The Nigerian Bar Association (NBA) has asked President Goodluck Jonathan to sack the Central Bank of Nigeria Governor, Sanusi Lamido Sanusi. The association has also disclosed plan to convoke a Summit on Peace and Security in Nigeria to address the insecurity in the nation. NBA said it was embarrassed that the apex bank had not been able to offer any sensible answer to the fears raised by Nigerians over the plan to introduce N5, 000 note[/b]. Speaking on Thursday in Abuja, at the Summit on the future of the NBA with the theme “The Nigerian Bar Association: The Past, Present and the Future”, Its President, Okey Wali (SAN) expressed surprise that Sanusi could insult former President Olusegun Obasanjo for holding a contrary view. Amazed by the growing obsession for power under the president’s watch, the association charged him to initiate the process that will lead to removal of Sanusi. He said: “It may well be that the CBN has a case, but the problem is that they are not giving any sensible answer to the fears expressed by Nigerians, aside from such pedestrian reason as, it will make Nigerians to hold Naira instead of Dollar.“We are supposed to be in a democracy and since Nigerians have rejected the policy, even their elected representatives in the House of Representatives and the Senate on Tuesday 18th of September, 2012 condemned the plan. Rather than listen to Nigerians, the CBN is engrossed in distribution of insults and name calling to anybody who dared express a contrary view.To my utter consternation, I watched on National Television as an elder statesman and former President of this country was being called names and ridiculed for daring to hold a contrary view. ABUJA—Senate President, David Mark, yesterday reflected on the many problems facing the nation and asked the Head of the Economic Team of President Goodluck Jonathan, Dr. Ngozi Okonjo-Iweala to stop chasing shadows. Senator Mark in his welcome address to the Senate after an eight-week recess, observed that Nigeria needs healing to come out of the web of crisis that has engulfed the nation in recent time. He also advised the Economic Team, which includes the Central Bank of Nigeria, CBN, Governor, Mallam Sanusi Lamido Sanusi and others to come up with robust economic policies that would salvage the nation from its economic disasters. Jonathan and Okonjo-Iweala He said: “Those who manage the nation’s economy cannot afford to chase shadows while the economy is in the doldrums. What Nigerians expect, and deserve, is the introduction of fiscal and monetary policies that will create jobs, fix healthcare and infrastructure, and stimulate the economy.” The Senate President also expressed concern over poor budget performances, demanding that President Jonathan should submit the 2013 budget to the National Assembly early, for quick passage. He lamented that poor budget implementation had led to a rise in poverty in the land, stressing that the National Assembly would be more stringent with oversight to ensure full implementation of 2013 budget. Quick submission of 2013 budget He said: “We return to plenary session to commence a scrupulous consideration of the 2013 budget estimates, once it is presented. It is, therefore, important that the Executive presents the budget early to afford us sufficient time to consider and debate it exhaustively before we can pass it. “And our goal would be to pass it before the end of the year. When passed and signed into law, we will insist on full implementation. Over the years, our national budgets have raised hopes for a better life. Such hopes have remained largely unrealized. “The Senate will activate and deploy its weapon of oversight to meticulously monitor the implementation of the budget. We have felt the pulse of the people, and the condition under which they live has rekindled our resolve to ensure that their living conditions are substantially improved as a reward for their faith in democracy. “The war against poverty must therefore be an unrelenting one. Its ultimate objective should be total eradication of poverty, and not just poverty reduction. A nation as blessed as ours has no business with poverty.” Insecurity and poverty Mark also lamented the near collapse of security in Nigeria orchestrated by the Boko Haram sect that has led to wanton killing of many innocent citizens, describing it as an that is evil very alien to Nigeria. According to him, “We return from our recess to meet a nation sorely in need of healing, a nation previously free from strife and anomie, but now convulsing from a genre of violence that we all thought was alien to our shores. “A new but formidable evil has now combined with old and familiar perils to present our nation with perhaps the greatest challenge to its corporate existence since the civil war. Senate President David Mark “I urge you all, therefore, to prepare to take on the unprecedented challenges facing our nation. The times call for sacrifice and statesmanship, and for everyone to rise above narrow and parochial interests”. Mark who also commented on the abysmal performance of Nigeria at the 2012 London Olympics and the general decline in sports, which he blamed on corruption, advocated mass sacking of sports administrators. His words, “one issue that worries me deeply is the decline of our nation even in areas in which we once excelled. The reasons for this decline are not far-fetched. Corruption, sloppiness and tardiness in preparations, mismanagement, degradation and lack of maintenance and vandalization of national assets, absence of rigour and thoroughness in planning – these, and more, are the reasons for the rot. Wants sport administrators sacked “Perhaps, no singular event reflects our current attitude to things, and exemplifies our decline, as the fiasco of Nigeria’s participation at the recently concluded 2012 London Summer Olympics. You will recall that our contingent failed to win a single medal in the games. Our fortunes are even more dismal in football, which is a national pastime, and a great unifying factor. “This should not surprise you, after all, the National Stadium, Abuja, our supposed symbol of sporting excellence, was recently discovered to be decrepit, overtaken by weeds and reptiles”. “What is surprising, and very worrisome, is that our psyche is beginning to accept this malady as normal. Ordinarily, such an appalling state of affairs ought to have been followed by voluntary resignations, or mass purges. But nobody has resigned, and nobody has been fired! Press Freedom is not liberty, I notice that Nigerian politicians still believed in the old school mentality that you need to own a press outfit to be able to suave the ignorant populace, but with the internet, even a dog has a voice. Now with internet, even a house-boy now has opportunity to insult his master. In as much as I welcome freedom of speech, but I believe communist style regulatory framework has to be instituted to curb the excesses of online media. Online media is destroying our planet. PRESIDENT Goodluck Jonathan believes that unseen forces are manipulating Nigerians against the government, judging by what he observed during the protest against the withdrawal of petrol subsidy, but he has said that he cannot be intimidated by anyone. Similarly, he has blamed those he called the “political media” for overheating the polity because of their interest in the politics of 2015. He spoke on Tuesday, during a lecture organised as part of activities marking this year’s Nigeria Independence anniversary celebrations at the Ministry of Foreign Affairs, Abuja. “For me, if I see somebody is manipulating anything, I don't listen to you. But when I see people genuinely talking about issues, I listen. I am hardly intimidated by anybody who wants to push any issue he has. I believe that protest in Lagos was manipulated by a class in Lagos, [and] not the ordinary people,” he said. President Jonathan, who spoke of what he termed “political insecurity” in the country in response to a lecture on the cause of insecurity in Nigeria delivered by former Ghanaian president, John Kufuor, regretted the way insecurity in the country was being portrayed in the media. He said: “I believe political security is a big issue. There is this axiom that the pen is mightier than the sword. The sword is used to kill and destroy but what we use the pen to do is also very critical. When you have, a society with these unending political conflicts, it is there in the media whether print, electronic or social media. It brings a lot of insecurity to the system and, sometimes, people begin to doubt your government.” Besides the media, President Jonathan also identified three types of Boko Haram which he said were also making things difficult for his administration. According to him, “I believe it is not just the media. Like when we talk about the Boko Haram, we have political Boko Haram, religious Boko Haram and criminal Boko Haram. So, also in the media, you have the professional media and the political media. “That is why I talk about the political media. Because of the interest of 2015, whatever you do is immaterial. The government must be brought down. And that mentality cuts across most African countries and even outside Africa. “So, addressing insecurity is critical in developing African state. When you have this unending political conflict, especially in a country like Nigeria that is highly religious and with high ethno-tribal sentiments, it becomes very potent to even create a lot of problems for government.” President Jonathan, who conceded that it was the responsibility of government to provide the environment for progress and transformation while the people are the implementers, regretted that citizens were misusing their freedom and privileges. According to him, “That is why I am a bit worried that sometimes when government creates the environment, whether economic, social or even the media, but how the citizens use those privileges matters so much. “Take the media environment for instance. We signed the Freedom of Information bill into law. It became the Freedom of Information Act but are we using it in the way it we are supposed to use it? Are some of us not abusing the privileges? The media environments that should have helped our transformation agenda are being used negatively. These are some of the issues we need to address. “The way Nigerians challenge and abuse me, yes, the president has enormous power but if you use that enormous power, to some extent, you will look like a dictator. In a democratic setting, you want to create an environment where people can create their opinions and that is why people are allowed to talk freely and demonstrate. But are we doing so properly?” The president, therefore, pleaded with Nigerians that “whenever we elect government into power at whatever level, at least for the sake of the country, allow the government to work before going into unnecessarily overheating the system.” Speaking on the petrol subsidy protests, President Jonathan pointed to unseen hands which he alleged were responsible for the protests, because of their interest to see the downfall of government. President Jonathan stressed his determination to ensure the conduct of free and fair elections, citing his offer of himself as a guinea pig in the last presidential election just to ensure that it was credible. He appealed for patience as he noted that the provision of infrastructure was a gradual process which could not be achieved overnight. In his remark during the lecture, the former Ghanaian leader identified imbalance in development as a major cause of insecurity in Nigeria, which, he said, was costing the country the opportunity to be the giant nation that it ought to be. In his lecture, entitled “Nigeria: Security, Development and National Transformation,” he said “naturally, imbalanced development that involves horizontal inequalities is an important source of conflict and that is costing Nigeria the opportunity to be the giant nation that it can and should be.” Noting that any government that was able to deliver on security and development could earn the right to remain in office, he observed that despite diversity, Nigerians were proud as individuals, intelligent, industrious and entrepreneurial. Mr Kuffour regretted that the resourcefulness had not yet impacted fully to the advantage of the nation or to the rest of the continent, but added that if appropriate policies and institutions were put in place, Nigeria could fulfil the expectation. Meanwhile, the Speaker, House of Representatives, Honourable Aminu Tambuwal, on Tuesday, expressed the resolve of the House to go the whole hog to ensure full implementation of the 2012 budget passed by the National Assembly, saying that outcome of the reports of the various committees would form the next action to be taken on President Jonathan. Honourable Tambuwal, who addressed members before the commencement of Tuesday’s plenary session, said “budget in Nigeria has become a yearly ritual. The Appropriation Act is observed more in breach than execution.” The speaker noted that “with specific reference to the 2012 budget, we have asked all committees of the House to collate information on the level of funding and implementation by various ministries and parastatals.” He, however, commended the president on the performance contract initiated by him to regulate the conduct of ministers. On the constitution review exercise, he said “as elected representatives, we believe that an all-inclusive and consultative process should be put in place to guide the process.” To this end, we are proposing that every federal constituency in Nigeria should be involved and have a clear say on the content and aspects of the Constitution to be amended. “Our proposal is that every federal constituency should constitute a panel of credible persons that would organise a public hearing and engage an extensive public consultation. “This will involve Representatives of each of the following stakeholders in each constituency, namely the honourable member representing the constituency; civil society organisations, Nigerian Bar Association, labour unions, ASUU, youth organisations, women organisations, religious groups, media and other stakeholders as the committee on constitution review may think fit. “These stakeholders will appoint their own representatives in the various constituencies.
