Take a look at similar oil producing countries and compare their achievements over the past four years with ours. So what are we talking about.

There's no need going further with you. Go and find out the meaning of 'civil servant' and 'public servant' noting the differences between both as well as the laws governing the activities of each of them. Then take a look at the Nigerian constitution 1999 as amended to see where the INEC chairman belongs and note the laws governing his operations.

The condition of terminal leave is provided for in the civil service rules and it applies to civil servants of which the INEC chairman is not.
