It comes at different times, and in different forms. But as they have charted the war in southeast Ukraine over the past year, drones flown by the Organization for Security and Co-operation in Europe have run into the same problem: Russian troops on the ground are jamming them into virtual blindness. It’s just one part of a sophisticated Russian electronic warfare (EW) effort in Ukraine that has proved a sobering experience for the U.S. Army. Faced with how the newly modernized Russian army is operatingin Ukraine and Syria — using equipment like the Krasukha-4, which jams radar and aircraft —American military officials are being forced to admit they’re scrambling to catch up. Lt. Gen. Ben Hodges, commander of U.S. Army units in Europe, has describedRussian EW capabilities in Ukraine as “eye-watering.” Ronald Pontius, deputy to Army Cyber Command’s chief, Lt. Gen. Edward Cardon, told a conferencethis month that “you can’t but come to the conclusion that we’re not making progress at the pace the threat demands.” The electronic war was on display from the start of the Russian incursion into Crimea in the spring of 2014. Not long after Russian EW equipmentbegan rolling into the region, Ukrainian troops began to find that their radios and phones were unusable for hours at a time. Meanwhile, the Organization for Security and Co-operation in Europe, an international conflict-monitoring group, has consistently reportedthat its drones watching the conflict in eastern Ukraine have been“subject to military-grade GPS jamming,” forcing monitors to scrub missionstaking stock of the war below. At the forefront of the push to get the U.S. Army up to speed is Col. Jeffrey Church, the Army’s chief of electronic warfare. But it won’t be easy. Dealing with falling budgets, a lack of EW equipment, and a force that is shrinking by tens of thousands of troops, Church says that he has managed to train only a few hundred soldiers — a fraction of the EW forces that are fielded by potential adversaries like Russia and China. “They have companies, they have battalions, they have brigades that are dedicated to the electronic warfare mission,” Church said in an interview with Foreign Policy. Those units are deploying “with specific electronic warfare equipment, with specific electronic warfare chains of command,” he said. Currently, 813 soldiers make up the Army’s EW mission, for which just over 1,000 positions have been authorized. And other Army units are guarding against Church’s attempts to peel away soldiers from their ranks to join his. The staffing squeeze is only expected to get worse as the overall Army contracts: At its peak during the wars in Iraq and Afghanistan, the Army had about 570,000 soldiers; it is on pace to be down to 450,000 by the end of 2017. That number could slide even further, to 420,000 over the next several years, if Washington deadlocks over a long-term budget deal in the coming months. At the moment, U.S. Army battalions typically assign two soldiers to the EW mission, and they will “have to do 24-hour operations” in battle against sophisticated enemies, Church said. That includes planning and coordinating with other battalion units as well as ensuring that their own jammers and advanced communications tools are working. “There’s too much to do for those guys in a battalion,”Church said. “So how do you maintain in a high-intensity environment against a peer enemy?” A good amount of the EW equipment the Army bought over the past decade was paid for with supplemental wartime funding accounts. Church said that means it largely sits on shelves, awaiting repair and refurbishments, without regularly budgeted funding to keep it up to date. In looking at Moscow’s capabilities, the U.S. Army’s Foreign Military Studies Office assessedthis year that Russia “does indeed possess a growing EW capability, and the political and military leadership understand the importance” of such warfare. “Their growing ability to blind or disrupt digital communications might help level the playing field when fighting against a superior conventional foe,” the assessment concluded. Ukraine, which is equipped with easily jammed electronic systems, has proved to be a perfect place for Moscow to showcase its EW prowess. The Russian effort “is likely not aimed at Ukraine as much as it is aimed at NATO and more serious adversaries,” said Dmitry Gorenburg, a senior research scientist at CNA, a nonprofit research and analysis organization. Last March, Deputy Defense Secretary Robert Work created an EW executive committee led by Frank Kendall, the undersecretary for acquisition, technology, and logistics. Edwin Clark: says he did not collapse as reported For those who have sentenced themselves to inconsolable wailing since Presudent Muhammadu Buhari and APC defeated former President Jonathan and the PDP in the epic March 28 presidential election, the last few weeks were like weeks of second death. For those who have embraced witless and headless opposition to every action taken thus far by President Buhari to mend the ship-wrecked Nigerian state that was writhing on the throes of death before March 28, as a way of advertising their anger and shock for that epochal defeat, the spate of recant their apex leaders in the fight to sustain the Jonathan regime did last week added to the open sores of March 28. For those who have become popularly known in the Nigerian media as the Wailing Wailers, the shock is so comprehensive that they have become suddenly speechless. First was the Godfather of former President Jonathan who could pass for the patron saint of PDP, Edwin Clark. He was the lodestar for the battle to re-elect Jonathan and was a clearing house of sorts to the converging tendencies that coalesced to sustain Jonathan in power after what was generally seen as a dismal six years in power. For the re-election of Jonathan, Edwin Clark fretted and threatened with so much force that nothing and nobody, not even former President Obasanjo was spared of his bile. He fell short of levying war against whosoever never saw the wisdom in voting Jonathan in March and he was privy to gathering a motley crowd of elderly PDP sympathizers in the South to form a Southern Elders Forum that unabashedly campaigned for Jonathan and the PDP. But it was another Edwin Clark who, last week not only disclaimed the PDP but threw wholehearted support for President Buhari especially in his war against corruption. Clark not only dismissed the charge of selective prosecution of the anti-corruption war, which the hirelings of the PDP have made their daily catena but fell short of describing his godson, Jonathan as a derelict that has no guts to fight corruption. Were the rabid anti-Buharists shocked? No, they were shellacked! They were beaten flat for here is their godfather, a general of the battle they are prolonging by their syndicated hysteria, throwing them so pitiably under the bus and also damning the man for whom they have so exerted themselves to support. It was a red day for the Wailing Wailers. If there is any woman that fits the feminine equivalent of Edwin Clark in the order of reverence by the Wailing Wailers, it was the immediate past Finance Minister and Coordinating Minister of the economy under Jonathan. Even when most Nigerians feel this woman’s long stay as our economic manager rubbed off very negatively in the lives of Nigerians, the Jonathanians and PDP apologists, in fact the a wailing Wailers, deify her as the next best thing God imbued on Nigerians after pure water. To them, she is omniscient, beyond sin and reproach. They worship her every footstep and she was dubbed the Prime Minister of the Jonathan regime. Last week, and from nowhere, Okonjo-Iweala was to pour encomiums on President Buhari government like a nubile maiden serenading her newfound lover. She not only praised Buhari’s conduct of statecraft but said her decision to work under Jonathan might have been a mistake! She was speaking on September 30 as a guest lecturer at the University of Pennsylvania, United States. Next was Stella Oduah, one of the poster girls of the Jonathan regime who was implicated in a swathe if scandals as Minister of Aviation under Jonathan but who was, nonetheless sponsored by the PDP to emerge senator in Anambra State. In a recent interview, Oduah not only hailed what she called the clear policy direction of the Buhari regime. Her points of excitement were the firm intervention by the Buhari regime that ended the coup in Burkina Faso and the plan of the regime to restore the national carrier. Then entered Godswill Akpabio, the guy who had an a-rating appearance in all the shenanigans and intrigues launched to ensure PDP remains in perpetual power. If Edwin Clark was the Commander in chief of the futile PDP/Jonathan entrenchment efforts, Akpabio was the Chief of Staff. He was the enforcer of the PDP will amongst PDP members and manned the gate of the party, deciding who entered, who stays and who leaves. He was known to leverage his state’s resources to the fight for the re-election of Jonathan, among many other illegal fonts of funding that whetted that ill fated battle. This is a title being paraded by a chieftain of the People Democratic Party in Lagos.Ordinarily, it means ‘the Pathfinder’, but from all indications it is a blatant misnomer for this politician, who has not added any value to his party in hisdomain, not to talk of the entire Yorubaland, to go by that title.Curiously, though, he seems to take his ‘title’ so seriously that he recently took out a full-page advert in a national daily to pay homage to his benefactor, who passed on recently. We all know the reason behind these funny ‘titles’, but the point here is that, integrity demands that ourKabiyesis must be wary of attaching the name of an entire race to any title they choose to give to their friends.. The national Union of Road Transport Workers (NURTW)is a Nigerian organisation that fulfills functions of a public transport company, street gang, and a transport worker's union. It was founded on 6 October 1957. The NURTW raises money through several methods. The largest of these methods is charging fees - of approximately 20 Nigerian Naira at illegal checkpoints, and from local shop owners. In 2013, a large number of the NURTW have been arrested after Lagos State government crackdown on these unregulated fees, after the government embarked on a plan to stop people from collecting dues outside motor parks. These people are known as agberos. The headquarter of the NURTW is located on Sapele Street, Garki, Abuja. I will really like if the government of our beloved country to look into the functioning of this forcefully generated revenue collected by men of the said organization as it causes so much problems on our roads, sometimes, the (agbero) as they are fondly called would delay the movement of the vehicle because of the money he wants to collect, so many times they will forcefully remove items like; fuel tank cover, engine cover, wiper etc. there are times when the (agbero) would fight the conductor so as to get money. I believe that the governor or government officials would have at one time or the other seen or heard about this continuing incidence and nothing has so far been done. The problem started from the collection of N2,500 from drivers for each load of granite by NURTW members. The truck drivers, it was gathered, wanted to pay once in a day, saying the N2,500 for each load of granites was exploitative. Guns, cutlasses, broken bottles, granite and clubs were said to have been used freely during the melee. A truckload of granite, a driver said,costs about N130,000. The fracas, which reportedly started at 9:15am, left many people injured. Sources said nobody died though many were injured. Many of the workers and quarry operators were said to have fled into the bush and the canal near the site. The pandemonium also caused a gridlock on the expressway. Passengers were said to have fled inside the bush. The Commissioner of Police, Kola Sodipo, visited the scene of the incident yesterday. He urged the stakeholders to maintain peace, saying the police had started working and justice would be served. At the site yesterday, the divisional officer (DPO), Toll Gate Divisional Headquarters, Ibadan, Olufemi Awoyale, anti-riot policemen, two armoured personnel carriers, six hilux vehicles and one Black Maria were sighted. The incident, it was gathered, had triggered a protest from members of the Oluyole Ibadan Granites Sellers and Hauler Association, truck owners and drivers, who demanded that they did not want NURTW office at the quarry any longer. Some NURTW executive members placated the protesters with a promise that a delegation would visit the quarry to resolve the matter.It was gathered that Awoyale invited five representatives of the warring factions for a meeting. The meeting was reportedly in progress when the hoodlums stormed the quarry. Policemen from Toll Gate were said to have responded swiftly and shot into the air to scare the troublemakers.When the matter got out of hand, the policemen called for reinforcement. The arrival of the mobile policemen was said to have restored peace to the quarry. A source said: said: “Two customers who came to pay for granites were attacked. They had not paid before the problem broke out. The thugs collected their money.“The issue is that we don’t want NURTW office in this place again.
