UPDATE ON DIRECT PURCHASE OF PMS BY PETROLEUM PRODUCT MARKETERS


Following the directive of the Federal Executive Council (FEC) and the implementation of the new Naira-based sales mechanism, the Implementation Committee on the Sales of Crude Oil and Refined Products in Naira, chaired by the Honourable Minister of Finance and Coordinating Minister of the Economy, Mr Wale Edun. held its second review meeting on Wednesday October 10, 2024.

The meeting focused on assessing the transition towards a deregulated market structure for Premium Motor Spirit (PMS) and addressing the change in the purchasing model for petroleum product marketers.

Key Update:

New Direct Purchase Model: The most significant change under the new regime is that petroleum product marketers can now purchase PMS directly from local refineries. This marks a departure from the previous arrangement where the Nigerian National Petroleum Corporation (NNPCL) served as the sole purchaser and distributor of PMS from the refineries.

This direct purchasing mechanism allows marketers to negotiate commercial terms directly with the refineries, fostering a more competitive market environment and enabling a smoother supply chain for petroleum products.

Local Production of PMS: With the commencement of local PMS production, the market is better equipped to support these direct transactions. This transition is expected to enhance efficiency in product availability and stabilize market conditions for the benefit of all Nigerians.

The Committee recognizes that there are questions and discussions regarding this change in the market structure. We are committed to providing clarity on this development and will continue to engage with stakeholders to ensure a seamless transition process.

Let me give u an example : The bokku mart has bakery in each of their 3 outlets where they roll out bread. While constructing each outlet they will install large heat extractor, buy one soundproof Perkins or Mikno generator etc. If they had just one outlet in that axis they don't need to spend on 3 heat extractor but 1; they also just need to buy a generator that will cost let's say 75m instead of buying 3 smaller ones for 30m each (totalling 90m).

Also their competitive pricing is enough to make people take ₦200 keke to their store and back to their respective homes. Driving from one stretch of the road to the other within which they have all 3 outlets no pass 15 minutes drive for a very slow driver.
I agree to what you have said. I only mean that reality may be different. For example, while they may suffer all these challenges, they may enjoy the advantage of having a wider spread and proximity.

If a simple 1min walk can take me to a shop where I get good prices, I can visit there twice a day.

So there must be some kind of advantage that the model provides especially with the current transportation costs

We expected Duberry to stay as Saka back up. O r we get a Bowen for Saka.
We needed a forward and Saka deputy and another midfielder. But he went for a defender and to me all our defenders are almost out.

The Governor, Central Bank of Nigeria, CBN, Mr Olayemi Cardoso, has said that the apex bank under him took the bold step of floating the Naira in the foreign exchange market in order to bring the official exchange rate closer to market reality.

About three CBN Governors before Cardoso had toyed with the floatation option when they faced constant excess demand for foreign exchange and exchange rate pressures. They all abandoned the option due to fear of massive depreciation of the value and the contagion effect across the macroeconomic space.

But Cardoso, speaking for the first time on his journey on the saddle so far and focusing on the turbulence in the financial market following his assumption of office a year ago, explained that the floatation policy was meant to address the disparity between the official and parallel rates which encouraged arbitrage and speculation, eroding trust in the market.

While addressing members of the Harvard Club of Nigeria in Lagos at the weekend on the topic: “Leadership in Challenging Times: Restoring Credibility, Building Trust, and Containing Inflation”, Cardoso recalled that upon assumption of duty, he understood that the credibility of the Central Bank of Nigeria (CBN) had to be the bedrock of the actions he and his team took.


He stated: “Without credibility, no policy, however well-intentioned, can succeed. Floating the naira, a decision met with considerable public criticism, was necessary to bring the official exchange rate closer to market reality. ‘‘The disparity between the official and parallel rates had encouraged arbitrage and speculation, eroding trust in the market.

“Credibility is earned by consistency. The decision to close this gap, while painful in the short term, sent a message to market participants that the CBN was committed to transparency and sound monetary policy,” he added, noting that speculative trading had been reduced, and stability was gradually returning to the currency markets.

While noting that containing inflation remained the Bank’s core mission, he acknowledged that the CBN was yet to meet its target.

However, he stressed that recent declines reported by the National Bureau of Statistics (NBS) in July and August 2024 showed that the CBN was moving in the right direction.


He explained further: “Our decision to raise the Monetary Policy Rate (MPR) to 27.25% was a bold move. Higher interest rates, while painful for borrowers, are necessary to curb excess money in circulation and control inflation. Leadership is about making hard choices to secure long-term stability over short-term comfort in moments like these.’’

The fact that they need to pay a number of staff salaries, fuel their big diesel generator, pay various forms of government levies and even engage in CSR out of the little profit they make from selling goods a little above cost price is enough to put a hole in their pocket.

Now the major profit they can make is on the volume of sales they can make. Having 3 outlets within the same axis and expending the same cost in each of the 3 outlets seem like a very fooolish business decision from where I stand. Why not maintain one outlet and then use marketing and customer service to drive large volume of sales from that single outlet?
Your point is very valid but it's still subject to what's reality on ground.

I can choose to have a huge shop or have three small ones. Total overhead cost will still be the same. I can also have the advantage of spread and proximity.

Man City that has the best striker in the world couldn't beat us or outscore us without a striker despite playing one man extra. Adding a striker would invariably change the tactics and dynamics of the team. Adding a striker is not like adding salt to soup, it would mean sacrificing the false 9 duties of Havertz or Jesus. It's that false 9 tactics that is making Arsenal tactically superior than other top rivals.

How do you mark Havertz when he is in midfield? And creating and over load there. Arteta's plan is to control the middle with that overload and win possession quickly. It's the same reason he has Rice playing 8 and he signed Merino.

Just wait make Merino recover fully, you go see football. Guy Arteta is a brilliant tactician and he knows which players fits his puzzle.

He no need strikers and he proves it.

More notable is that you were wrong about sending a player upfront when we were already leading in the game.

Assuming there was a striker he would have been sacrificed after a red card when the team is leading.
