FEW DAYS TO THE LAUNCH OF EXPRESS ENTRY
This is a general overview of Express Entry

Step 1 – Completing an Online Express Entry Profile

Potential applicants must complete an online Express Entry profile where they will provide information about their skills, work experience, language ability, education, and other details. Applicants must verify their language skills by submitting valid language test results, and generally must affirm the legitimacy of their education by submitting Educational Credential Assessments if they received their education from outside Canada. There will be no limit to the number of people who may enter the Express Entry pool.

Those who meet the criteria of the FSWP, the CEC, the FSTP, and the PNP will be placed in a pool of candidates. (As of writing, CIC representatives have begun orally confirming that it is doing away with the eligible occupations list for the FSWP and CEC. ) Candidates will be ranked against other applicants in the pool. How this ranking system will work has yet to be unknown.

Candidates in the pool will be given a score to determine their place in the pool using a Comprehensive Ranking System that is based on a maximum total of 1200 points. The Comprehensive Ranking System will be based on factors including skills, work experience, language ability, education, and other factors. Candidates will not be given their ranking in the pool but will receive updates from CIC regarding the minimum point score that was selected to receive Letters of Invitation. This minimum point score will fluctuate as need for the Government of Canada to meet immigration quota commitments.

It is important to note that merely completing an online Express Entry profile or qualifying for an existing economic immigration program does not guarantee that a candidate will receive an Invitation to Apply for permanent residence. Only the candidates who rank highest in the pool, and those with qualifying offers of arranged employment or provincial/territorial nominations, will be invited to apply for permanent residence. The importance of having a qualifying offer of arranged employment or provincial/territorial nominations is that each is worth 600 points out of the maximum 1200 points available under the Comprehensive Ranking System. In other words, an otherwise “flawless” candidate who does not have qualifying arranged employment or a provincial/territorial nomination cannot get more points than someone who does.

It is not clear how often CIC will send out Letters of Invitation, although at the House of Commons Standing Committee on Citizenship and Immigration, David Manicolm, the Acting Associate Assistant Deputy Minister, Strategic and Program Policy, Department of Citizenship and Immigration), stated that it will be every two weeks. CIC will post the number of candidates who get an ITA for permanent residence on its Annual Immigration Levels Plan.

Candidates who do not already have valid job offers from Canadian employers, or provincial/territorial nomination, must register with the Government of Canada’s Job Bank which will connect them to Canadian employers. Where applicable, employers will be required to obtain Labour Market Impact Assessments (“LMIA“) from Employment and Social Development Canada (“ESDC“). The LMIA fee will be waived for employers using the Express Entry system. It is not clear whether employers of LMIA exempt foreign nationals (people working under open work permits, free trade agreements, etc.) will need to first obtain LMIAs before their employees can receive a Letter of Invitation.

When an Express Entry candidate is identified through a PNP, they will be quickly invited to apply for permanent residence. However, provincial nominees may only use the Express Entry program if they meet the criteria of at least one of the federal immigration programs. Provincial nominees who do not meet the requirements of one of the federal programs will be able to submit permanent residence applications using the traditional streams.

Candidates in the Express Entry pool who do not receive an Invitation to Apply for permanent residence after 12 months may resubmit their profile and re-enter the pool if they still meet the criteria.

Step 2 – Receiving to a Letter of Invitation

Candidates who receive a Letter of Invitation to apply for permanent residence will have 60 days to submit an electronic application for permanent residence through either the FSWP, the FSTP, the CEC, or the PNP. Paper based permanent resident immigration applications in the economic streams will cease to exist. (One can only hope that the same will soon be true in the Family Class.)

CIC has committed to processing the majority of complete applications within six months or less.

Where Does this Leave Students

A quick review of the above suggests that Express Entry will make it almost impossible for most International Graduates to immigrate to Canada. By requiring LMIA-based job offers, Express Entry would appear to gut the CEC, which is currently one of the most popular options for International Graduates to immigrate to Canada as International Graduates typically cannot meet prevailing wage requirements as their positions are entry-level. Unless the LMIA regime changes, it will be very difficult for most International Graduates to obtain LMIA-based job offers, and to immigrate to Canada. Unless a detail of Express Entry has yet to be announced which changes this assessment, Canada’s version of Express Entry, as opposed to Australia’s and New Zealand’s, might make it very difficult to recommend Canada as a destination for international students.

Hello great people!
I just sent my application today through FedEx, and I have no doubt it will get there by the last day of the year, with assurances from FedEx. I really want to thank all of you here, whenever i need any information all i did was to Google this Forum conversation and get answers without paying. Initially, i wanted to use Agent, but after paying 20k for listening to him tell me what i know already and then, asked me to pay another $4000, i decided to harm my self with information from this forum and process my application by myself. permit me to single out "Solomonwise;his information and on-point responses to every questions, is making a Mess of the so-called Nigeria-Canadian registered Agents.
Thank you all.
Wish you the best..

Trust you'd keep us abreast of your application as it progresses.

@Solomonwis,you're God sent.I need your help even though my question may be similar to others.
*I have an uncle who is a Canadian citizen I just recently contacted him letting him know I wanted to immigrate to Canada.@Solomonwis my question is which is the fastest and hassle free way to move since I have an uncle who is a citizen, also what are the steps to take since I'm a fresher in this Canada Immigration stuff.

Hoping to hear from you.Thanks
Welcome on board.

The "fastest route" for now remains the "Express Entry" immigration system. The term "fastest" is relative as it depends largely on your qualifications and a number of other factors.

Since the emphasis is on your uncle's ability to sponsor you,you might as well consider the family sponsorship route. Please note that your uncle will need to prove beyond doubt his ability to sponsor you. This route (Family Sponsorship) is not by any means fast as lot checks go into it.

Please read through the posts on Express Entry and then ask questions where necessary on the thread.

Hello !
I applied in 2013 and got my UCI. If I track the application since last year, this is what I get 'We received your application for permanent residence on November 18, 2013.'
Meanyl my friend I applied with has gotten her permit and went to canada early this month. Anybody in my shoes? Should I email them? Any feedback would be dearly appreciated.
It is really strange that your application has not been finalized since November 2013 (Although there are few cases where extra processing/background check is required),I suggest you send a case specific enquiry to Accra visa office to know the status of your application.

I have seen quite a few people who were supposedly sent email to proceed on medical examination and the email got lost in the process.

As advised earlier, please send a case specific email to Accra and also send a request for your GCMS note (This will enable you know in summary the position of your application with CIC).

I have registered at job bank, they are sending many job opportunities to me, how do I go about them knowing fully well that I dont have the right or documents that would allow me to work in Canada yet?
The idea is to promote yourself and tell prospective employers that you have the skills and experience to be an asset to their organisation. You should endeavour to inform them also of your intention to register on "Express Entry" and their considering your skills and experience (through them acting as a sponsor on Express Entry) will hasten the process of your working with them when you eventually enter Canada.

It might sound a little tasking given that you would be competing with a whole lot of other applicants but the reality is if the employers consider you, you'd have an extra 600 points (out of the maximum 1,200) to enable you secure an ITA (Invitation to apply). So it is necessary to hone your marketing skills, present yourself as a necessary human resource for your would-be employer (via the Canadian Standard Resume to be uploaded on the website).

It is a daunting task but achievable. Remember, even though this will enable you secure an additional 600 points,it is not all that is required. Other factors (As below) are equally important.

1.Age

2. Language Ability.

3.Canadian Work Experience.

4. Adaptability

5.Educational Qualification

Do not send in an expression of interest (EOI) if you don't have ALL the requirements as your application will be processed based on the information on your application portal on Express Entry at the time an invitation to apply (ITA) message is sent to you.

@SOLOMONWIS, please is their any best NOC skill level....mine falls under 2281, which I think is NOC SKILL LEVEL B...AM I RIGHT and is it good for the application...?
Your question is confusing dear.

Skill level is not in anyway a determinant of your selection to receive Invitation to apply (ITA).As a matter of fact, the higher your total score point/rank in your comprehensive ranking system (CRS),the higher your chance of being selected.

Remember, there will be no eligible occupations list neither will there be any cap/limit on any occupation.

See below for the CRS formula

Comprehensive Ranking System formula

All Express Entry candidates will be given a score out of 1,200, based on the four parts of the Comprehensive Ranking System formula:

Skills and experience factors (that we know are key to economic success for immigrants once in Canada)
Spouse or common-law partner factors (such as their language skills and education – these are known to result in better economic success for both the spouse or common-law partner and the candidate)
Skills transferability (including education and work experience – factors that when combined, result in better chances of being employed, and higher earnings)
Additional points for those with a nomination from a province or territory or a valid job offer

Information for immigrants (Express Entry)
On January 1, 2015, completing an Express Entry profile will be the first step in immigrating to Canada permanently as a skilled worker under the:

Federal Skilled Worker Program,
Federal Skilled Trades Program, and
Canadian Experience Class.
Under the Express Entry system, Citizenship and Immigration Canada (CIC) will invite people to apply for permanent residence based on the information they enter in an online profile. You cannot apply directly to any of these programs unless CIC sends you an invitation to apply (ITA).

If you are planning to apply to one of these programs after December 31, 2014, you can learn more about how Express Entry works.

Getting ready to complete your Express Entry profile:
1) You will need to take a language test. CIC will use your test results to see whether you are eligible to immigrate to Canada under one of the federal programs that are part of Express Entry.

2) If you were educated outside Canada, you may need to have your educational credentials (your foreign degree, diploma or certificate) assessed against Canadian standards.

You may not need an assessment if:

you have at least one year of recent work experience in Canada, or
your work experience is in a skilled trade (skilled manual work).
Note: Even if you don’t think you need to have your foreign education assessed to be eligible under Express Entry, you may want to do so to increase your chances of being invited to apply.

3) You need to know the skill type of the job your work experience is in (as well as the job you plan to have in Canada, if they are different). You will use Canada’s job classification system (the National Occupational Classification, or NOC) to find out whether your work experience is valid under one of the three federal programs.

Entry criteria and the Comprehensive Ranking System
The Express Entry system will create a pool of candidates for immigration to Canada. We will assess candidates based on a number of criteria, and will invite the highest-ranked to apply to immigrate to Canada.

There are requirements not only to get into the pool, but also to be chosen from it.

Find out about the entry criteria and the Comprehensive Ranking System.

To find your job title, code and skill type
Go to the NOC's website and

Search your job title.
Find the closest match in the list.
Make sure the main duties listed match what you did at your job (if they don’t you will need to find a different job title with duties that match yours).
Write down the numeric code and job title (example: 7253 Gas fitters).
Write down the skill level or type according to the lists below.
If your four-digit code begins with "0" (example: 0211), your job is NOC Skill Type 0.
If your four-digit code begins with any of these: 11, 21, 30, 31, 40, 41, or 51, your job is NOC Skill Level A.
If your four-digit code begins with any of these: 12, 13, 22, 32, 42, 43, 52, 62, 63,72, 73, 82 or 92, your job is NOC Skill Level B.
This job code is referred to as your "NOC code" in the Express Entry profile.

If you apply before January 1, 2015:
We will process your application under the rules in place at the time you applied.

thanks alot solomonwis. i just noticed that Saskatchewan nominee program does not require evaluation of credentials and their clb level is lower than that of the fswp. if one is nomitated does with a province requirement does one still need to meet the federal requirement to be in the pool? hope my question is clear smiley
Please do not be deceived by the lower language proficiency requirement. You will be selected among others based on the strength of your application detailing your ability to contribute positively to the economy of your province. In essence, you should endeavor to use the same standard as required by CIC to apply to Saskatchewan or any other province.Moreso, when provincial nomination is a big plus to your "Express Entry".

Let me state clearly again, that you will be awarded points based on the strength of your qualification, language proficiency, age, work experience, etc. So the lower language proficiency is just a benchmark.

...Trust me,its gonna be competitive because of the no job offer condition.
If you are successful in this, you have a huge 600 points in addition to whatever points you have in Express entry link I shared earlier.
Also note that for this program,IELTS of CLB 4 level is the minimum...
Listening - 4.5
Speaking - 4.0
Writing - 4.0
Reading - 3.5
Cheers.[/b]
In addition to the above,Nova Scotia (a province in Canada) has a similar program to Saskatchewan. Prospective applicants to the "Express Entry" program can send in application as soon as the program starts in January 2015. You will normally be eligible once you have all the requirements as detailed on the CIC website.Details of Nova Scotia Provincial immigration program is available here http://novascotiaimmigration.ca

Please note: You cannot apply for both Saskatchewan and Nova Scotia Provincial immigration program (either with or without job offer) at the same time. Provinces and CIC share information regarding the applicants intention of residing in their province. As you cannot reside in more than one provinces at the same time,it is important you weigh the options available before applying for either (or any) provincial nomination program. Applying for more than one provincial nomination program will disqualify you (except of course you send in a withdrawal of application letter) as intention to reside in the province of interest is a pre-requisite for nomination.

Nobody can tell you with certainty except of course you work around some factors like

Which is your eligible occupation?

What is the total number of complete applications received for your eligible occupation?

What is the total number of pending applications waiting for review in your eligible occupation?

What is the overall total if you add the pending applications with the complete applications for your eligible occupation?

If you consider the above factors, you might as well assume the current situation with your application.

The permanent residency rule applies ONLY after you have "Landed".Remember, you must land before expiry of your permanent residence visa.

If after you've landed and you don't fulfil your permanent residency rule, your PR card will not be re-issued as 2 out of 5 years residency is a condition that must be fulfilled before your PR card is re-issued.

IMPORTANT INFORMATION.

Having checked the new Ministerial Instruction {Gazette actually, this will later translate to the new Ministerial Instruction} heralding the launch of Canada's "EXPRESS ENTRY",it has not been explicitly stated that applicants without provincial nomination, Canadian Work Experience, etc {as it's been speculated by many} will not have a chance. As a matter of fact,a lot of applicants who would qualify under the current FSW Class will still qualify under the new EXPRESS ENTRY.

What has changed however is the fact that Provincial nominees and applicants with Canadian Work Experience will be given more opportunity to scale the new hurdle first before any other {This has always been the case except that the bar has been raised a bit further up}.

There will be a pool of applicants, out of which many (inclusive of people without a Canadian Work Experience or without Provincial Nomination )will be selected through the comprehensive ranking system (CRS). They will be asked to apply after nomination {Nomination is expected to take place twice every month after January 2015}.

PLEASE DO NOT ENTER YOUR DETAILS IN THE EXPRESS ENTRY PLATFORM IF

1. You don't have all the requisite documents/qualification.
2.Your IELTS is still in Progress.
3.Your ECA is still in progress.
4 You are not sure of any of your details
5 You are not ready to apply within 60 days of selection

As information entered on the EE profile will automatically form the details with which your application will be assessed by your visa office.

Remember, Express Entry does not necessarily mean:

1. Applicants without Job Offers will be automatically disqualified
2.Applicants without Canadian Work Experience will be disqualified
3.Applicants without Labour Market Impact Assessment will be disqualified
