You have ethnic Germans, and French in countries like Switzerland, Leitchestain, Belgium etc, you have the Ndebeles in different countries in Southern Africa, even in Nigeria, you have the Chamba and some other ethnic groups also in Cameroon. There are so many instances across the globe. Do your Biafra with your five Igbo states and if others that you think are Igbos become interested, they will apply to join.

Churches are not government departments so their financial dealings should not be the business of government unless like I said earlier, the government is giving them some money that helps them run their churches.
