By Emma Amaize WARRI—THE ravaging flood which started last month has partitioned oil-rich South-South geo-political zone into three parts and turned the East-West Road, the only highway linkingthe six states of the region, into a river. As at yesterday, Edo and Delta states were on one side, having been cut off from Bayelsa, Rivers, Akwa Ibom and Cross River states. Bayelsa is isolated, as people could not access the state from neighboring Rivers State. Rivers, Cross River and Akwa Ibom statesare the only three states in the South-South where people could pass through via the East-West Road. Vanguard reporters who went on a tour of the East-West Road, yesterday, discovered that flood had cut off the road at Uwheru in Ughelli North Local Government Area, Delta State. They had to board a boat to get to Patani, the boundary town between Delta and Bayelsa states. At Patani, the reporters took another boat to cross over to Bayelsa State, but could not get to Rivers State, as the road had been severed between Mbiama and Ahoada. East-West Road no longer passable It was gathered that to get to Rivers State, transporters and other motorists from Edo, Delta and Bayelsa states have to pass through the South-East states of Anambra, Abia and Imo, as East-West Road is no longer passable. Delta State portion of the East-West Road appears to be the worst hit with boat drivers and motorcyclists making brisk business, while some youths have built makeshift wooden bridges and collect toll of N100 from pedestrians before passage. At Uwheru, our reporters joined other travelers to cross the “River Jordan” created by flood on the East-West Road before boarding a boat to Ohoror, also in Ughelli North Local Government Area. From Ohoror, they took another boat across Umeh community to Aven, near Patani, from where motorcyclists took them to Patani town. Patani devastated At Patani, where the former national president of Ijaw Youth Council, Dr. Chris Ekiyor, had, through his nongovernmental organization, Rural Health Africa Initiative, RAHI, set up a relief camp for flood victims from Patani, Buluangiama, Abari and other affected communities in Delta State, the devastation was enormous. Dr. Ekiyor, whose residence in Patani is under water, told Vanguard that since the flood started, the East-West Road hadbeen cut off. He said: “I was in New York when I got information that flood had sacked my community. I had to rush down to Nigeria. I took a flight to Port-Harcourt, Rivers State, but I could not cross to Bayelsa to get to Delta State. “I abandoned my car at Ahoada area with my driver and stripped myself to myboxers to cross the river on East-West road to a point where I was able to board a boat and later found myself in Patani. “I have been here in Patani for more than three weeks, trying to assist the flood victims. We have been cut off from other parts of the state and the South-South zone. You can see the situation yourself.” Ekiyor wondered why the Federal Government had not gone to fix the East-West Road, saying that when flood cut off Kogi-Abuja expressway, the Federal Government quickly intervened. “Why is the situation different in the case of East-West Road? Are they saying they are not aware?” he asked. By Nnamdi Ojiego For a couple of days now, living in Lagos has become a sort of hell to some people. No thanks to the ban on commercial motorcyclists, otherwise known as Okada from plying some roadsin the state. The enforcement of the ban took a new dimension early this week when the okada operators took to the streets to protest indiscriminate arrest of their members and subsequent seizure of their motorcycles, and the process, destroyed public facilities including BRT buses. This it was learnt, angered the state government warranting a heavy clampdown on the defaulters by enforcing agents. As a result of this, okada riders across the state suspended their operations. The situation is compounded by the ‘perceived’ scarcity of petroleum products. Perceived because, it is believed that the scarcity was created by greedy marketers who hoard the products only to sell at odd. All these have made life miserable for Lagosians. At every bus stop, commuters are seen stranded while some were left with no option than to take a long trek to their destinations. Some of the commuters who spoke to our reporter said they lacked appropriate words to described the hardship they are going through and called on the state government to immediately address the situation. Even car owners were not spared. The ban has witnessed an increase in number of vehicles on the roads, as those who rarely use their cars , for fear of being held up in traffic and miss business engagements, had no option than to use their cars and spend hours in traffic. Those who commented on this issue were of the view that the government should have put some measures in place before full implementation of the new law, so as to cushion the effects on residents. Mr Christopher, a journalist with one of the national dailies in Lagos, said the banhas made his work more difficult, particularly in meeting up deadline. “Yesterday, I spent over an hour at a busstop in the morning and over two hours in the traffic. The same thing happened in the evening. It was a terrible experience that I wouldn’t want my enemy to have.” A banker, Kola and Zico, a trader at Ladipo market also shared similar experiences and opined that it is becoming unbearable to live in Lagos. Most of the people who shared their ordeals with us maintain that the ban onokada was not bad in itself but stressed that everything was wrong about its implementation. They accused the police and other law enforcement agents of extorting money from okada riders even from those plying approved routes. They suggested that for the law to be effective, government should provide alternative means of transportation, open new routes and repair bad roads. They also called for close monitoring of the activities of enforcement agents, to check their excesses. Medina (Saudi Arabia) – Three Nigerian pilgrims in Saudi Arabia have died, Dr Bello Tambawwal, the Head of National Hajj Commission of Nigeria Medina Mission, said. Tambawwal made the disclosure in an interview in Medina, saying the pilgrims were from Kebbi, Kano and Katsina states. He said the first was a pilgrim from KanoState, who died aboard the plane conveying him and others in the inaugural flight to Jeddah, Saudi Arabia. He said the others died in Medina from illnesses but added that ” both of them were in their ripe age at the time of theirdeath.’’ Tambawwal said the Nigerian mission was working hard to ensure that medical services were available to the pilgrims always by operating two clinics in Medina, which rendered services for 24 hours. He said the commission was working with the medical teams of state pilgrims’ boards to ensure that priority attention was given to the health- care of pilgrims. He commended FCT, Edo, Jigawa, Osun and Kogi states for their zeal and commitment to the health-care of their pilgrims and urged others to emulate them. Tambawwal also commended the states for the thorough screening of intending female pilgrims, which resulted to none carrying a pregnancy unlike in the past. ”Last year we had nine cases of pregnancy cases, resulting in still birth orsafe delivery of the babies but we have no pregnancy cases this year”, he said. Abuja – President Goodluck Jonathan has set up a committee to look at the option of appealing the judgment of the International Court of Justice (ICJ) on the Bakassi peninsula. The decision was reached at a meeting between the President, the leadership of the National Assembly and other stakeholders at the State House in Abuja. The meeting which started late Wednesday night ended in the early hours of Thursday. Cross River’s governor, Liyel Imoke, told State House correspondents after the meeting that the committee would also consider how to take care of the displaced people of Bakassi. Imoke who did not disclose the composition of the committee said it would work within a specified time. Nigeria has an Oct. 9 deadline to appeal the ICJ ruling which ceded the oil-rich Bakassi peninsula to neighbouring Cameroon was delivered on Oct. 10, 2002. Imoke said Jonathan had shown great leadership quality by convening the meeting and standing firm on some of the decisions taken. Speaking also, the Senate President, Sen. David Mark, said the executive arm of government and the lawmakers were now on the same page on the Bakassi issue. He said they would work together to achieve results. A former Attorney-General of the Federation (AGF), Prince Bola Ajibola who was at the meeting, said the federal government had shown candid concern on the Bakassi issue. He commended the move by government to follow dialogue, the rule of law and diplomacy in ensuring that Nigeria gets justice and the people were not wrongly dealt with. Ajibola expressed optimism that the committee set up would handle the matter accordingly and in good time. The meeting was attended by Vice President Namadi Sambo, Speaker of the House of Representatives, Hon. Aminu Tambuwal, and some other principal officers of the National Assembly. Also in attendance were Akwa Ibom governor, Godswill Akpabio, the Secretary to the Government of the Federation, Sen. Anyim Pius Anyim, and the Minister of Justice and AGF, Mohammed Adoke. Some leaders and representatives of selected groups from Bakassi, as well as presidential aides, were also in attendance. The Senate had last week unanimously passed a resolution mandating the federal government to appeal the ICJ ruling because of the new facts which had emerged over the matter. The motion which gave rise to the resolution was sponsored by Sen. Abdul Ningi (PDP-Bauchi Central). He had argued that it would be wrong for Nigeria not to appeal the judgment because there was still opportunity to do so before the statutory expiration time.
