes bankrupt, no one will tell them before they start laying folks off.

Some of these governors Like Akande Aregbe and Fayemi were thinking if they provide infrastructures like road it would make the state attractive to investors but building up infrastructure would have to be at the expense of recurring expenditures

Due to none development of other sectors, the govt is the highest employer of labour and in truth its more like just dashing money out a welfare system for salaries and pension
I won't speak about Fayemi cos I don't know much about Ekiti.

However with Osun - the state has at least two tourism gold mines millions of Yorubas or those who practise Yoruba religions in the new world are interested in, and thousands visit annually in: Osun Oshogbo festival and Ife. But rather than invest in the two - the man keeps spending money on frivolities like the biggest drum in the world, mini stadia etc., despite how poor that state is. Who does that?

A good administrator would do a proper analysis of whatever place he's asked to govern and focus on the strength, so as to cover the weakness. However, when you are wasteful with no direction whatsoever - then you have to take the blame for failing woefully.

Also, are you going say these folks aren't utterly corrupt? And their excessive looting is part of the reason why the recurrent expenditure is that high?

When Buhari delayed ministerial list and even pruned it down many people were already complaining that. There is no money in town. That the money budgeted to ministries would trickle down in form of money for PA, DG, perm secs, hiring of staffs etc

So if a budget of say 100M was allocated to a ministry before they think of any project they have to remove the money for salary and travels/training. Its whatever is left that would go to projects (ignoring that they are stealing). The cost of governance is so damn high and not sustainable

Those 6 months we didnt have ministers in Nigeria that we raised hell, Do you know how much in salary was saved? The truth is the people that really do the work are usually about 10, the rest are just there to fill constitutional quotas

When growing up I knew a friend whose mom was employed by FEDECO(INEC of the 2nd republic) the ministry was no longer in existence but she was still collecting the salary till the mid 90's almost 15yrs after the scraping of FEDECO while she would resume to her shop and still collect salary

Nigeria is a very complex country I tell you

Let me give you an example. When Akala was voted out in Oyo state he set a landmine for the incoming Ajimobi by hiring many people with the intention of dumping their financial burden on the coming govt on top of little resources
However, something has to give and desperate times requires desperate measures. In saner climes, government agencies/ministries are run like business ventures - not charity. Except when it's welfare. And since there are no welfare programmes involved - the dormant ministries have to go. They can't keep running recurrent expenditure at a deficit, else the whole system will collapse and go bankrupt - and once that happens, they will have to do it, won't they?

Also, about Yoruba states employing all and sundry from everywhere in the federation. If there's no quota system in place for state governors to employ folks from other states/regions - I believe they need to start doing it based on what other regions are doing. If there are only 10 Yorubas working in state ministries across the SE - there should be only 10 Igbos across state ministries in the SW. We can't keep incurring debts to run our states, while other states are free from debts. Yorubas are the ones liable for the debts - not Nigeria. Unless FG will pay back the debts.

Let me leave the state workforce alone for now. What are the aspects of government spending that contribute to recurrent expenditure in the Nigerian context? Also, a lot of these governors are utterly corrupt and wasteful. They need to put their excesses in check and deliver good governance. The truth is that: apart from Lagos - there's next to nothing going on in these other states. So is low oil prices the excuse they're going to keep giving for the next four years, while piling up huge debts?

His argument was that In a school of 60 teachers, You have 6 teachers for govt, 10 for CRK and IRK i Physics, 1 Maths 2 English 20 for Home economics

There is no way the education sector of the state would bring the needed result from the investment made to it if we spend more salary on Unproductive subjects

The people kicked against it and it became a Political issue. Needless to say He lost the election

Fayemi became governor in Ekiti his first move was education reform He gave teachers subject teachers tests in their own field and those that didnt pass were fired

E.g If you teach Physics you wer given a Physics test WAEC level and passmark was about 60% man failed. He laid them off and it became a big political issue and one of the reasons he lost to Fayose

The money Fayemi saved then, I heard he tried to use it on infrastructures in Ekiti and was roundly commended for his road projects and developmental projects but the civil servants kicked against it

At a time when Oil prices were high and income to states High, Recurrent expenditures were the like the bulk of expenses. Now when oil prices crashed states couldnt pay they had to resort to borrowing

For us to see any meaningful development in the country we need to develop other part of the economy which can employ people so everyone wont depend on civil service for employment

However, before we heap the blame solely on those working in the civil service - I think it will be better to know the total number of workers employed by the state and the cumulative wages they earn monthly vis-a-vis the recurrent expenditure, to determine the actual percentage they contribute to the recurrent expenditure.

I agree that Nigeria's excessive dependence on oil is a big problem. Ditto the structure of the country. And like I posited in the past: Nigeria is a poor country cos the money the country makes from oil is too meagre to cater effectively to the huge population. However, that doesn't absolve these governors from blame. You can't run a government on deficit and the beauty of good governance is about being proactive, prudent, and the ability to make the electorate feel the impact of effective governance. Once you start running a deficit and incurring unnecessary debts - with nothing to show for it - it is only matter of time before everything will come crashing down.

Furthermore, I'm sure there are a lot state departments/ministries that are dormant and are really of no use...why can't they scrap them?
