Osun State Governor, Mr. Rauf Aregbesola, says Osun State received only N55m from the Federation Account for the month of September, 2015. He said the money could not even settle the electricity bill of the government secretariat. The governor said the development was evidence that Nigeria was experiencing an economic meltdown.

He, therefore, called on residents of the state to return to agriculture as oil could no longer sustain the nation’s economy. The governor said this during the inauguration of the new Ife/Orile-Owu 33KV feeder line at Orile-Owu in Ayedaade Local Government Area of the state, according to a statement on Sunday.

The governor said that apart from the price issue, crude oil was no longer selling as fast as it used to, adding that Nigeria must seek other sources of revenue.

He said, “We must at this point tell ourselves the truth; there is no money coming from the Federation Account, 34 million barrels of Nigeria’s crude oil are on the sea without buyers.“Money coming from the Federation Account has reduced seriously and our hope of survival is in our hands, what our forefathers lived on was agriculture.

“We must now go back to the farms and work. We also need to pay our taxes so that the government can meet its responsibilities. For September, our state got N55.8 million. The money we received cannot pay for the power supply by IBEDC that we use at the state secretariat monthly.

“I want to use this opportunity to admonish us to return to the farms, what we used to rely on as a country and state is no longer there. Oil prices have now dropped seriously, even at about $41 per barrel from a price of over$ 100; Nigeria still cannot sell her oil in the international market.”The governor said his administration recently gave hectares of land to the International Institute of Tropical Agriculture for farming and with the electrification of Orile-Owu and other farm settlements, there would be a boost in agriculture around these areas. He urged the people of the state to pay their taxes to the government to discharge its duties.

However, the Peoples Democratic Party said the receipt of a paltryN55m by Osun State as the allocation from the Federation Account for the month of September was a confirmation that the state was highly indebted.

The spokesperson for the PDP in Osun State, Mr. Diran Odeyemi, who said this in a statement on Sunday, stated that the allocation remained N55m after deductions of over N1bn to service its debts were made from the source.

The PDP stated that the people of the state should know why Osun State got a paltry N55m while those in the same category with it got about N2bn.

The statement read, “We have been saying it long before now that Osun State has been slaughtered and eaten up by a gluttonous administration that has been in power in the last five years. The gimmick early this year was ‘Jonathan didn’t give Osun money’ but now, that cannot sell again, hence the confession.

“Before the confession by Ogbeni Aregbesola, three Nigerian newspapers on Friday, November 20, published an allocation table and Osun got N55m, after all deductions, and came last. The next state to Osun among the least earners got N1.5bn.

“What other signs do we need to see that Osun has completely fallen into a recession? But the people of Osun deserve to know from their leader how the state got into this quagmire. This leads us to the question of how much Osun owes. Mr. Governor said the state owes N88bn. But we insist the amount is far more than this.”The party warned the governor against slamming high taxes on the people of the state, adding that the administration had already impoverished the people with its policies.

In a separate statement, the Civil Society Coalition for the Emancipation of Osun State also said that Aregbesola’s administration had no right to collect any taxes from the people ofthe state because of its failure to comply with the sections of the constitution which stipulates conditions for the collection of taxes.

The chairman of the group, Mr. Sulaiman Adeniyi, said this in a statement made available to our correspondent on Sunday.

He said the policies of the government had led to the total collapse of the economy of the state and accused the administration of massive corruption and failure to perform its duties to the people.

Often times I wonder the kind of people that dominates our political space. I read in amazement the proposed move by members of the National Assembly to amend the 1999 Constitution(as amended) so as to grant immunity powers to the President of the Senate and the Deputy, the Speaker of the House of Representative and the Deputy, and also the Chief Justice of the Federation. Their argument was simply because the Head and Deputy Head of the Executive arm of government at both the Federal and State levels enjoys such privilege. Let's look at the constitutional provision

The Constitutional Provision:
For any amendment of the Constitution to be valid, Section 9 must be fulfilled upon which the president shall grant his ascent(or veto). According to sections 9(1) and (2) of the Constitution...

9(1) The National Assembly may, subject to the provision of this section, alter any of the provisions of this Constitution.

9(2) An Act of the National Assembly for the altertion of this Constitution, not being an Act to which section 8 of this Constitution applies, shall not be passed in either House of the National Assembly unless the proposal is supported by the votes of not less than two-thirds majority of all the members of that House and approved by resolution of the Houses of Assembly of not less than two-thirds of all the States.

Going by the emboldened, we can SAFELY say that irrespective of the overwhelming support the proposal may have in the NASS, it is still subject to the approval of two-thirds of all 36 States Houses of Assembly. Will the States support the amendment? How long will that take (considering that each States Houses of Assembly may conduct public hearing and seek the views of stakeholders/constituents before arriving at a decision)?

Is The Proposed Immunity Pro-Nigeria or Pro-Corruption?
It is very unfortunate that our federal legislators in their bid to protect some of their own from facing corruption and criminal offences seek to tow this inglorious path. This is even coming at a time when the call for the removal of immunity clause from Vice President, Governors and Deputy Governors is very high. What kind of immunity does the leaders of the parliament need when parliamentarians already enjoy legislative immunity(that is they won't be arrested/prosecuted for whatever they do on the floor of the parliament)? This move is at best anti-Nigeria and pro-corruption. Beside, it is alien to any democracy that parliamentary leaders enjoy immunity from arrest and prosecution. It is unheard of even in the USA that our democracy is modelled from.

It is unfortunate that our parliamentarians have taken such futile exercise as matter of importance instead of legislating on issues that affects the common man. Finally, I wish to assure members of the NASS that their proposed effort to grant their leaders such privilege is futile, unpatriotic and shall be resisted. We are waiting...

However, one week after Buhari and Osinbajo declared their assets, the APC governors said they were only required to make details of their properties known to the Code of Conduct Bureau and not the public.

The Plateau State Governor, Mr. Simon Lalong, told one of our correspondents that it was not his responsibility to publish his assets, but that of the CCB. While claiming that his assets declaration form is with the CCB, Lalong said that all that the law required was for him to declare his assets before the CCB, adding that the law did not mandate him to make them public. He said, “I have declared my assets as required by the law and it is left for the Code of Conduct Bureau to publish it. I don’t think that the law makes it mandatory for me to publish my assets. Anybody who wants to know should approach the bureau for the form I filled and submitted to it.”

Imo State Governor, Chief Rochas Okorocha, will also not declare his assets publicly. He alleged that those asking him to declare his assets were the supporters of the Peoples Democratic Party, who were bent on frustrating his administration as a result of the shock the party suffered during the last general elections. Okorocha said, “I will not rule the people of the state by public opinion. There were no calls for declaration of assets during the administration of former President Goodluck Jonathan.” He advised Nigerians not to use the APC’s “change” promise against the party in whatever way. Okorocha, who spoke through his Chief Press Secretary, Mr. Sam Onwuamado, told one of our correspondents that the declaration of assets by Buhari was a welcome development, but added that it was an individual’s decision.

He said, “This is an individual thing. Governor Okorocha believes he is a second-term governor, he is not a new governor that should be declaring assets. Meanwhile, there is no law that says governors should declare their assets.“When former President Goodluck Jonathan was in power, who talked about declaration of assets? What President Buhari has done is a good thing, but it is not mandatory.”

Edo State Governor, Mr. Adams Oshiomhole, also said he would be the last person to make details of his assets public. The Special Adviser to the Governor on Media and Public Affairs,, Prince Kassim Afegbua, said, “My governor has said while it is constitutional for public officers to declare their assets, making it public is not a matter enshrined in the 1999 Constitution. “Every public officer is bound to declare, but the idea of making it public is not in the constitution.”

A Government House source told one of our correspondents that the Osun State Governor, Mr. Rauf Aregbesola, was not ready for public declaration of his assets since he had sent details of his worth both in physical property and cash to the CCB. The media aide to the governor, Mr. Semiu Okanlawon, also said, “The constitution does not state that the governor should declare his asset publicly. I know that the governor has declared his assets to the CCB.”The media aide said, “The governor has met all the necessary constitutional requirements.”
