Yes you are right but jamming works in different ways.
If you noticed, the Pakistani Armed Forces never expected anything like that, so I will say they were caught unaware or the radar was jammed in a way that will make it seem like a technical issue.

Prior to entering Pakistan airspace they jammed the radars system and were flying low level and entered Pakistan area. Due to jammers the radars could not pick them up. The helicopters were well equipped with night vision equipments and through satellite they had located the target. The entire operation was controlled from Batgram, sources told.

It wasn't stealthy.
Pakistani radars were jammed giving them full access into Pakistani controlled airspace.
Two of the helicopters were stealthy in nature which means others would be detected.

F15 strike eagle type were available to protect and challenge any bogey that will be of harm to the ground troops.

However during the operation police were notified but were unable to do anything according to your word which says they infiltrated a building beside a military barrack.
I don't think Pakistani troops were in that barrack tho.

However I give the success of that operation to electronic Warfare...
