Nigerian paper mills have collapsed years after privatisation, forcing the economy to depend on imported paper for its needs.

According to data from the National Bureau of Statistics data, Nigeria imported paper and its allied products worth N296.696bn between July and December 2021.

While paper valued at N188.137bn was imported in the third quarter of 2021, import in the last quarter of the year was estimated at N108.559bn.

A former Chairperson of the Pulp, Paper and Packaging Group of the Manufacturers Association of Nigeria and Chief Executive Officer of FAE Limited, Mrs Layo Bakare-Okeowo, told The PUNCH the local paper industry was dying and in need of urgent government intervention.




She said, “We need to have a functional paper industry in Nigeria. Egypt has 25 paper mills but how can Nigeria with a bigger population have no functional paper industry.”

Bakare-Okeowo said governments at various levels must provide the right enabling environment for the industry to operate.

“This is a sector that has been abandoned. Let us forget about what has happened to paper mills and focus on the crisis in the paper sector. We want the government to save this sector by providing the enabling environment,” she noted.



Nigeria once had three paper mills in the country: the Nigeria Paper Mill Limited located in Jebba, Kwara State; the Nigerian Newsprint Manufacturing Company Limited, Oku-Iboku, Akwa Ibom State; and Nigerian National Paper Manufacturing Company Limited in Ogun State.

But the mills are no longer operating even at half of their capacities.

The NNMC Limited, Oku-Ibokun, is said to have been taken over by the Asset Management Company of Nigeria.

Jebba and Iwopin are struggling. Sources in the sector told The PUNCH that some of the investors who bought the paper mills from the government since the 2000s had been merely interested in importing papers while claiming to be producing them locally.

“They also did not invest in them. Some of them also did asset stripping,” a source, who did not want his name mentioned, said.

According to a former Director-General of the Raw Materials Research and Development Council, RMRDC, Peter Onwualu, and Director at RMRDC, Abimbola Ogunwusi, the inability of the three paper mills to work cost Nigeria about N180bn annually.

They noted that the Nigeria Paper Mill, Jebba, produced 65,000 tons of kraft paper, liner and chipboards, sack kraft, fluting media and corrugated cartons per annum as of 1965.


The Iwopin Pulp and Paper Company, on its part, was built to produce 68,000 tons of fine writing, printing and cultural papers.

On the other hand, the Nigerian Newsprint Manufacturing Company’s newsprint mill had an installed capacity of 100,000 tons of newsprint per annum.

However, they noted that the mills were unable to meet the targets due to the country’s lack of capacity to produce major inputs such as long fibres.

Also, dependence on imported long fibre pulp and chemicals as well as epileptic energy supply were critical challenges in the industry.

There are, however, new paper firms that are expanding investments. Dahua Paper Company is planning to invest $500m in tree plantation in Ogun State to enable it get raw materials for paper production. Another is Onward Paper Mill, which recently signed a recycling agreement with Tetra Pak. Bee Paper is also one of the new companies that have sprung up to replace unfunctional paper mills.

The paper industry is a big business, and a number of firms, including newspaper companies, depend on paper for sustenance.

Global paper and pulp market was $348.43bn in 2019, according to Statista, and this is expected to reach $679bn by 2027, but Nigeria is not in the party.



Many players say the paper industry collapsed after privatisation in the 2000s as due diligence was not done before selling the paper mills’ assets.

A researcher at Nasarawa State University, Zaccheaus Tunde Egbewole, suggested in his paper that “the only and urgent remedy is to put in place machinery for massive sustainable wood production.”

He further said, “The use of indigenous wood species and agricultural residues should be encouraged for long fiber pulp production. Efforts should further be made for a stable power supply from the national grid to ensure the sustainability of industrial growth most especially in the pulp and paper industries.”

Fuel queues persisted in the Federal Capital Territory on Monday as filling stations struggled to control desperate drivers waiting to buy the Premium Motor Spirit, PMS, at the official price.

Racketeers had a field day, selling a litre of PMS at N300 in different parts of the FCT.

In Kubwa, a litre of fuel went as high as N320, rising to N400 in Asokoro and other prime parts of Abuja, The PUNCH gathered.

One of the racketeers, who identified himself as Usman, said he stored fuel in several gallons, with the belief that fuel would be scarce at some point in the future.




Another racketeer, Bala, claimed that he was still selling his reserves.

“When there is scarcity, I buy from some filling stations at night. I usually pay extra N200 or more for a 10-litre gallon. I buy at N 2000 and sell N3,500,” he said.

Vehicle drivers told The Punch that they spent between two and four hours at various filling stations before buying PMS.



A commercial vehicle driver, George Akinsanya, said he spent three hours at Oando Filling Station opposite the NNPC depot in Abuja before buying the PMS.

Akinsanya said, “We need to find a solution to this perennial problem of fuel scarcity. It is looking like filling stations are looking for this type of opportunity to make money. Last time there was fuel scarcity, they sold at higher prices at night and limit sales to one or two pumps in the day.”

A driver, Mr Udoka Uzondu, who said he waited to buy PMS at an NNPC depot in Abuja, urged the government to put an end to the scarcity to reduce the plight of the common man.”

Fuel queues have become a recurring decimal in Nigeria, especially the FCT. In the first quarter of the year, fuel scarcity disrupted economic activities, leading to an increase in inflation to 15.92 per cent, from 15.70 per cent.

The PUNCH reported on Monday that most filling stations in Abuja and neighbouring states of Nasarawa and Niger that dispensed Premium Motor Spirit, popularly called petrol, were on Sunday greeted with long queues.

It was observed that many other outlets were shut as they claimed not to have products to dispense, a development that led to the crowding of the filling stations that dispensed the commodity.

Meanwhile, the Nigerian National Petroleum Corporation has ascribed the sudden appearance of fuel queues in parts of Abuja to low loadouts and increased purchases that characterise post-holiday periods.


In a statement, the spokesman for NNPC, Garba Deen Muhammad, said on Monday that the company had sufficient fuel supplies to satisfy the demands of Abuja residents for over six weeks.

The statement partly read in part, “The NNPC Ltd notes the sudden appearance of fuel queues in parts of Abuja. This is very likely due to low loadouts at depots which usually happen during long public holidays, in this case, the Sallah celebrations.

“Another contributing factor to the sudden appearances of queues is the increased fuel purchases which are also usual with returning residents of the FCT from the public holidays.”

He further said the NNPC and the Nigerian Midstream and Downstream Petroleum Regulatory Authority, in conjunction with our marketing partners, had taken necessary measures to ramp up loadouts from all depots.

He assured all residents of the FCT and Nigerians that NNPC had ample local supplies and national stock in excess of 2.5 billion liters, with the sufficiency of more than 43 days.

“The NNPC Limited hereby advises motorists not to engage in panic buying as supplies are adequate as will become increasingly evident in the coming days.”

But the Chief Executive Officer of the Centre for Promotion of Private Enterprise, Dr Muda Yusuf, urged the Federal Government to deregulate the industry to avoid long queue recurrences.

A governor of the ruling All Progressives Congress (APC) bought the nomination and expression of interest forms for former President Goodluck Jonathan, according to sources.

A group called Nomadic Pastoralists and the Almajiri Communities led by one Ibrahim Abdullahi picked up the forms on Jonathan’s behalf on Monday, claiming they paid for them.

Speaking with newsmen shortly after picking the forms, Abdullahi said they decided to purchase the forms for Jonathan to enable him stage a comeback and continue with the good work he had started.

But hours after the news went viral, Jonathan’s Media Adviser, Ikechukwu Eze, said his principal did not authorise the purchase of the forms but thanked the donors for their concern.

He also said Jonathan was not in the presidential race of the ruling party.

Daily Trust gathered from sources that a serving northern governor credited the APC Collection Account domiciled with Heritage Bank, with N100m.

The bank had also in a letter dated May 9, 2022 told the APC that it received the amount.

The letter was titled, ‘Notification of credit into account: All Progressives Congress (APC) Collections Account: 5600007616’.

Daily Trust had reported how two influential governors from the northern part of the country are plotting the return bid of Jonathan.

Multiple sources, who are in the know, said the two governors, close to President Muhammadu Buhari, have secured the buy-in of a section of the presidency to actualise their agenda of drafting the former president into the presidential race.

While one of the governors is from the North West, the other is from the North East geopolitical zone.

The two governors have been playing key roles in the affairs of the APC in the last few years.

In the last seven years, the former president has not been attending activities of his party.

This is just as his romance with President Buhari and top shots of the ruling party takes the centre stage, a development that has pitched him against opposition leaders in the country.

The purchase of presidential forms for Jonathan changed the whole discussion around the 2023 presidency.

Three men identified as Muntari Naqawuri, Surajo Salisu and Musa Hassan, were reportedly killed by gunmen suspected to be terrorists who attacked Gurbin Maganiya community in the Jibia Local Government Area of Katsina State late Saturday night.

Local sources revealed that the gunmen also wounded three others identified as Mustapha Salisu, Basiru Abubakar and Muhammed Rabi’u.

It was learnt that the gunmen arrived the community on motorcycles shortly after 10.00pm and started ransacking houses.

Troops of the Nigerian Army and local vigilante were said to have been drafted to the community following a distress call on the attack.




The intervention of the security officers was said to have prevented the terrorists from causing more damage to the community as they (the terrorists) were eventually repelled.

The sources further revealed that the terrorists had killed the three victims and injured the three others before the arrival of the security officers.

The Spokesman for the Katsina Police Command, SP Gambo Isah, was yet to react to the enquiry on the incident as at time of filing this report.


Governor Aminu Masari’s Special Adviser on Security, Ahmad Katsina, could also not be reached for comments.

Residents, however, disclosed that the remains of the three dead victims had already been buried according to Islamic rites, while those injured were receiving treatment in a Jibia hospital.

It was also learnt that a joint security team was already on patrol of the community.

A Federal High Court in Abuja has refused the Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele’s request to restrain the Independent National Electoral Commission (INEC) and the Attorney General of the Federation (AGF) Abubakar Malami preventing him from his Presidential Ambition.

The CBN Governor on Monday told the Court in Abuja that he can run for the post of the President of the Federal Republic of Nigeria without vacating his position as the CBN Governor.

The CBN Governor through his Counsel, Mike Ozekhome, told the court that Section 84 ((12) of the Electoral Act as amended, 2022 does not affect him, being a public servant and not a political appointee.

The court in its ruling, however, summonsed INEC, and AGF to appear before it on May 12, to show cause on why status quo antebellum, should not be granted to the CBN Governor.

The All Progressives Party Chairman of Ward 6 in the Ika South Local Government Area of Delta State, Mr Nduka Erikpume, has said the Central Bank of Nigeria Governor, Mr Godwin Emefiele, is a member of the party.

Erikpume, in a telephone chat with one of our correspondents on Sunday, said the CBN governor had registered as an APC member since February 2021.

When asked whether Emefiele had registered in the APC, Erikpume said, “Yes, he has registered since February 2021. He is our member.”

The PUNCH had reported that Emefiele’s alleged involvement in politics on Sunday attracted more strong condemnations, with senior lawyers and other eminent Nigerians calling for his immediate resignation.




Senior lawyers and top politicians, who spoke separately to The PUNCH, stated that Emefiele’s continuous stay as the CBN governor was dangerous to the economy.

Three interest groups – the Rice Farmers Association of Nigeria, Friends of Emefiele and Emefiele Support Group – last week paid N100m for the APC presidential expression of interest and nominations forms for Emefiele.

But the CBN governor, in a tweet on Saturday, said he was still waiting for God’s direction, adding that he would purchase the N100m forms himself if he entered the presidential race.



He said that he would continue to serve the country in his capacity as CBN governor until he received divine counsel to contest for a higher office.

A Senior Advocate of Nigeria, Kunle Adegoke, in a telephone with The PUNCH on Sunday, said the CBN governor should resign his appointment and become a politician if he intended to contest in the 2023 general elections.

He said, “The governor of the central bank is expected to be impartial and not be driven by his own personal interests or the interests of a political party. Emefiele, as the governor of the Central Bank of Nigeria, represents all Nigerians and in that capacity, he is obliged under the constitution to serve each person irrespective of their political party or affiliation.

“With that evident, it would be grossly irresponsible for anybody to be agitating for the CBN governor to join politics. The CBN governor is not entitled as a citizen of Nigeria to contest for a political office, but where he desires to do so, he will have to resign his appointment and become a politician, strictly speaking.

“The honourable thing for him to do is to resign if he is the one behind all these calls for him to come and contest. Where he is not the one, he ought to have come out earlier than now because we could see on social media, the branded vehicles and then the claim that farmers have spent N100m to buy him a nomination form of the All Progressives Congress. That is questionable. The few farmers who are debtors under the Anchors Borrowers’ Programme cannot now be deploying their resources towards this.

“That also questions the integrity of funds and the whole ABP project. Emefiele is supposed to stay away from such things that will lead to unnecessary scandals.”

Another SAN, Babatunde Ogala, told The PUNCH that it was inappropriate for a CBN governor to be involved in politics, adding that Emefiele “should resign now or be removed.”


On whether it was within Emefiele’s rights to run for office, Ogala said, “That means Chairman of INEC (Independent National Electoral Commission), Chief of Army Staff and the Inspector-General of Police can also pick up forms and decide to run. It is immoral and a joke taken too far. He shouldn’t ridicule our country. Where is that done?

“The CBN governor, the one who is supposed to manage our treasury, is getting himself distracted by politics. It is inappropriate. Emefiele should resign now. If he wants to join politics, let him go into politics. He shouldn’t sit down as the head of the treasury and be talking politics when he should be concentrating. That means he’s a card-carrying member of a political party. It’s unacceptable.”

When brought to his notice that Emefiele is a card-carrying member of the APC, Ogala called for the immediate resignation of the CBN governor.

Similarly, Ebun-Olu Adegboruwa, SAN, kicked against the alleged presidential ambition of the CBN governor.

Adegboruwa, who stated this in a telephone interview with one of our correspondents on Sunday, stressed that his action was also not in tandem with his position as the governor of the CBN.

He noted, “Under Section 1 of the CBN Act, the governor of the central bank ought to maintain the autonomy and independence of the financial institution in order to subject itself to political manipulations.

“If the CBN governor is interested in partisan politics, he has to give up the position as the governor of the regulatory and apex bank in Nigeria. This is because his action will throw the autonomy of the CBN under political influence.



“As a member of the APC, Mr Emefiele is under the national chairman, Abdullahi Adamu. As a member of the party, he is also under the secretary of the party, Iyiola Omisore. How does a person regulating the activities of banks become a servant to politicians, who have disputes with these banks and have loans hanging on their necks?

“Also, Under Section 6 of the CBN Act, the person occupying the position of the governor should not pursue any vocation that will result in a conflict of interest. Therefore, pursuing presidential ambition is in conflict with his position as the governor of CBN.”

But Lekan Ojo, SAN, argued that there were constitutional provisions for public officeholders who wanted to contest public offices and the constitution makes allowance till 180 days before general elections to tender his resignation.

He added, “The governor of the Central Bank of Nigeria is also in a public office position and the constitution requires that people in such office should tender their resignation 180 days before the election dates.

There is no provision in the constitution that states that he cannot contest an electoral position, it only states that such must resign.

“Also, the law did not state that he must resign before picking the nomination form or before the primaries, it only states that 180 days before the elections.”

Ojo noted that although there was a provision of the electoral act that stipulated that public office holders running for political positions must immediately resign their appointments, however, the case was still in court and all things remained as they were until the case would be decided by the court.


He said, “On the other side, there is an Electoral Act, 2022 that is currently in court. In the act, there is the precedence of the view that a person holding a government office should resign his or her appointment within a particular period before contesting an election or before the date of an election.”

It is morally right for CBN gov to resign

The SAN also added that outside of the provisions of the constitution and legal perspective, he believes it is morally right for Emeifele to resign.

He said, added, “Outside of the law, on moral grounds, it is honourable for him to resign because the position he is occupying is a very sensitive position and he is expected to be apolitical. So, if we look at it from that perspective, it’s wise for him or anyone in such a public office to resign while contesting for a political office.”

The President, Major General Muhammadu Buhari (retd.), Sunday in Abuja, said the Northwest must not be allowed to relapse into days when bandits roamed free and unleashed mayhem on the people.

This is as he commended the military for the continued onslaught on terrorist elements in the region, especially Zamfara State, which has been a hotbed of criminal activity.

He also urged the armed forces not to show any letup as they continue to achieve positive outcomes based on their current operational trajectory in the Northwest.

According to a statement signed on Sunday by Buhari’s Senior Special Assistant on Media and Publicity, Garba Shehu, the President noted although there appears to be calm in Zamfara State (with situations returning to normal in most parts and the rural communities ready to live their lives normally again) there had been several security breaches as bandits attacked Damri, Sabongarin Damri and Kalahe villages in Bakura Local Government Area, and lately, Maradun.




The statement titled ‘Armed forces to continue along the current positive trajectory in the northwest, particularly in Zamfara, as president Buhari commends military,’ quoted the Commander-in-Chief saying “We mustn’t allow the return of days when the bandits had a free hand to do as they wished. The rural folk in Zamfara and elsewhere must be allowed to have peace.”

He directed that the “momentum that has been developed must be sustained in order to bring closure to the activities of these murderers.”

Buhari equally expressed condolences to the families of the victims as well as the government and people of the State, adding that the combined efforts of the Federal and State governments must do all that can be done to bring an immediate end to the horrific killings.
