At a point he decided it was time to go , he held me as we were walking out toward his car i was staggering . As he help me into the car, he slightly touched my boobs. I won't dispute the fact that Ghanaian government owned universities are much better than ours here,but OP I think what you may not have realised is that you may have been placed in the dorms for international students and trust me with the fees charged nothing less is expected so it isn't as much a big deal as getting your money's worth in service delivery.

to complement ur point, i'm a civil Engr by profession, i supervised on of the hostels built by NDDC and presently i'm supervising the special presidential intervertion on project. It's a construction of new post graduate hall. Its gonna be this good. As u can see from the pictures, it is also a new hostel. Nigiria is not as terribly worse as u guys make people think, though i hope it gets better in short time.
