WE MUST TACKLE CORRUPTION TOGETHER, PRESIDENT BUHARI TELLS INTERNATIONAL COMMUNITY President Muhammadu Buhari Thursday in London urged the international community to urgently create anti-corruption infrastructure and a strategic action plan to facilitate the speedy recovery and repatriation of stolen funds hidden in secret bank accounts abroad. Speaking at the opening of the Anti-Corruption Summit hosted by Prime Minister David Cameron of Britain, President Buhari said that new measures against corruption that will be adopted by the summit should also include mechanisms that will assist countries like Nigeria to combat illegal activities such as crude oil theft to which, he said, Nigeria loses about $7 Billion annually. "When it comes tackling corruption, the international community has unfortunately looked away for too long. We need to step up and tackle this evil together. That is why we have gathered here today. "Corruption creates a system where resources are shared by a small elite while the majority wallows in poverty. Corruption also undermines the ability of countries to finance development. "I recall in this regard, the landmark Addis Ababa Action Agenda of the 3rd International Conference on Finance for Development held in January this year. "A prominent feature of that global framework is the recognition that good governance and measures to combat corruption and curb illicit financial flows will be integral to the effort to attain sustainable development globally by the year 2050. "It is for this reason that my Government is determined to address illicit financial outflows which have served as a major impediment to progress in our country. "I wish to reiterate our demand that the global community must come up with mechanisms for dismantling safe havens for stolen funds and facilitate the return of stolen assets to their countries of origin," President Buhari said. In his opening remarks at the summit, Prime Minister Cameron applauded President Buhari's vigorous efforts to curb corruption in Nigeria. Other speakers at the opening session included the President of the World Bank, Dr. Jim Yong Kim and the United States Secretary of State, Mr. John Kerry. PRESIDENT BUHARI ANNOUNCES FRESH MEASURES TO ADVANCE WAR AGAINST CORRUPTION President Muhammadu Buhari pledged Thursday in London that in furtherance of his administration's ongoing war against corruption, Nigeria will soon begin the full implementation of the principles of the Open Contracting Data Standard. In Nigeria's country statement to the Anti-Corruption Summit hosted by Prime Minister David Cameron of Britain, President Buhari said that the Federal Government will apply the Open Contracting Data Standard to major projects in the oil, transportation, power, health, education and other sectors. The Open Contracting Data Standard (OCDS) enables disclosure of data and documents at all stages of the contracting process by defining a common data model. The publication of OCDS data ensures greater transparency in public contracting, and can support accessible and in-depth analysis of the efficiency, effectiveness, fairness, and integrity of public contracting systems. President Buhari said that his administration is also taking steps to ensure greater transparency of the ownership and control of all companies involved in property purchase and public contracting. "Nigeria is already collating this information through the Extractive Industry Initiative process and will extend it to other sectors. "Nigeria will establish a transparent central register of foreign companies bidding on public contracts and buying property. We welcome the proposal by developed countries to work together to improve the access of developing countries to beneficial ownership information for use in public contracting, the President said. President Buhari also welcomed a proposal to restrict the ability of those involved in corruption to travel, invest and do business overseas. "We commit to joining the pilot initiative for automatic exchange of beneficial information. Nigeria commits to deploying public-private information sharing partnerships to bring together governments, law enforcement, regulators and the financial sector to detect, prevent and disrupt money laundering linked to corruption. "We commit to work together to enhance company disclosure on the payments to governments for the sale of oil, gas and minerals, complementing ongoing work within the EITI. "Nigeria is already reporting progress through the EITI working groups and will continue to work with interested countries to build a common understanding and strengthen the evidence for transparency in this area. "We welcome voluntary disclosures through EITI reporting and by some major companies regarding payments to governments for the sale of oil, gas and minerals. "We welcome the new 2016 EITI Standard, in particular the requirements on beneficial ownership and the sale of the government’s share of production. We will sign up to the Common Reporting Standard initiative. "We commit to reviewing penalties and other actions against professional enablers of tax evasion, including for corporations that fail to prevent their employees from facilitating tax evasion. "We support the development of a global commitment for public country by country reporting on tax information for large multinational enterprises. "We commit to the strengthening of our asset recovery legislation, including through non-conviction based confiscation powers and the introduction of unexplained wealth orders. "In order to improve on the current legal procedures and ease asset recovery procedures, we have drafted the Proceeds of Crime Bill which provides for the transparent management of recovered funds and assets and a non-conviction based approach to asset recovery. "We will work with others countries, civil society, international organisations to support accelerated implementation of the voluntary provisions of the UN Convention Against Corruption (UNCAC) and we commit to the implementation of the outstanding obligations under the UNCAC. "We support the establishment of an International Anti-Corruption Coordination Center to be managed by National Crimes Agency of Britain. May I first commend Prime Minister Cameron for considering it worthy and timely to convene this Summit. I recall how he championed anti-corruption actions at home and in several international fora as well as his initiative to place tax, trade and transparency on the forefront of the G8 agenda a few years ago. As the Co-chair of the United Nations High Level Panel on the Post-2015 Development Agenda, he took the lead to galvanise agreement to place the anti-corruption fight at the heart of the global approach to combating poverty. Today, this accomplishment is embodied in Goal 16 of the Sustainable Development Goals (SDGs). 2. Corruption is one of the greatest enemies of our time. It runs completely counter to our values, as it rewards those who do not play by the rules and also creates a system of patronage where the resources are shared out by a small elite, while the majority are trapped in poverty. When it comes to tackling corruption, the international community has unfortunately looked the other way for too long. We need to step up and tackle this evil. This charge sums up why we are gathered here today. THE ANTI-CORRUPTION STANCE OF THE PRESENT ADMINISTRATION Excellencies, 3. Tackling corruption has been a defining feature of my public service. Upon assuming office on May 29th last year, I made fighting corruption as one of the three pillars of our Administration’s priority programmes. Indeed, when I came to office, corruption had become endemic and systemic, threatening the very foundation of our national life, security and democracy. As a result, I have demonstrated zero tolerance for corrupt practices by combating corruption head-on. We are determined to bring integrity to governance through leadership by example. 4. At the global level, Nigeria is committed to forging strategic partnership with willing countries to combat corruption. For too long, Nigeria has been a victim of both internal and international criminal cartels indulging in corrupt practices. This phenomenon is manifested in the plundering and stealing of public funds, which are then stashed away in secret offshore accounts. As a result, Nigeria is calling on this Summit to create an anti-corruption infrastructure and a strategic action plan that will include the monitoring, tracing and facilitating the recovery of stolen funds and assets hidden in secret accounts abroad. 5. The anti-corruption measures that we would adopt in this Summit should also include mechanisms that will assist countries like our own in combating illegal activities in the oil sector, involving oil theft that has become a serious threat to the national economy and security. It has been estimated that oil bunkering, which is akin to trade in “blood diamonds”, now costs Nigeria about 7 billion U.S. dollars annually. This Summit must, therefore, come up with measures to combat oil theft, which constitutes a credible threat to global energy security. Multinational oil companies and banks, international financial institutions as well as international shipping lines and insurance firms must cooperate fully with oil producing countries, such as Nigeria, in cleaning up our oil sector and freeing it from the clutches of international fraudsters. UNDERSCORING THE RELEVANCE OF THE SUMMIT Excellencies, 6. This Summit, the first of its kind focusing on anti-corruption, should be leveraged upon by world leaders to send a strong signal to the whole world that corporations and individuals can no longer get away with tax fraud, money laundering, transfer pricing and illicit funds transfer to offshore locations or tax havens. The outcome of this Summit should drive a global process to reduce, if not eliminate, corporate and individual corrupt practices. From today, we should hold these perpetrators to account and freeze their ill-gotten assets. 7. Furthermore, this Summit should adopt a global anti-corruption agenda that will include transparency, accountability, social justice, as well as fair and legitimate business practices and environment. Excellencies, 8. Corruption undermines the ability of countries to finance development. I recall in this regard the landmark Addis Ababa Action Agenda of the Third International Conference on Financing for Development held in January this year. A prominent feature of this global framework is the recognition that good governance and measures to combat corruption and curb illicit financial flows will be integral to the efforts to attain sustainable development Post-2015. 9. It is for these reasons that the Nigerian government expressed its determination to address illicit financial flows as they serve as major impediments to progress. I wish to reiterate our call in Addis Ababa that the global community must come up with mechanisms for dismantling safe havens, and facilitate the easy return of stolen funds and assets to their countries of origin, as mandated in the United Nations Conventions Against Corruption and Transnational Organized Crimes. Let us seize this opportunity to act now. 10. We must henceforth see the anti-corruption fight, not as an end in itself, but as an instrument in the fight to eliminate poverty and restore the right order of things. Excellencies, 11. I recall our proactive roles at the United Nations in the adoption of the 17 Sustainable Development Goals (SDGs) in September of last year. Goal 16 of the SDGs envisages a world with access to justice and open, accountable institutions as well as recognizes that governance has a development dividend. This provides us a platform to set new milestones for confronting international financial criminality and impunity. 12. May I plead that we seize the momentum generated by this Summit to design a rules-based architecture to combat corruption in all its forms. The hallmark of this new order must include greater transparency and accountability of all institutions, corporate bodies and individuals. It must also embody stricter enforcement regulations of governing international financial flows and tax havens. Excellencies, 13. There is no question that corruption accounts for 10% of the cost of doing business globally. Equally true is that reducing corruption by the same proportion might add 380 billion U.S. dollars yearly to the world economy. These findings are illuminating. But our concerns in Africa go even beyond that 14. African countries have been accused of endemic corruption, although it is a universal evil. However, African countries have all too often been the victims of international corruption planned and executed from abroad using our own resources. The Report of the High Level Panel on Illicit Financial Flows from Africa, headed by Mr. Thabo Mbeki, former President of South Africa, revealed that Africa loses 50 billion U.S. dollars annually and has lost in excess of 1 trillion U.S. dollars in illicit financial flows over the last 50 years. This amount equals to the total sum of the Official Development Assistance (ODA) received by all African countries during the same period! This finding is as troubling as it is revealing. 15. We can begin to appreciate the stark reality that every dollar siphoned through dirty deals and corruption to offshore tax havens makes the livelihood and survival of the average African more precarious. We of the African continent, therefore, avail ourselves of this opportunity to call for an end to the plundering of our continent through organised international crime. RECAPITULATION OF THE COMMITMENTS NIGERIA WANTS LEADERS TO SIGN UP TO AT THE SUMMIT Excellencies, 16. To conclude, the new anti-corruption architecture that we seek to build must be ambitious, effective and deliverable. To this end, the commitments Nigeria hopes leaders here present to sign up to should include the following: a) Tracing, freezing and returning stolen funds to their countries of origin without delay or preconditions. There have been substantial progress, but more remains to be done in this regard; b) Combating illicit financial flows across international borders, particularly from Africa; c) Initiating practical and enforceable international actions to tackle oil theft; d) Introduction of stringent rules and regulations on the registration of beneficial or shell companies and disclosure of their transactions; and e) A concerted international effort to address the general and pervasive problem of money laundering, which distorts the international financial markets, undermines good governance and serves as a conduit for financing the activities of criminal gangs, including terrorists. 17. May I finally again commend the British Prime Minister for convening this important Summit and I am hopeful that at its end, it will kick- start real action to combat corruption. 18. I thank you. Senator, Dino Melaye has called on the Prime Minister of United Kingdom, David Cameron for saying that Nigeria is one of the most corrupt countries in the world. Cameron said this earlier today while informing the Queen that they are having "fantastically corrupt countries of the world – Nigeria and Afghanistan" for the Anti-corruption summit the country is hosting. While various reactions have emanated over the comment, Senator Dina Melaye has told Cameron to mind his business, especially on the area of his country's involvement in the Panama saga. "David Cameron is wrong in categorizing my beloved country Nigeria as fantastically corrupt,what are his indices,yardsticks and criteria. While I agree that we are corrupt,on what basis can he justify that we are the most corrupt country in the world? I can't yet decode the meaning I will attach to this kind of posing. Could this be the beginning of a new trend or it's something from the pit of hell. Traditionally, a coffin or casket is associated with death and it is only the dead that is set inside of it. I wonder how a sane human being will pose in it, and not just that, a young lady for that matter. This is definitely the end time. After reading the latest public ranting from Mr Timi Frank in the Premium Times interview he granted on Saturday 7th May 2016, it is now obvious to me that this dear Comrade is living in a bubble of delusion. Mr Frank feels aggravated that he has not been made acting Publicity Secretary and for this reason, he speaks ill of party leaders.Does his action not prove his disloyalty to the party? His action and words tells me he is only in this party for what he can gain! So, I suggest, for his anti-party activities and for constantly talking down members of the party, Mr Frank should be suspended from holding office or representing the party pending an internal party investigation over his unguarded public statements against the party. Timi’s statements in my view have brought the party into disrepute and for that reason he should be suspended to prevent him from causing further damage to the change we hope to deliver to Nigerians who elected us into power. This is what is usually done in saner climates.How can a deputy publicity secretary cause division amongst members? Why tear down the walls of the party for the position of Publicity Secretary? Mr Frank should read the constitution again. Alhaji Lai Mohammed's tenure must be completed which is why the position has been zoned to the North Central. In my own opinion, a divisive person like Mr Frank is not fit and eligible to be acting publicity secretary. As we all know now, he does not tow the party line and he’s most likely to take personal sides. If care is not taken he might even go against party wishes if it benefits him personally.We are totally in support of the APC structure as presently constituted under the leadership of Chief John Oyegun. As the ruling party, APC is strongly committed to ensuring the implementation of the party’s manifesto to improve the lives of the citizenry. I hear your cries, I share your pain''. In a series of tweet by Sen. Rafiu Ibrahim representing Kwara South, the Senator described the budget as a ‘Budget of Change.’ In April, the national assembly transmitted details of the budget to the president after it had passed the bill on March 23. But the president returned the document to the national assembly on the grounds that there were “grey areas” in it that needed to be sorted out. *Finds Lagos housing deficit at 2.9 million housing units*Over 71 per cent of Lagosians default on rent Over the weekend, “The State of Lagos Housing Market Report – Volume 2”was launched by the Roland Igbinoba Real Foundation for Housing and Urban Development, RIRFHUD amidst all relevant industry stakeholders. The report, which was formally presented to the public at an event held at the Grand Ballroom, Eko Hotel and Suites, Victoria Island, Lagos outlines many indices in the residential real estate market in Lagos. For example, the report states that Lagos state housing deficit is 2.9million units, and that 71 percent of Lagosians default in their rents. Furthermore, as many as 66 percent of respondents surveyed across the length and breadth of the city-state, disclosed that they yet preferred traditional brick and mortar constructions to houses made with alternative building technologies. The report is a sequel to the first edition that had been published and launched in 2009. Delivering his address as royal father of the Day, the Ooni of Ife, His Imperial Majesty, Adeyeye Enitan Ogunwusi Ojaja II, who is himself a notable player in the Lagos and Nigerian housing market called on stakeholders in the industry to cooperate more amongst themselves and with government to ensure that Nigeria moves from housing construction to housing manufacturing, affirming that this was the only way the present colossal housing deficit in the country which is put at about 20million can be reversed. On his part, Lagos Governor, Akinwunmi Ambode, represented by the State Commissioner for Housing, Honorable Gbolahan Lawal disclosed that the state had presently commenced a rent-to-occupy scheme to enable more of the teeming numbers of its population be able to access and afford houses of their own. Later in the event, the Ooni of Ife and the Executive Governor (represented by Honorable Gbolahan Lawal) unveiled the report. Speaking on how the report will impact the economy, Newton Jibunoh, Chairman of the foundation noted that through the publication of the book, they have given support to a fledgling sector of the economy, thereby contributing to the process of effecting a small change. Running through a brief of the report that was said to have taken four years (2012 to 2016) to gather, Roland Igbinobia, the founder of RIRFHUD began with the Lagos HOMS project, which he says has about 10,000 units, both completed and uncompleted. He spoke about the Nigeria Mortgage Refinance Company (NMRC) and the amount so far accessed from the NMRC and mortgage institutions involved. “We looked at the impact of the NMRC because there has been a lot of conversation around the setting up of this secondary mortgage institution. About N1.8billion has been accessed from the NMRC. These comprise Imperial Homes, N970million; Home base Mortgage Bank, N492million, and Trust Bond Mortgage Bank, 300million. There is a lot to be tapped from NMRC. We just feel that a lot needs to be done,” he said. Giving further insight into the content of the research work, Igbinobia said: We decided to look at luxury residential market; this became important because if you look at Bourdillon, Eko Atlantic City, Church gate, we were taken aback as to why investors are doing luxury real estate when there is a huge clamour for low and medium income housing. Interestingly, what we found out is that people are moving away from the 1000sqm and 1,500sqm of houses to some three bedrooms four bedrooms luxury fully serviced apartment. Drug Syndicate Smashed By NDLEA In Edo State, Suspects Arrested. 1 The National Drug Law Enforcement Agency (NDLEA) recently smashed a drug cartel in Edo State, arrested suspected dealers and also impounded 10,094.75kg of Cannabis.... Those arrested include 60 males and 13 females. A cannabis laden Toyota Hilux and a J5 Bus with cannabis disguised as pineapple shipment were also impounded. Drug Syndicate Smashed By NDLEA In Edo State, Suspects Arrested. 2 The premises of 4 suspected major drug dealers were raided. They are Zakari Ogie, 38, a.k.a. Kowa, Solomon Alegbe, 34, Famous Ossai, 32, and Juliana Ogiefa, 60. Two cannabis dealers from Sokoto, Umar Abubakar and Shuaibu Garba were caught with 1,026.5kgs. Kowa, the owner of Kowa-Denasa Guest House in Auchi, was arrested with 500gm of cannabis and 6.6kg of alcohol mixed with cannabis. Ossai's house was raided and 6.5kg of cannabis was recovered. 900gm of cannabis and 2 litres of alcohol mixed with cannabis was recovered at Alegbe's house. Ogiefa had been charged for dealing in substances found to be cocaine and heroin, only to be rearrested while on bail. 5 young farmers from Taraba and Plateau States were caught at a cannabis farm at Utesse forest. The man pictured above narrowly escaped death after he was set ablaze while receiving fresh air outside his house in Kastina. Recounting how it all happened, Mr. Muhammad Lawal who is currently in a critical condition at the Katsina General Hospital said the weather was so hot that he decided to sleep outside his house at night when he suddenly felt someone pour gasoline on him and set him ablaze. He began to scream for help but before people could come to his rescue, he has sustained first degree burn.
