1. Obasanjo created the ICPC to receive and investigate reports of corruption and prosecute the offender(s).

3. Obasanjo arrested and tried the ex-Inspector-General of Police, (IGP), Mr. Tafa Balogun for a N5.7billion official corruption and for stealing about N13 billion.


4. Obasanjo sacked a Minister of Housing & Urban Development, in his cabinet - Mrs. Mobolaji Osomo - for not following the due process in the sale of 207 government houses in high-brow Ikoyi area of Lagos.


5. Obasanjo sacked a Minister of Education in his’s cabinet, Prof. Fabian Osuji, for allegedly offering N55 million bribe to some National Assembly members so that they could jerk up the budgetary allocation to the ministry.


6. Senate President, Adolphus Wabara, who was a principal character in the Ministry of Education bribe-for-budget corruption case was forced to resign from office by the PDP leadership and various caucuses.


7. Chief Sunday Afolabi – a bosom friend of Obasanjo and a minister in Obasanjo’s cabinet - was arrested and put on trial for alleged bribery concerning contracts for the National ID card plan. Others charged along with him were former Minister of Labour and Productivity, Alhaji Hussein Akwanga, Permanent Secretary, Ministry of Internal Affairs, Ms Turi Akerele, etc.



8. Mr. Abdulrasheed Maina, a former Chairman of the Presidential Task Force on Pension Reform was sacked by Goodluck Jonathan for issues of corruption. He was later secretly rein instated by the Buhari government.


9. Musa Yardua sacked his Minister of Health Minister, Prof. Adenike Grange following the scandal surrounding the alleged sharing of N300 million unspent allocation to the Health Ministry.

10. Senator Iyabo-Obasanjo-Bello, the daughter of ex-President Olusegun Obasanjo, who chaired the Senate Committee on Health was put on trial for taking possession of proceeds of crime and conspiracy.



11. Goodluck Jonathan arrested ex-Bayelsa state Governor, Timipre Sylva over allegation of defrauding his state of N48billion while he served as the governor of the state. Timpre joined APC and the case was dropped by EFCC.


12. Goodluck Jonathan introduced the Bank Verification Number (BVN). This system helps to prevent fraud, identity theft and traces monies obtain via corruption.


13. The Goodluck Jonathan introduced the treasury Single Account (TSA) to enable central cash management and full control of all funds of the government.


14. IPPIS (Integrated Personnel and Payroll Information System) is a system that is used to eliminate ghost workers on the payroll of the Federal government. Since its implementation, over 150, 000 ghost workers have been weeded off the payroll of the federal government. This system is the brainchild of the Jonathan administration.


15. Jonathan also sacked Stella Odua for administrative breaches.


16. James Ibori 12 Dec 2007 was investigated and arrested by the Yardua government for alleged corruption offences, including money laundering.


17. Bode George was sent to 2 years jail term without option of fine.


18. Obasanjo's Brother-in-Law, Kenny Martins, the proponent of the Police Equipment Foundation; was arraigned for fraud.

1. Abba Kyari - Buhari’s Chief of Staff (CoS) - took a N500m bribe from MTN. He did it to help the company reduce the $5.2 billion fine imposed on it by the federal government. Even with concrete evidences presented to Buhari, he did nothing about it.

2. Ibe Kachikwu – his Minister of State for Petroleum - blew the whistle on illegal oil contracts worth $25billion (N9trillion) done by the GMD of NNPC. Buhari neither probed it nor removed the GMD.

3. “Budget padding” entered the Nigerian mainstream lexicon after federal lawmakers spotted inflated cost of projects and items in Buhari’s National Budget proposal.

4. Buhari vowed to punish “budget-padding” culprits in his government. He never did.

5. Folarin Coker, the head of an agency in Lagos state, diverted N3billion from the account of the state government into his Wife's 32 bank accounts. Buhari recruited him into his government, as the DG, NTDC. The corruption case died a natural death.

6. On a live TV broadcast, Buhari defended the Governor of Kano state who was caught on camera receiving $5m bribe.

7. $43 million cash was found in an Ikoyi apartment. It is already more than a year since a probe panel was instituted to punish the culprit, yet nothing has come out of it.

8. Till date, Buhari has refused to make his asset declaration public.

9. Okoi Obono-Obla, one of Buhari’s aides – was alleged to have forged his WAEC certificate. Buhari ignored the allegation.

12. Billions of Naira was allocated to the Aso Rock clinic in the National Budget. Buhari’s wife, Aisha Buhari, revealed that the monies were misappropriated under his watch.

13. Transparency International announced that corruption increased during Buhari’s government. The country's corruption perception index rose from 136th (2016) to 148th (2018) in the ranking.

14. Buhari deliberately ignored some corruption allegations and petitions against some of his appointees, aides, party members, etc.

15. Alpha Beta Consult – a company that belongs to Bola Tinubu is facing a N100 billion-fraud allegations. Buhari ignored the petition. Instead, Buhari rewarded him with an important position in his re-election campaign team.

16. A fugitive and pension thief - Abdulrasheed Maina – the former chairman of the Presidential Pension Task Team was secretly reinstated by the Buhari administration.

17. Abba Kyari, president Muhammadu Buhari’s Chief of Staff, was accused by his cousin of collecting N29.9m to facilitate a contract to supply 15 Toyota Hilux vehicles to the Presidential villa, Abuja. Even with evidences provided by the accuser, Buhari defended Kyari on the allegation.

18. Adams Oshiomhole was accused - by some of his party members - of receiving bribes worth about $55 million before and after the APC primaries all over the country. The case is dead and buried by the Buhari government.

19. Timipre Silvia was arraigned on corruption charges by the PDP administration. He decamped to the APC. Festus Keyamo - the prosecuting counsel for EFCC - was instructed to drop the case. EFCC eventually returned 48 houses seized from the ex-governor.

20. Too many of Buhari’s close relatives were recruited into his government. For instance, Mamman Daura (nephew), Chief of Staff (nephew), Minister of state for Aviation (nephew), his ADC ( in-law), his Personal Assistants (nephews), Minister of State for Trade, Industry and Investment (niece), etc.

21. A human rights activist, Dr. Osadolor Ochei, wrote several petitions to the EFCC against Adams Oshiomole. The petition bothered on alleged looting of Edo state treasury while he was governor of the state. Buhari’s EFCC ignored the petition. Instead, Buhari rewarded Oshiomhole with the APC chairmanship position.

22. At the early stage of his administration, Buhari’s relatives and children of his aides were allocated 91 positions in an illegal and secret CBN employment exercise.

23. A good number of politicians working for Buhari’s re-election have pending corruption cases bordering on stolen monies worth about N300bn. They include:

24. Abdullahi Adamu, the former Governor of Nasarrawa state and a serving APC senator. He is also a member of Buhari re-election committee. He has a case of for allegedly stealing N15bn from the treasury through contracts awarded when he was governor for eight years.

25. Aliyu Wamakko is the former Governor of Sokoto state (2007 to 2015. He is in charge of Buhari’s re-election team in Sokoto. He is under investigation over allegations of theft of public funds and money laundering totaling N15bn.

26. Godswill Akpabio, the ex-governor of Akwa Ibom State (2007 and 2015) has been under investigation by the EFCC for over allegations that he stole over N100bn from the coffers of the state. Since he joined APC, investigations into the case has been relaxed.

27. Rotimi Amaechi. The Minister of Transport was indicted by the Justice George Omeregi-led Rivers State Judicial Commission of Inquiry set up to investigate the sale of state assets. He was accused of allegedly misappropriating N97bn through the sale of the state valued assets.

28. Abdul’aziz Yari stole nearly N700m of the Paris Club refund due to his state.

29. Orji Uzor Kalu, the ex-governor of Abia state, diverted about N3.2bn from the coffers of the same government using different bank accounts belonging to his company.

30. Musiliu Obanikoro was involved in the N4.7 billion arms funds probe. The fund was collected from the office of former National Security Adviser (NSA), Col Sambo Dasuki (retd). Obanikoro is now in APC and walking as a free man.


31. NHIS Boss, Prof Usman Yusuf was alleged to have squandered over N997 million from the schemes intervention fund. Investigation was carried out and he was dully sacked by the minister of health. But because he is president Buhari's brother, he was reinstated.

32. Mallam Ahmed Saleh was the Chief Registrar of the Supreme Court. It was alleged that he connived with two others (Mohammed Abdulrahaman Sharif and Rilwanu Lawal) and stole N2.2 billion naira belonging to the apex court. They were also said to have received gratifications totaling 74.4 million naira from private contractors who were providing services to the apex court. Mallam Saleh was sacked but president Buhari reinstated him and promoted him as the Secretary of Legal Council of Nigeria.

Twenty years after its return to democratic rule, Nigeria is on the verge of re-electing a dictator.

As Nigerians gear up to choose their president on Feb. 16, there is good reason to fear a return to military-style dictatorship. Following incumbent Muhammadu Buhari’s extraconstitutional suspension in January of Nigeria’s chief judge, who heads the Supreme Court that has final say in election disputes, the main opposition candidate, Atiku Abubakar, requested U.S. and EU intervention for the “survival of Nigeria’s democracy.”

This is more than idle rhetoric. Buhari, an ex-general who led a short-lived military junta in the 1980s, was elected president in 2015 by Nigerians who (like this writer) accepted his claims to be a “reformed democrat.” However, his four years in office have highlighted the difference between accepting the principle of elective government and being a true democrat. In Nigeria, like elsewhere in today’s world, the biggest threat to democracy comes not from generals instigating coups but from authoritarians-at-heart winning elections, only to use their democratic mandate to rule anti-democratically.

Half of Nigeria’s 59-year post-colonial history has been spent under various military dictatorships, but this year marks the 20th anniversary of the return to democratic rule. While the country has seen its fair share of ups and downs during this period, some tangible progress has been made in the spheres of freedom of expression, judicial independence, rule of law, and general civil liberties—and certainly in comparison with the military era.

In the past four years, however, Buhari’s government has serially ignored court orders, harassed and arrested journalists and activists, deployed security services to intimidate political opponents, and unforgivably sanctioned the killings of hundreds of unarmed civilians on multiple occasions with the impunity of a power-drunk dictatorship. Yes, security services have been known to overreact even in advanced democracies, and civilians sometimes get hurt in the process. But what distinguishes governments committed to upholding fundamental human rights—such as the right to not be killed while demonstrating peacefully—are the post-incident actions they undertake to ensure such tragedies never repeat themselves. No such luck with the Buhari government.

Following the recent army killing of unarmed protesters in October 2018, rather than express remorse, Nigeria’s army brass falsely claimed that demonstrators had attacked soldiers who simply did what President Donald Trump told U.S. soldiers to do in the same situation: start shooting. Such callous impunity can only thrive in an army confident that its commander in chief will indulge such excesses. Buhari is, by any reasonable standard, personally responsible for the killings of unarmed civilians going unpunished under his watch.

In addition to all this, opposition figures such as former President Olusegun Obasanjo are warning that Buhari’s ruling All Progressives Congress (APC) party is readying to rig the Feb. 16 elections, an allegation lent credence by the irregularities and violence involved in a recent gubernatorial poll that the APC was determined to win at all costs. In perhaps the Freudian slip of the year, commenting on the gubernatorial election, ruling party chairman Adams Oshiomhole said: “I think that for democracy to flourish, only people who can accept the pain of rigging—sorry, defeat—should participate in an election.”

The international community is thus right to raise concerns about whether the upcoming election will be free and fair. On Feb. 16, Nigerians will be choosing not only their president but also their national assembly. Taking into consideration Buhari’s dismissive behavior towards the judiciary, a potentially rigged clean sweep of the executive and legislative arms of government by himself and his party could usher in an era of dangerously centralized power imperiling Nigeria’s modest democratic gains since the end of military rule in 1999. As of today, there are no credible polls indicating who might win the presidential election, and it is probably a toss-up.

The fact that Buhari still retains significant support among Nigerians despite his anti-democratic behavior requires explanation. One major reason is that Nigeria’s top political actors are all so morally compromised that an appeal by any of them to higher principles can always be persuasively dismissed by their opponents as hypocritical nonsense.

For instance, Atiku, Buhari’s main rival who accuses him of weakening democracy, has faced numerous allegations of corruption since serving as Nigeria’s vice president from 1999 to 2007. Additionally, the government that Atiku was a prominent member of itself oversaw massive election rigging and deployed widespread violence to stay in power. Meanwhile, Obasanjo, who is now accusing Buhari of wanting to rig the February election, was president at the time and once exhorted his party members to treat an upcoming election as a “do-or-die affair.”

Walter Onnoghen, the chief judge whom Buhari suspended, is claiming unconvincingly that it was due to “forgetfulness” that he did not disclose several sizable foreign currency accounts in his asset declaration. Moreover, prior to his suspension, he used his position to obstruct investigations into the matter. Corruption runs deep in the highest echelons of Nigeria’s judiciary. Many regular citizens thus feel scant sympathy for judges being muscled by the executive. They’re seen as part and parcel of the country’s corrupt elite, certainly no friends of the ordinary man.

Nigerian politics suffers from a moral vacancy, an acute shortage of credible political actors who could plausibly champion democratic values and set standards that others feel compelled to live up to. Ignoble actors evoking noble values they rarely uphold do not make for effective democratic role models. Hence many Buhari supporters remain unmoved by opposition claims that he is a danger to Nigeria’s democracy. To them, his rivals are hardly better democrats. Moreover, many Nigerians still see Buhari as, if not incorruptible, definitely far less corrupt than rivals like Atiku.

36. Buhari has demonstrated that the South West (the Yorubas) are only important to him when it is politically expedient. They are not important enough for him for key government appointments.

37. On national TV, he instated that he would not obey court orders.

38. Under his watch, 20.9 million Nigerians became unemployed according to NBS. Nigeria’s unemployment rate rose from 18.8% (in 2017) to 23.1% (in 2018). It went from 10.4 million in 2015 to 21 million in 2018.

39. He has refused to make his asset declaration public.

40. Buhari uses the police, DSS, Army, etc., to supervises the systematic harassment and humiliation of perceived political opponents and people with contrary opinions.

41. Buhari increased the price of petrol, yet he still pays more subsidy on the product than the previous government, which it accused of ‘subsidy scam’.

42. Buhari approved the withdrawal $462 million from the Excess Crude Account (ECA) for the procurement of military aircraft, without a prior approval of the National Assembly.

43. Buhari insults and de-markets the country whenever he travels abroad.

44. Under his watch, the Nigerian Army has killed 492 Shiite Muslims in the last 4 years. These extrajudicial killings have gone on with impunity.

45. The “Bring Back Our Girls (BBOG)” protesters - on whose protests Buhari rode to the presidency of Nigeria - were tear gassed and persecuted by the Buhari government.

46. On a live TV broadcast, Buhari defended the Governor of Kano state who was caught on camera receiving $5m bribe.

47. Under his watch, his VP and his political party (APC) engages in systematic vote buying disguised as “Trader Monie”.

48. A good number of politicians working for Buhari’s re-election have pending corruption cases bordering on stolen monies worth about N300bn. They include: Abdullahi Adamu (N15bn); Aliyu Wamakko (N15bn); Godswill Akpabio (N100bn); Orji Uzor Kalu (N3.2bn); Babachir Lawal (N223m); Rotimi Amaechi (N97bn); Abdul’aziz Yari (N680m); Adams Oshiomhole ($51m); Bola Tinubu (N100bn); Abba Kyari (N500m); Musiliu Obanikoro (N4.7bn); Folarin Coker (N3bn), etc.

49. A member of the Buhari kitchen cabinet – Babachir Lawal - spent N220million to cut grass at an IDP camp. Yet, he has not been prosecuted for the offence.

50. The disgraced and sacked SGF, Babachir Lawal, was replaced with his cousin, Boss Mustapher. Effectively retaining the SGF position within his family.

51. The only leader that retains his appointees to government offices even when the senate refuses to confirm them or outrightly rejects the confirmation of such persons.

52. Under his administration, the Nigerian Stock Exchange lost more than 50℅ of its value.

53. Transparency International announced that corruption increased during Buhari’s government. The country's corruption perception index rose from 136th (2016) to 148th (2018) in the ranking.

54. He dominates the federal judiciary with northern Muslims i.e. Chief Justice of Nigeria (Mahmud Mohammed/Ibrahim Tanko Muhammad), president of the Court of Appeal, Chief Judge of the Federal High Court.

55. He has shown that he is not intellectually wired to understand when corruption is going on around him.

56. Adams Oshiomhole was accused by some of his party members of receiving bribes worth about $55 million before and after the APC primaries all over the country. The case is dead and buried by the Buhari government.

57. A Senator sympathetic to Buhari hired hoodlums who invaded the National Assembly and stole the maze. Buhari did nothing to bring the Senator to book.

58. Buhari promised to end medical tourism by public officials when he becomes president. When he became president, he became Nigeria’s biggest medical tourist.

59. His wife, Aisha Buhari, cried out and revealed that Buhari is not in control of the government. She further revealed that a certain cabal runs the show.

60. Under his watch, INEC created mobile voting centers for Muslim IDPs. This is unknown to the Electoral Act. He has refused to make same or similar arrangements for IDPs of Southeast and minority nationalities’ extraction such as through voters’ cards’ transfer provided in the Electoral Act of 2010.

61. The Buhari government spent an entire tenure blaming past governments for problems they were elected to fix.

62. Buhari’s nephew – Hadi Sirika, the Minister of State for Aviation - spent N1.5 billion naira of taxpayers money on propaganda and to kick-start the national airline – “Nigeria Air”. The company folded up even before it started.

63. Buhari is never aware of anything that goes on in his government and under his watch.

64. Alpha Beta Consult – a company that belongs to Bola Tinubu is facing a N100 billion-fraud allegations. Buhari ignored the petition. Instead, Buhari rewarded him with an important position in his re-election campaign team.

65. He pretends to be poor while his family lives in opulence. His children attend £26, 000 a year universities in the UK. His son had an accident with his motorbike estimated to be worth tens of millions of Naira.

66. He is resolute in his pursuit of the northern agenda.

67. The Buhari government lied that it has “technically” defeated Boko Haram. Still, he approved $1billion to fight insurgency in the North East.

68. The IPOB agitators have never killed anyone. Buhari classified them as a terrorist group. The killer Fulani herdsmen have killed over 3,641 innocent Nigerians. Till date, Buhari has refused to tag them as terrorists.

69. Buhari is the first Nigerian leader to appoint a member of his ethnic group as the head of the nation’s electoral body.

70. The Meyetti Allah is an open and vocal sympathizer of the killer Fulani herdsmen. Buhari is their Grand patron. Yet, he has never called them to order.

71. On several occasions, Buhari pleaded with non-Fulanis to give up their ancestral lands to the rampaging killer Fulani herdsmen.

72. Buhari’s Minister for Information, Lai Mohammed was alleged to have made financial demands from an agency (NBC) under his Ministry. The N13 million “loan” he demanded for was to enable him travel to China. Buhari ignored the allegation.

73. Billions of Naira was allocated to the Aso Rock clinic in the National Budget. Buhari’s wife, Aisha Buhari, revealed that the monies were misappropriated under his watch.

74. They have to translate English to English for Buhari.

75. Okoi Obono-Obla, one of Buhari’s aides – was alleged to have forged his WAEC certificate. Buhari ignored the allegation.

76. The Buhari kitchen cabinet planned and executed a siege on the houses of the Senate President and the Deputy Senate President. They also coordinated a failed legislative coup with a minority group of Senators. This was done to prevent the defection of members from the APC. Buhari never punished them.

77. Buhari supervised the fraudulent and disgraceful conduct of elections in Edo, Ekiti and Osun state.

78. A fugitive and pension thief - Abdulrasheed Maina – the former chairman of the Presidential Pension Task Team was secretly reinstated by the Buhari administration.

79. Under Buhari’s watch, there was a deliberate and scientific exclusion from voting of 12 million registered voters dominated by southern and northern minority populations.

80. Buhari decided that it was a good idea to share $321million of returned Abacha loot amongst some vague Nigerians. A few weeks later, he took a loan of $328 million from China for investment in the telecoms sector.

81. Buhari’s former Minister of Finance, Kemi Adeosun, was indicted for certificate forgery. She was never prosecuted.

82. His Chief of Staff - Abba Kyari - was accused by his cousin of collecting N29.9m to facilitate a contract to supply 15 Toyota Hilux vehicles to the Presidential villa, Abuja. Even with evidences provided by the accuser, Buhari defended Kyari on the allegation.

83. He enjoys foreign health facilities, while thousands of Nigerians die in ill-equipped hospitals in Nigeria. Yet, he has not built a single hospital in Nigeria.

84. Buhari retained Ibrahim Magu as the acting EFCC Chairman despite the fact that the Senate failed to confirm him twice.

85. He insisted that Abacha never stole, yet his government has benefited enormously from the unending return of the Abacha loot.

86. He craves for extreme powers. For instance, he demanded to have emergency powers in his first few months in office. Later, he signed and authorized Order 006 to give him powers outside the provisions of the EFCC Act and ICPC Act — as well as the provisions of the Administration of Criminal Justice Act and the Criminal Code.

87. Buhari’s Minister of Transportation, Rotimi Ameachi, admitted his incompetence in a leaked audio tape.

88. He is the first president to publicly announce that he would not favour the regions that did not vote for him.

89. Buhari rarely grants interviews to local media. He prefers granting interviews to foreign journalists.

90. In 2015, the Kano state Electoral Commissioner and every member of his family were killed in the most suspicious circumstance. Ibrahim idris, who was the Kano state Commissioner of Police when the incidence occurred, was later rewarded with the position of Inspector General.

91. He runs away from intellectual discussions like debates.

92. He failed to disclose his ailment as it is done in transparent governments all over the world.

93. A human rights activist, Dr. Osadolor Ochei, wrote several petitions to the EFCC against Adams Oshiomole. The petition bothered on alleged looting of Edo state treasury while he was governor of the state. Buhari’s EFCC ignored the petition. Instead, Buhari rewarded Oshiomhole with the APC chairmanship position.

94. Despite its growing unpopularity, Buhari is a stoic crusader for nomadic cattle grazing.

95. Under Buhari administration, the Nigerian international passport now costs N70k, Car Number plate is N75k, driver’s license N30k, etc. Note, these are just the official rates.

96. His appointees and aides show open disregard for other arms of government like the Senate and the House of Representatives.

97. Buhari makes appointments into constitutionally and statutorily created offices in manners clearly incoherent with and unknown to the 1999 Constitution and the Civil Service Rules of the Federation (i.e. appointments of DG of DSS, Custom CG, and former INEC interim Boss).

98. He has shown open disregard for the Federal Character principle, which he has violated countlessly.

99. Buhari’s anti-democratic and dictatorial tendencies exhibits itself on several occasions when he jettisoned the justice and legislative system in order to have his way.

100. Due to some of his recent exhibitions, his memory, mental health status and fitness have become a matter of urgent concern.
