greatiyk4u:
[b]This time, they more than met their match in Buhari who
obviously had his ears to the ground.
If there is no intent to defraud, how would legislators
announce to the nation that they had finished work on the
budget and submitted same to the president, only to now
plead to be given two weeks to present the details?

How did they arrive at the total figures earlier presented? If
there was no fraudulent intent, wouldn't it just be a matter
of opening one drawer and bringing out the details upon
which their totals were arrived at? The National Assembly
passed the 2016 budget of N6.06trillion, down from the
N6.077billion proposed by the executive on March 23.
Wasn't the approved N6.06 trillion based on easily
retrievable figures?

The ugly truth staring us in the face is that there were a lot
of questionable allocations which the Appropriation
Committees of the Senate and the House of Representatives
cannot defend. Now, they need time to tidy up the mess and
come up with a set of figures they think can stand public
scrutiny.

I am not impressed by all the excuses given by the Senator
Ndume (Senate Chair) and Jibrin Abdulmumin (Reps Chair),
both of whom have been accused by even their colleagues
of hoarding information regarding the full details of the
budget. It is now known that most of the legislators did not
have access to the full details of the budget they passed and
are embarrassed that they have been made to look stupid
before the public.

Senator Ndume himself has confessed that he was merely
following the PDP template. In his words, "During the PDP
regime, the budget would be passed and sent to the
president for assent without the details. The details of the
budget would then be transmitted to the president later.
. . . .
I think Ndume and his colleagues have only succeeded in exposing the soft underbelly of the National Assembly when it comes to issues of probity. If they can get away with it, they will attempt to pull wool over our eyes.

Some legislators allege that Senate President Saraki and
House Speaker Dogara are complicit with the Appropriation
Committee. They are miffed that the Budget matter was
handled as if it was some secret cult. Some privileged
members had access to the details. The plebeians among
the legislators didn't.
. . . . .
Out of ignorance, or possibly out of mischief, some people
have been calling on President Buhari to sign the budget as
presented without details and let the bazar begin. But a
budget without details is like a 'one chance' kabukabu. How
do we hold the government accountable if, from the onset,
we don't know the specific details of the appropriation?

Remember, this same budget had suffered 'padding' shortly
after the president presented it to the National Assembly.

The minimum wage in Nigeria weak system is a function of the strenght of the economy. If N3 was exchanging for, let's say, $1 nobody will be lamenting disparity in minimum wages of Nigeria and developed nations. As long as we continue to lay emphasis on getting easy oil money and importing our needs, the situation is bound to get worse.

They were all insulting buhari based on fake story. They said they can't earn 14k as graduate, and this so called graduates don't even know the portion of the budget that caters for stuffs like salary.

As an adminstrator Buhari has scored above 100% already. The rot on ground can't be fixed in a year. Imagine if we had built world class refineries when crude sold for $108pb average and could produce crude at $15 per barrel, we would be refining for advanced countries and will be the last to suffer refined crude shortage in case of any eventuality.
At $30-38pb we can barely pay salaries talkless of projects and buhari still found space for Projects in 2016 budget.

I call this the Agricultural version of YouWin.
If not for ineffectiveness of the Ineffectual Buffon (IB), the previous govt should av focused on Agriculture wholly. I say this because the electricity to power equipments, roads to move, and border control to help keep smugglers of cheaper alternativer away and spur on industrial growth was grossly lacking.

Politics › Re: Nigerians Paying For Sins Of PDP — Tinubu, S-east APC by Standing5(m):
blazincruz:
By Emmanuel Aziken, Political Editor & Charles Kumolu ABEOKUTA — Nigerians are paying part of the sins of the 16-year rule of Peoples Democratic Party, PDP, through the lingering fuel crisis in the country, All Progressives Congress, APC, national leader, Asiwaju Bola Ahmed Tinubu, said yesterday. Asiwaju Bola Ahmed Tinubu. Tinubu’s assertion on the fringes of a reconciliation meeting of APC South-West leaders at the residence of Aremo Segun Osoba, was also echoed by the APC South-East caucus at an interactive meeting at Egede, Udi Local Government Area of Enugu State. Tinubu said: “For 16 good years, PDP destroyed the country.
We should not be lamenting about petroleum queues today if they had seen what is necessary and done what is necessary for this country. “We can’t be emotional and in self denial.
If they had done Awolowo Road, if they had done Lagos/Ibadan Expressway, if they put priority on our rails, if they put priority on electricity generation and distribution, we will not be in this mess that we are today.
“Nigerians are impatient for what? I research Nigeria, they just want to see the direction of the economic policy and want to be certain of the future that we will not continue in the direction of leaderless, directionless and hopelessness of the past 16 years.” One year not enough to rectify the rot Spokesman of the South-East caucus, Mr. Osita Okechukwu, who echoed the point also at an interactive meeting said: “We are paying, unfortunately, for the sins of PDP. I remember vividly in 2010, when Dr Ngozi Okonjo-Iweala, then Finance Minister and Coordinator of the Economy, announced to the whole world the award of $23 billion Greenfield Refineries, to a Chinese company. “The refineries were to be located at Bayelsa, Lagos and Kogi states.
There was jubilation nationwide. If they had completed the refineries, today we won’t be talking of scarcity or astronomical increase in fuel pump price. They squandered the money and put Nigerians in harm’s way.”
While assuring that the problems were being fixed Okechukwu, however, said one year was not enough for the administration to rectify the rot.
https://d19lga30codh7.cloudfront.net/wp-content/uploads/2015/04/Asiwaju-Bola-Ahmed-Tinubu.jpg
Among those present at the interactive session were Mrs. Juliet Ibekaku, Deputy Governorship candidate of APC, Philip Eze, senatorial candidate of the party, local government and Ward chairmen.
Challenged that Nigerians were running out of patience with the new administration, Okechukwu said: “We can’t stop pointing out the unconscionable wreckage the PDP unleashed on our economy in the last 16 years. The wreckage keeps popping up at each junction, despite the efforts being made to suppress it.”

Politics › Re: You Have No Moral Right To Attack Buhari On Fuel Scarcity- SouthEast APC To PDP by Standing5(m): 7:37pm On Apr 03, 2016
neolboy:
The South-East All Progressives Congress (APC) at the weekend bashed the Peoples Democratic Party (PDP) for the worrisome fuel shortage in the country, insisting that the former ruling party has no moral standing to complain.

Addressing an interactive town hall meeting with members of APC at Egede, Udi local government area of Enugu State on Sunday, the Spokesman of the South East Caucus of the party, Mr Osita Okechukwu, said Nigerians were paying for the sins committed by PDP led federal government, which in sixteen years failed to neither fix the existing refineries nor build new ones.

“We are paying unfortunately for the sins of PDP; I remember vividly in 2010, when Dr Ngozi Okonjo-Iweala, then Finance Minister and Coordinator of the Economy, announced to the whole world, the award of $23 billion Greenfield Refineries, to a Chinese company.

“The refineries were to be located at Bayelsa, Lagos and Kogi State. There was jubilation nationwide. If they had completed the refineries, today, we won’t be talking of scarcity or astronomical increase in fuel pump price. They squandered the money and put Nigerians in the harms way”,
he declared.

Okechukwu assured that APC will fix the rot in the petroleum sector, but made it clear that one year was not enough to fix a refinery or build a new one.

He, however, observed that the Hon. Minister of State for Petroleum Resources, Ibe Kachikwu had assured Nigerians that government will fix the existing refineries and enter into partnership with private sector to erect new refineries.

When reminded that Nigerians were getting tired of excuses for the crushing fuel crisis, Okechukwu said “We can’t stop pointing out the unconscionable wreckage the PDP unleashed on our economy, in the last sixteen years. The wreckage keeps on popping up at each junction, despite the efforts being made to suppress it.

“For instance how can one fail to point out why Enugu Coal remained moribund, when the fact on the ground shows that in 2012 – N923 million, 2013 – N1.7billion and 2014 – N1.1 billion were budgeted for 3D Seismic Study Survey for Enugu and Gombe Coal and were ignobly squandered?
. . . .
“How can’t we stop reminding ourselves of the sordid past, more so, when the crude oil price which used to cushion and cover the PDP gross corruption track has since the inception of Buhari’s regime nosedived? A barrel of crude oil hovered between $90-100 in most of the period under review; now it hovers between $30-40. PDP sins bleed in every facet of our lives – dilapidated roads, poor power supply, collapsed social infrastructure and state of uncertainty.

“Our elders admonished us that before we find solutions to the rain beating us, we must first remember where, when and how the rain started.
“For us, yesterday is not gone. President Buhari’s score card is that he has triumphed in taming corruption and containing insecurity. Revamping the economy is next in line with the 2016 budget,” Okechukwu said.
. . . .
Confronted with the selective nature of the war against corruption and the secrecy over recovered looted funds, Okechukwu retorted: “Can the Economic and Financial Crimes Commission (EFCC) probe Mr Osita Okechukwu for looting Enugu State fund, when I was neither the governor nor a contractor in Enugu State? They are probing Chief Sullivan Chime and cohorts because they presided over the commonwealth of Enugu State.

“The secrecy of the recovered fund is strategic, for a seasoned rabbit hunter cannot shout or beat his chest, after discovering one or two holes. He has to be reticent if he wants to capture the rabbits, because sometimes rabbit underground habitation has some times more than seven exit holes. Methinks the rabbit-hunter-model is what President Buhari adopted.”

. . . .
On the way forward, Okechukwu implored all Nigerians to as a matter of urgent national importance join in monitoring the 2016 budget implementation.
. . . .
He urged Nigerians to go through the budget, when it is passed and identify their areas of interest and monitor it.
. . . .
Okechukwu called on Nigerians not to shy away as usual, as President Muhammadu Buhari cannot spend any money not budgeted for as prescribed in the 1999 Constitution of the Federal Republic of Nigeria.
. . .
He noted that Mr. President had raked in N3 trillion via the Treasury Single Account, and therefore, enjoined Nigerians to monitor how the ministers, heads of departments and agencies execute it.
. . .
Good points all over this piece
