We all know that local government polls, results are just written by the government in power. Something has to be done about this.

but a more detailed background and your reasons for these businesses, assets and knowledge you have already would have helped in recommending one for you. best advise is to do a feasibility study on both. choose the one with a higher return on investment wrt time. According to milton friedman the sole aim of a business is to make profit.

Nope....it is not. The oil sector has what is called inelasticity of demand, the demand is always there. The only thing that can reduced price is a huge oversupply. That is what the US is doing. They are deliberately over supplying the market to drive down prices. It makes economic sense to them, as they are the largest importers of crude.
