So if Buhari doesn't commission it, it won't serve it's purpose? The thought that state government made thursday a public holiday is annoying, how much will be lost for that day economically?

Op, those are 'LagBuses'. The 'BRT' buses are the blue ones and are better maintained with airconditioners-. They are under different management. Those Lagbuses drivers behave like maniacs.
