Is it by the number youths ( including corpers) killed in that region, or by insurgency, religious and sectarian crisis prevalent in that region, is it by breeding savaged uneducated youths (almajiri), maybe it is by abducting under aged girls and for forcing them into marriage and Islam.

Owning a house should be a function of desire/need and of course a determining factor-finance. Once one has these, one can go on to build or buy a house irrespective of one's age.
