My application journey is quite interesting, and I promised to share here if I get a PPR. So firstly, I applied using an agent. As a matter of fact, I got admission using one agent, and got the visa using another agent. My application made me come to the conclusion that using an agent is truly not worth it. Imagine that I paid 300k just to get a PGD admission in University of Winnipeg. Bygone, anyways - lucky agent. After my admission, I switched to another agent because my Dad, who previously didn’t show interest, decided to be involved. The second agent came through my dad (he paid the agent 250k or so) - he was recommended by my uncle. I gave him the LOA I paid 300k for, and he requested me to write my LOE. I was able to write a good LOE with the help of Google, and of course, Nairaland. I am sure you are wondering what exactly this agent was paid to do, if both LOA and LOE came from me. Me sef dey wonder lol.
APPLIED - DECEMBER 7 BIOMETRICS - DECEMBER 8
Na where wahala start be this. The whole journey was mentally exhausting. This agent fit make person crase with obvious lies and pretense. Want to make this as short as possible, so let me just drop one example. The agent was supposed to have applied long before the time he did. So we pressured him till he lied and made a fake medical request letter. In his own letter, the medical has to be done in 90 days, instead of the usual 30 days. Note that biometrics had not been done then oh. He also gave us fake biometrics appointment letter one time, and when the day came, he said IRCC has technical issues, and he would have to book another date. Basically, my whole journey with this agent was filled with altercations and mistrust. It got to a point, all we wanted was access to the portal, but this agent was giving stories like he didn’t know the password offhand, and he would find it. Moving on...
ORDERED GCMS - MARCH 27
Fast forward to April ending, I hadn’t heard anything from this agent. Was checking this thread regularly and seeing even January applicants receive PPR. I decided to message this agent to remind him. This was when the agent logged into my portal and saw that I got medical request 8 days before.
MEDICAL REQUEST - APRIL 14
Finally, he was confident about the application, and dropped the login details even without asking him.
MEDICALS DATE - APRIL 27
I was eager to get the PPR, and was checking my portal like every hour after I did the medicals. On the morning of April 29, I opened my portal, GUESS WHAT I SAW? Booooom! Procedural Fairness Letter - I wanted to faint even before opening the PFL.
PROCEDURAL FAIRNESS - April 29
I opened the PFL, and what I saw was that the VO has concerns that my Dad’s statement of account is not genuine. I am to prove that it is genuine in 15 days, or I get 5 years ban. I was destabilized and scared to the bone. A lot ran through my mind in milliseconds.“ Could it be that this guy used a fake SOA, instead of the one we gave him?” “Could it be that he altered some transactions?” Picked up the phone to call this agent, and for like 2 hours, his number was switched off. I started feeling like he already saw the PFL, and was on the run.
Finally, we reached him, and he assured us that he used the SOA we gave him. He told us to go to the bank for MBS, and give IRCC a SOA that shows transactions till the date of the PFL. We did that immediately, but how could I trust someone who once gave us fake medical request and biometrics appointment letter?
I became restless since that minute I saw the PFL, and even after submitting MBS, I couldn’t still sleep or do anything. I was literally checking my portal uncountable times in a day.
MEDICAL PASSED - MAY 1
This should have been an update that would have made me rest assured of finally leaving this Nigeria, but I remained unhappy and restless because of the PFL.
GCMS NOTE RECEIVED - MAY 3
Finally, GCMS note came in yesterday night before I slept. Saw that everything has been passed. I also saw that instructions have been given that I get a study permit till 2023. Lastly, it was in the GCMS note that IRCC had messaged my Dad’s bank to confirm if the SOA is genuine, and they got response from the bank that it is genuine. This happened since the beginning of April.

The more I thought about the whole issue, the more it becomes obscure. I search Google tire to see if anybody don face the same issue before, but I no see anything.
To God be the glory sha, I opened my portal 12pm today, and I saw ORIGINAL PASSPORT REQUEST! Booomshakalaka!!!!
Till now, I can’t explain what happened concerning that PFL thing, but I just thank God. I no even wan understand again sef lol. Thanks to everyone doing a good job here. You all will be forever appreciated.

You really need to stop worrying about this. I can tell it's taking a toll on your mind, and that's not very healthy. Honestly, you don't know how long this may take.
You may get PPR today and you may get it in some weeks time.
Just put your mind on other things like personal projects, etc.,
You can't predict IRCC.
If you do not get PPR by resumption date, you may defer if you wish.
Worries won't expedite the visa processing. It will only hurt you more.

You talked about SA, we can agree to a large extent that a considerable number of south Africans are dubious, unwholesome & unscrupulous with close to zero moral rectitude in their way of life.
Are you saying citizens from countries you've mentioned are Saints without blemishes whilst 99.99% of Nigerian are lacking moral uprightness hence the delay is valid?
Same way we have bad eggs among us (even on this small thread, still we have the good ones like justmellow, Frankrobin, Lekiboboe among others ), many other countries have theirs.
Honestly, there are no valid justification for the harsh treatment meted out towards us.
Can you beat your chest and say boldly that all the Indians that got PPR via SDS are 100% clean?
If someone from Indian could apply 3 times between Dec 2020 till late April 2021, yet someone from another country can't get a single decision from Oct/Nov/Dec till May, then this isn't a game of antecedent, it's a game of choice and preference.

You are missing the point.
This is not saying Nigerians are awful.
But there's something called image based on antecedence.
People are people everywhere, but there is a bad image that we Nigerians have to the outside world.
We may not be the most corrupt or most fraudulent, but it doesn't change the fact that we already have a bad image.
Hence, to conclude
Nigeria is infamous for fraud. (This does not mean Nigeria is the country of the most fraudulent people). Delay, most times, is caused by extra scrutiny of documents. Scrutiny is necessitated by past observations and experiences (antecedence), thence the delay.
(Why else would you think we are delayed in comparison to our African neighbours? Are you saying they just feel like delaying us?)

Antecedence... That's the reason.
It so happens that many (Not All) of those who applied from Nigeria (Nigerians to be specific), in the past, were not completely honest (I'm speaking of fictitious documents, fraud, and false claims) while submitting their visa applications.
Therefore, these VOs carry out stricter verification exercise to confirm the validity of most of our documents.
Think about it... Why Nigeria? Why not Ghana, Kenya, or South Africa?

Statistically speaking, only a small fraction of those who visit this thread happily post their PPR news.
The larger fraction is shared between those who don't care to share the good news and many of those who got a refusal.
Hence, there might have been some PPRs given out, but the fortunate folks have chosen to remain happy ghosts.
(I should add that only about 7% of visitors post here regularly (mostly to help others), 42% of visitors post only when they need help/assistance, while 58% of visitors are ghost-readers. These, however, are just my estimates based on my observation)
This is why I keep praying for those who help others. They don't get the appreciation they truly deserve.
I honestly think they should temporarily suspend inflow of international students if the corona-virus threat level is increasing rapidly and measures are still being put in place.
May our selfishness to travel to Canada not get the better of us.

It is not mandatory.
However, the visa officer may request it.
Most applicants are not asked to present police clearance certificates. When the VO suspects something through verification, he or she may then request it.

It's actually a threat bro.
They have indeed refused him, and now they are considering whether to ban him for five years or not.
I advise you submit all the documents they are asking for to clear him of false accusations.
Now, if they later decide to send him an approval letter, let that come as a surprise. But do not dwell on it.

Refusal in this period can be very heartbreaking, as it will be difficult to refire for Fall semester resumption.
And other gurus in the house, your input on how to tackle refusal reasons will be highly appreciated.

That cross-over is unrelated. It's not like finance and economics, accounting and banking.

VOs find cases like this very sensitive.
You will need to provide a lot of documents proving your relationship to this person.
A friend sponsoring you carries less weight than a parent, spouse, brother or sister doing the sponsoring.
You are friends with this person, but it's merely online friendship for now.
This further complicates the situation.
Plus, Nigerians have a certain reputation with scams, and the VO is likelier to think that something is fishy.
Judging by the fact that you are confident that this person wants to support you (I can think of a few reasons why he would), then it's possible it's not a scam (I'm not saying it isn't. I'm just saying it's possible).
Getting student visa is hard enough... Do not make it harder for yourself.
(By the way, I think it's better you send emails to people you think may be able to advise you, as this is not a common experience and treaded part by many).
