All that is needed is solid and regular railway network to connect all states within the region to enugu within an hour or two at most.
onitsha kehhuhhuh? Never, Osama will first become American President, before that can happen. Enugu is ok or even PH, but abeg no go near that Onitsha at all/

waternogetenemy: The foreign countries have to be advised by the chief diplomat of Nigeria his excellence GEJ, the honourable foreign minister, southeast region governing body and Enugu State gov.

Then based on the advise they can reach a decison with their various Heads of State or Parliament on how and when to build such a Consular office in Enugu. Every country on earth ought to have an office in Enugu.

People from the east should not have to travel to other region for consultation before going abroad. This is wrong and criminal. There should be a level playing field. Even key federal agency ought to have offices in the east (Enugu) to aid their operations within the region as relevant.
every federal agencies have regional offices and state offices in all the regions and states.

lemme break it down for you.

Min of Foreign affairs do not have any control over any Consular Office. Also remember that most of this useless countries do daily security analysis and profile the country on risk basis. The reports of their security agents takes more pre-eminence over any justification of the residing ambassador in Nigeria. The Military attache and the agents therefore have a lot of role to play than the ambassador or high commissioner.

also, most countries do not see us North West and East as we do. What they usually see is North and South. they always think once they have an office in Abuja and the other in Lagos, they are ok.

there is no crime in trying to get consular offices opened in the east, it will generally decongest the presure on Lagos offices.

Like I said their security report carries major weight in whatever they do. Just visit most embassies site and check for security risk, North is usually flagged Red, as well as SE. this fundamental issue needs to be tackled collectively before they can be prevailed on '' to kindly do the needful''.

that table is now congested - 2 more wins for us & we would be in the top 3. a win for either spurs/everton would take them 2nd. i am not bothered about the position - i am bothered by the point gap.....we have to beat arsenal next week.
For us to beat Arsenal, we need to play with passion and find a way of stopping Ozil and Ramsey.

Onlytruth: You still do not understand presidential power in Nigeria.
Right now, the only reason Jonathan won't continue in 2015 is Igbo. If we sit down at home that day, he will lose.
The question then is: Does he want Igbo to sit down at home that day? I wouldn't think so.
You bigots made up your mind on him YEARS AGO, calling him retardeen, drunken fisherman, clueless, and all other denigrating names.
He would be a fool to think that you would repent overnight and support him, without his turning over Nigeria's coffers to your thieving mob, or outright replacing his VP with one of you.

Like I said, he is still the president. The choice is his!
You think GEJ is as clueless as u.

Have you forgotten how he dashed to SW 2days to.election?

You are politically naive and that has always been the bane of igbos.

KenGali: I do not think I need to respond to every poorly constructed thought.

That the Minister Granted and Administrative approval does not mean NCAA does not have a responsibility to follow its laid processes. Following those processes is the responsibility of the DG of NCAA not the Minister. As an example of such process is say the tenders board of NCAA. It has nothing to do with the Minister of Aviation.

koonbey: Stop being diversionary,Is this all you got from my Post above,I deliberately included other Actions Coscharis took which are Criminal, but you chose to ignore them...no problem.

@the Bolded;if you knew a little more about the National Finance,you'd know that;

1.you cannot apply for and get a Waiver to import a Car,and then use said Waiver to import a Tank;which is about the Difference between a "Car" as you put it and the level B7 Cars Coscharis Imported. If you go through the Customs Official's Testimony, you'd see that he as much as called Maduka a Liar;he mis-declared what he intended to Import,if he had,the Payable Customs Duties would have been 10 Million Naira.

2.Waivers,like Tax Umbrellas, are given to very Specific People, for very specific Purposes; You cannot acquire a Tax Umbrella for a Factory Producing Computers, and suddenly sell to someone who plans to produce TVs,and expect the Tax Umbrella to still be respected(correct me if I'm wrong)... Coscharis got that Waiver on the Guise of they being Part of a Lagos State Government Event, then received them and sold them to another Entity entirely,or are you telling me he didn't know whom exactly he planned to deliver them to,even before Payment, that he Imported them on the Off chance of finding a ready Buyer...maybe he even planned to advertise them in Nairaland's Auto Section (Just Landed!!Lot of Two BMW B7 level Armored Vehicles available in Lagos at Giveaway Price...asking 255Million...call 080419419419 ..eh?..
you even have their time. they know the truth, but they have to work for the money they were paid for. simple. spare yourself the explanation.

Prof Corruption: 1. There's no point discussing Maduka, available evidence is good enough to call him a shady business man and even a thief. He needs to be sanctioned and his business fined heavily as a deterrent to others. You can only advise him to get a good lawyer.

2.What I argued for or not is not the issue. The type of authority-moral, administrative, whatever- Stella exercises over NCAA does not change the facts of this case. Ask yourself these questions:
(a) Why did NCAA seek approval of Stella Oduah to execute the deal? Can Stella give what she doesn't have?
(b) Would NCAA have executed the deal without Stella approval?
(c) What's the point of questioning Stella if she does not have authority over NCAA?
#GBAM

1. what type of operational car is armoured vehicle to NCAA.

2. Are they min of foreign affairs that they are receivimg foreign dignitaries. If they are fron ICAO, IATA etc, must we convey them in the most expensive (apart from the fact that the price is dubious and fraudulent) car possible.

3. Why cant the Min of Aviation ask this fundamental questions when the approval was being sought.

if to her 255mm is not too much for 2 cars that will majorly be parked idle, if it was not intended for stella as the e-suppoerters are claiming, is that a sound judgement from a public officer holder of her status?

Prof Corruption: "Do the needful" is the funniest phrase ever deployed to defend Madam Oduah!

1. Would NCAA have gone ahead with the deal with only "Do the needful" on the memo? What was needed to execute the deal was an approval by the Minister. Stella Oduah gave that approval. This is not a case of NCAA executing a deal without getting an approval from the Minister. Stella has exonerated the DG of NCAA from any wrong doing, at least up to this point. "Not approved" is clearly different from "approved, do the needful".

2. Does she have powers to give that approval considering the amount involved? Minister's approval limit is N100 million, anything more than that requires approval by the Federal Executive Council. But Stella gave an approval for a deal amounting to N255 million without FEC approval. Obviously, NCAA does not have means or powers to table anything before FEC without going through the Minister of Aviation. So, Stella is still responsible for the approval she gave to NCAA.

3.It beggars belief that a Minister would approve such an amount of money without prior discussions about the deal or without an elaborate briefings on methodology of execution. You can't just approve what has not been examined to your satisfaction. You read, schedule an appointment with subordinates, ask questions (if you are not clear about anything), then approve. If you have doubts about anything, you demand such is fixed before approving the deal. But once you approved, it means you are happy with everything.

So key questions answered.
1.Stella Oduah approved the deal
2.The approval was beyond her stipulated limit.
That's clearly an abuse of office.

This investigation has also exposed Maduka as a shady business man. He lied to both Ministry of Finance and NSA on a matter that ordinarily should be straight forward. Lagos did not order armored vehicles, Ministry of Finance did not and could not approve waiver for NCAA because it did not even submit any application to that effect. Ditto for NSA. But here we are NCAA have armored cars with fraudulent NSA clearance, all thanks to Crook-Mas Maduka. That's not all. The cars supplied have different chassis number to ones quoted on invoices, which speaks volume of the extent of desperation to cover up the obvious. Hear Okonjo Iweala here:

http://www.newsexpressngr.com/news/detail.php?news=3301&title=%E2%80%98Oduahgate%E2%80%99:-Okonjo-Iweala-clears-the-air,-says-no-duty-waiver-granted-for-armoured-cars&scid=15
So, the importation and subsequent clearance of these cars did not follow laid down procedure. Maduka has more explanation to do.

That's not all. Read this:
grin grin grin

Now to the bank angle:
While first bank called it a loan, NCAA called a mere understanding, yet millions of naira have already been expended.
Read this:

And the minister approved all these without questioning. Approved just do the needful! Stella is a big thief.
http://dailyindependentnig.com/2013/10/coscharis-sold-used-bulletproof-cars-to-ncaa-reps-allege/

So, if NASS did not approve the purchase, what do we call it? Extra-budgetary spending!

Put everything together:
****. Stella approved an extra budgetary spending to the tune of N255 million which is clearly above her legal approval limit. If that's not an abuse of office, I don't know what it is.

I expect a report from NASS that indicts Stella Oduah and Maduka.
God bless you 1000ce.

so because she bought vehicles that have no correlation with her ministry, which is tantamoun to wanton waste of public fund and she did not put the money in her pocket, we should applaud her. funny you.

if we can applaud her for a good service of buying cars at exaggerated prices, we can as well say there is no prove that others put the money in their pockets too. there is no physical money or physical pockets to verify. for your info, money gets into pockets through exaggerated pricing and elephant projects such as buying of armoured vehicle for NCAA/Min of aviation and not Min. of Foreign affairs.

Minister insists NCAA did not exceed its
limit or violate the law.
She is reminded by by Jerry Manwe
(Taraba state) that the National Assembly
rejected armoured cars in the budget
which she is defending, the minister
buckles: “NCAA will answer that,” she says.
Minister is pressed by Zakari Mohammed
(Kwara state) why she exceeded her
approval limit, she said her comment on
the letter to NCAA was not final but
advisory to NCAA to follow the law.
On the said letter, the minister wrote
“Approved. Do the needful”.
Brief game on semantics here. Minister
says “Do the needful” could mean
anything”. But the lawmakers are not
having that. NCAA is called to explain the
“needful” it did. And the NCAA director
general shirks to the former acting DG who
was in charge then.

trying to use boldface for the committee by saying they did not violate the law.

wonders shall never end.

Agreement with FBN is a mere understanding and not an obligation.

''Approved but do the needful'' -- what is the needful. the needful could mean, dont forget to pass my share into my account or whatsoever.

why will a sane minister approve 2cars at that cost? is that being prudent?

The cars are meant for foreign dignitaries? is NCAA or Min of Aviation the Min of Foreign affairs.

The Spokes person just started addressing the press without consulting her. that is a clear case of the person occupying the seat of the Minister of aviation is not worthy to be reckoned with, if her spokesperson even refused to consult her 1st on such a burning issue.
