After reading the article 90% of primary 6 pupils wouldn't make the assertion you're making above. The title never quantitated the amount or percentage of the reserve being "yuanized", but you, in your biased opinion is reading it for what it's not.
The caption is 100% correct, because it didn't need to specify the percentage to make an unbiased heading. What could have make you happy? CBN wants to convert 30%(20%, 40%, or 60%) of our foreign reserve to chinese yuan? While these are possible ways to expand the title to fully represent the article, why do you chose to insinuate that Papabrowne meant 100%, and not 30, 40, 10, or even 60%.
Once again, you're looking from a colored lens, so your reality is actually unreal.
