From my comments over the last couple of years, you will all know that I am anti bad governance whether by PDP or APC. However, it is wrong for Sanusi Lagido Sanusi the CBN governor to have leaked that letter, it is very wrong and even felonious and treasonable. Sanusi ought to have resigned except he can prove that the letter was leaked by presidency officials. But first of all, have you tried this site http:///19rcMQj ? You will be will excited. I thought Nigeria and Ghana are partners in progress, I thought we are brothers and not rivals. If Ghana is doing something right, Nigeria should ask Ghana to show us how they do it and vice versa. AS the presidency is addressing claims of marginalisation in federal appointments by the South West, the zone may be facing a new form of discrimination, going by the proposed details in some ministries in 2014 budget. A breakdown of new projects proposed by the Federal Ministry of Water Resources, which was obtained by the Nigerian Tribune, showed the South West largely neglected in the allocation of the projects, compared with other five geopolitical zones. Analysis of capital projects of about N30 billion proposed by the ministry showed the three zones of the North taking the lion share of over 80 per cent, while with three southern zones competed with 20 per cent, of which South-West had less than two per cent. Of over 30 new irrigation projects proposed in the 2014 budget, only two were located in the South West. The two, lower and middle Ogun, however, had only design funding of less than N10 million, in contrast to similar new irrigation projects in Kaduna, Kano and Yobe, to which over N1.2 billion was allocated. Of the 41 new earth dam projects proposed by the ministry, South West had only one at Ile-Ife, Osun State, with about 75 per cent of the dams located in the North, while the old Eastern region had the rest. Further checks showed that while the Ile-Ife dam had only N100 million allocated to it, similar projects located in the Middle Belt and core North had between N250 million to over N500 million allocated to them in the next fiscal year. The South West was not only neglected in the areas of irrigation and new dams, the region was also shortchanged in town/city water projects, as there was no allocation to the region in the over 40 new water works projects in the country. A check showed the North being the major beneficiary of the projects, followed by the South-South and the South East. Northern cities benefitting from the water works projects included Talata Marafa, Takum, Gombe, Biu, Zungeru, Langtang, Damaturu, Uguru, Bulkashuwa, among others. While the reasons for the lopsidedness was not clear, the proposal is, however, subject to review by the relevant committees of the two chambers of the National Assembly. Minister of Water Resources, Mrs Sarah Ochekpe, it will be recalled, is from Plateau State, while the Permanent Secretary of the ministry, Alhaji Baba Ahmed, is a royal prince from Bauchi State. The Presidency and other ministries, departments and agencies of government will spend N836.6m for the fuelling of plants and generators in 2014. The amount is contained in the 2014 budget proposal before the National Assembly. The figure is striking when considered from the standpoint that the government, had after the privatization of the power sector promised that Nigerians would begin to see significant improvement in power supply from the first quarter of next year. Specifically, President Goodluck Jonathan had while inaugurating the Phase II 500 megawatt Omotosho National Integrated Power Project Plant in Ondo State two months ago promised reasonably stable power supply in the country by the middle of 2014. He added that the Federal Government was targeting 4,700mw from 10 NIPPs, which he said would be completed before the end of the first quarter of 2014. According to him, the 10 National Integrated Power Projects will be handed over to the private sector next year after their completion and inauguration. But an analysis of the budget proposal showed that the ministry of finance accounts for the highest with a projected expenditure of N76.5m while the police formation and command, ministry of foreign affairs and health followed with N71.3m, N56.16m and N47.62m respectively. Presidency has a budget of N33.47m; Office of the Secretary to Government of the Federation, N16.48m; Youth Development, N1.81m; Police Affairs, N16.5m; Women affairs, N901,452; Agriculture, N5.57m; Water Resources, N16.45m; Auditor-General for the Federation N11.79m; and the Independent Corrupt Practices and Other Related Offences Commission N29.05m. Others ministries are Defence (Army, Airforce, Navy) N30m; Education N36.92m; Trade and Investment N20.8m; Information N13.85m Communication and Technology N1.27m; Interior N20.75m; Office of Head of Service N40m; Justice N28.34m; Labour and Productivity N2.79m; Science and Technology N3.51m; Works N25.05m; Lands and Housing N45.55m; and Mines and Steel Development N6m. The rest are Environment, N13.16m; Ministry of Tourism, Culture and National Orientation, N2.637m; National Planning Commission, N21m; National Sports Commission N17.12m; Office of the National Security Adviser, N8.78m; Niger Delta, N16.85m; Ministry of Special Duties, N2.31m; Infrastructure Concession Regulatory Commission, N15.45m; and National Population Commission N22.53m. Similarly, Code of Conduct Bureau had a budget of N6.07m for generator fuelling; Code of Conduct Tribunal N3.01m; Revenue Mobilization, Allocation and Fiscal Commission N20.05m; Federal Civil Service Commission N18.8m: Police Service Commission; N4.39m; and Federal Character Commission N5.92m. Curiously, three ministries – power, aviation and transport – and the National Salaries and Wages Commission had no budgetary provision for the fueling of plants and generators. Also, a breakdown of the proposed budget to the judiciary in 2014 has declined when compare with 2013. The total sum of N4.7bn which was provided for the Federal Ministry of Justice Headquarters in proposed 2014 budget is less than the sum of N5.5bn allocated to the ministry in 2013. In the same vein, the budget for legal services, the ministry’s major assignment, fell from N2.3bn in 2013 to N1.3bn in the proposed 2014 budget. The sum of N3.1bn was budgeted for legal services in 2012, which means that the allocation for the assignment had fallen for a second consecutive year. Iolo: The only way to balance the National budget is to reduce recurrent expenditure. Obviously you know the Government would have to sack staff to accomplish this. What about reducing 1.3 billion naira food budget, abolishing 255 million naira bullet-proof second-hand cars, reducing over 2 billion naira travelling expenses, reducing money spent on maintaining 10 or 11 presidential jets? Reducing number of useless aides, why do we have a Reuben Abati and a Doyin Oku-Igbe doing the same dirty job? What of unconstitutional office of first lady with many redundant aides? This also goes down to the states (APC, PDP, APGA, LP) and local governments. But first of all, have you tried this site http:///19rcMQj ? You will be will excited. Kwankwaso Teaches Okonjo-iweala How To Balance Budget Nigeria’s finance minister, Dr. Ngozi Okonjo Iweala said Nigeria will be spending 78 per cent of its income on recurrent expenditure in 2014 and 22 per cent on capital projects. Nearly a trillion naira will be borrowed to finance the capital projects. But in Kano, Rabiu Kwankwaso, an engineer, who doubles as the governor of the state, has demonstrated how best to run a national budget, at state level: Kwankwaso in fiscal 2014 year, will be spending 32 per cent of the expected income of N219.2 billion on recurrent expenses. Capital expenditure will take the rest. “The 2014 budget has a projected recurrent revenue N126, 960,422,861 and capital receipt of N81, 526,211,850. It also has a recurrent allocation of N70, 621,425,720 and capital estimates of N148, 659,847,767. This represents a total of 68% capital and 32% recurrent estimate,”Kwankwaso said. In some of the highlights of the budget, the state will be financing free and compulsory education at all levels in the state, at a cost of about N35 billion, about 20 per cent of the budget “in our collective resolve to drive a knowledge base economy, government has already concluded arrangement to adopt a free education for all indigene at all levels: primary, secondary and tertiary institutions in the state.” “This is in addition to sponsoring of Kano indigenes to pursue their various degree programmes locally and internationally”, pointing out that the commencement of the free education for all Kano state indigenes from primary, secondary and tertiary institutions starting from the new academic session in 2014.” Other policy programmes in 2014 fiscal year under education include, N6.5 billion for the continuation work at Schools for Islamic Studies in each of the 44 LGAs Kwankwaso revealed that N2 billion has been set aside for the continuation of 44 Technical Schools one in each LGAs; adding that N241 million has equally been earmarked for the procurement of 15 mobile computing solar powered container box. He said that N250 million was also earmarked for the establishment of another boarding primary school in the state, adding that N1.3 billion has been allocated for the Construction and furnishing of 268 additional classrooms in the state. The Governor further stated that Northwest University got N3billion for the continuation of construction of Faculty building, senate building and other infrastructure, adding under the 2014 approriation bill N586 million was earmarked for the continuation work at former Magwan Water Restaurant to First Lady College. EFCC quizzes principal officers of Kano Assembly *Arrest an attempt to frustrate lawmakers over APC —Kwankwaso By Soni Daniel, Regional Editor, North & AbdulSalam Muhammad KANO—Barely three weeks after the Kano State governor, Dr. Rabiu Musa Kwankwaso, defected to the All Progressives Congress, APC, operatives of the Economic and Financial Commission, EFCC, yesterday moved against him. In a move reminiscent of the Obasanjo days, agents of the anti-graft agency took away the speaker of the House of Assembly, Gambo Salau, and all the principal officers as well as the Clerk, for grilling. The speaker and all other principal officers were first stripped of their security details and moved into a vehicle before being taken away to the EFCC office in Kano and later transferred to Abuja for what the operatives called “questioning.” Reacting to the development, Governor Rabiu Kwankwaso described the action not only as politically motivated but also a brazen attempt to frustrate the Kano lawmakers from defecting to All Progressives Congress, APC. The governor said: “It is crystal clear that the above mentioned public officials were arrested by the EFCC based on the orders from the above, because of the legislators’ defection to APC, in support of Governor Kwankwaso. “This action is obviously to intimidate and cow them into submission for choosing to move to the progressive fold. This action is not only despicable and absurd but also capable of igniting crisis in the polity, thereby breaching the relative peace that is being enjoyed in Kano state. It is regrettable that the EFCC is allowing itself to be a tool of witch-hunt in the hands of the powers that be.” But the commissioner said that those taken to Abuja were merely responding to an invitation to be able to respond to allegations of fraud raised by a petitioner against them. Spokesman for EFCC, Mr. Wilson Uwujaren, told Vanguard that the officials were not taken by force but that they willingly came to honour an invitation over a petition bordering on the supplementary budget recently passed by them. Those taken into EFCC custody included the Speaker, Gambo Salau, his Deputy, Majority leader, Hamisu Ibrahim, Deputy Majority leader, Minority leader, Deputy minority leader, the Chief Whip, Chairman, House Committee on Appropriation, Chairman, House Committee on Finance and the Clerk of the Assembly. The EFCC operatives, who were backed by two Armoured Personnel Carriers and 20 regular policemen had earlier in the morning took over the premises of the Assembly Complex located at Audu Bako Secretariat in anticipation of the arrival of the lawmakers due to sit and consider a N28 billion supplementary budget sent to them last week by Governor Rabiu Musa Kwankwaso. Shortly after the unsuspecting lawmakers trickled into the complex and commenced the business of the day, the operatives quickly served the Speaker an invitation letter that was subsequently read to the lawmakers. However, the controversial N28 billion supplementary budget passed through the first and second reading before it was passed into law by the legislators during tension-soaked session. When the legislators wound off their business, the affected key officers were whisked away by the heavily armed security personnel to EFCC office located at Hajj Camp general area in Kano. Confirming the arrests, the EFCC spokesman, said they had a petition from an unnamed petitioner alleging that the N28 billion supplementary budget before the lawmakers was an attempt to siphon public funds and not really meant to serve any public good.
