GOVERNOR of the Central Bank of Nigeria, CBN, Sanusi Lamido Sanusi, yesterday,  defied all entreaties to apologise to the National Assembly over statements credited to him that the National Assembly spending constituted 25 per cent of the overhead of the Federal Government budget insisting that he would “quit without a fight” if he was asked to do so by the National Assembly.

This is just as a leading member of the National Assembly last night told Vanguard that the budget for the legislature was 17 per cent of the total overhead budget of the Federal Government.
Mallam Sanusi who appeared before the Senate Committees on Appropriation, Banking and Finance  as well as the MDG insisted that the figures he used to arrive at the conclusion was provided by the Budget Office.

But the Minister of Finance, Olusegun Aganga who also appeared before the Senate over comments credited to him in the media that the National Assembly budget would be slashed denied making such statement and admitted that the figure used by the CBN governor did not represent the correct figure of Federal Government’s overhead spending.
Summoning of minister and CBN governor

The Senate on Tuesday summoned the Central Bank Governor and the Minister of Finance to appear before its committees to clarify statements credited to them  which were deemed unflattering of the Senate.
While delivering a lecture at the University of Benin, weekend, the CBN governor was quoted as saying that a situation whereby 25 per cent of the overhead of the Federal Government was spent by the National Assembly was unhealthy for the country and its economy.

“I confirm  Mr. Chairman that I did say in my speech at the Igbinedion University that 25 percent of the overhead of the Federal Government goes to National Assembly. I have figures from the Office of Budget for the year 2010.

Total government overhead is N536, 268, 49, 280. Total overhead of the National Assembly is N136, 259, 768, 112 which is exactly 25.1 percent of Federal Government overhead. The overhead of the National Assembly as a percentage of the Federal Government budget in 2009 was 19. 87 and in 2008 was 14.1"


“By my upbringing, if I’m wrong, I don’t need to be told to come and say I’m wrong and I would apologise. By my nature, if I am not convinced that I’m wrong, I do not apologise and this is really where the point is.  I gave a number and I said where this number came from. I did not abuse anyone. I did not attack anyone.

I did not say anybody stole money. I was not given a chance to say the context in which I gave this number.
“Nobody has heard my side of the story on why that number came in; why the 25 percent came up… There’s need to reduce the overheads, to reduce the expenditure, especially in government spending. I would like to add that I also spoke about government subsidy on the petroleum sector; I spoke about the banking system but the newspapers decided that this was the bit they wanted to talk about.

“I did not go there to talk about the National Assembly. The reference to NASS was just one sentence, in a two and a half hour lecture.”
The Central Bank governor who noted that it was part of his responsibility to speak against some noticeable problems in the economy, said: “If democracy must survive, we must correct existing weaknesses. It is part of the independence of the CBN for the governor to speak his mind on any economic issue.”

Chairman of the Senate Committee on Appropriations, Senator Omisore Iyiola read from the 2010 Budget of the federation and asked the Finance Minister whether the  figure upon which the governor of the Central Bank arrived at his conclusion was correct and accused the CBN governor of deliberately refusing to include the N660.8 billion of service-wide votes which are also included in Federal Government overheads for 2010.
The minister admitted that although overheads did not include salaries and emoluments, “I confirm that we normally include service-wide votes with the overheads.”

The Appropriation committee chairman, Senator Omisore explained  that a calculation of N536.2 billion and N660.8 billion means that the Federal Government alone collects more than N1.3 trillion for overheads.
He accused the CBN governor of deliberately trying to mislead nigerians by giving out false information, adding: “Based on wrong computing, you  have embarrassed not only the NASS but also Nigerians.
We have given you figures and you are still relying on the figures that are not before us. I thank you all for coming.”

The Atiku Abubakar Campaign Organisation yesterday expressed its reservations over the plan by the federal government to lift the ban on the importation of textiles and other items.

In a statement made available to journalists in Abuja on Tuesday, the organisation criticised reports that the finance minister, Olusegun Aganga, had decided to lift the ban following complaints from the World Bank. Mr. Aganga also wanted to check smuggling and increase federal revenues from import duties.

“While we condemn the activities of smugglers, it is questionable whether the unreflective opening up of the nation’s economy to the dumping of all sorts of imported goods, including tooth picks, is the best way to go about it,”said the group, stating that “Smuggling exists partly because of the high cost of doing business in Nigeria.

yeah. . .let us all buy cars, infact all Nigerians have a protected right to own a car. . .150 million cars or more on a landmass of 1 million square km. . . .do the maths!

looks like no one is perturbed that in a few years down the line, many of these cars will be obsolete and given that we don't recycle cars in Nigeria, our neighborhoods will be filled with junks lying all over the place. . . .all everyone can think about is Lets buy a car. . . .even educated ones amongst us!

I love that stuff. . .the security vote thingy, it's the excuse our leaders have for bleeding the country to death. . .an unaudited, unaccounted amount without an exact value.

It would be recalled that one of the first rows between Governor Adams Oshiomhole of Edo State and the state House of Assembly shortly after he was sworn in was the accusation by the then Speaker of the House, against the governor of collecting N911 million as security votes between November 12, 2008 and December 31, 2008, a period of seven weeks. Garuba also alleged that the governor was constructing a swimming pool at the Government House for N200 million and painting the Government House at the cost of N600 million.

Now the President gives away transport money allegedly in a sum of over[b] 7 million naira[/b] to be charged on security votes!. . . . and the same nation keeps borrowing!

I think you are forgetting that GEJ invited them. They didn't come off their own accord, therefore you would expect some help with their welfare, such as transport and accommodation, feeding etc
I do understand your position Mr Beaf, i was just wondering if the president extends the same courtesy to every t[i]i[/i]t, tat, and tatty tht vists his royal palace.

I also find it amusing that the President that officially earns  N3.51 million per year offers visitors "transport money" in the sum of 7 million. . . oh well, maybe I am just building a castle from an anthill. . .or maybe i just smell a rat {quoting kobojunkie}

Besides, can anyone please educate us on how bribes are offered to people? perhaps citing examples from history?. . ,  oh well, if anything, i am yet to see someone say exclusively to an individual or a group "take xyz amount, it's a bribe from me to you". . . .most times its always in the form of "transport money". . . ."money to buy biscuits for children". . ."christmas money". . ."shaving stick money" .etc etc.

Actually it's the president who does not have the powers to removing. The National assembly is vested with such powers. However, I do agree with you that he'll insult them, but they'll be too silly to know.
I agree the senate has powers to impeach high ranking officials of the executive, but those powers are subject to a prior request by the President. .
It's guided by the principles of  separation of powers. i stand to be corrected though.

Minister of Finance, Dr. Olusegun Aganga, said yesterday that efforts were underway to cut the recurrent expenditure of the National Assembly.
His assurance came amid public outcry that too much of public funds are spent on the legislature.

The Central Bank of Nigeria (CBN) Governor, Mallam Sanusi Lamido Sanusi, had disclosed that about 25 per cent of the annual national budget goes to the National Assembly, a situation he described as unhealthy to the economy.

However, the Senate has said it may summon Sanusi to clarify his statement on the National Assembly’s spending.
Speaking in Abuja at the 2010 Ministerial Press Briefing, Aganga said he had personally raised the issue of the huge expenditure of the assembly before now.

I do not understand it when people say banning certain good protect local industries. Let me illustrate something.

1) Textile industries that are supposed to produce fabrics for local manufacturers of clothes are all grounded no thanks to the power situation. Where do the boutiques and other garment manufacturers get their raw materials? How are the Chinese getting in their substandard suits into Nigeria? Has anyone cared to find out?
According to the Nigerian Textile Manufacturers Association in June, Massive importation of textiles both secondhand and new garments especially from Asia through Benin Republic has led to the shutting down of 65 local textile mills and laying off of over 150,000 workers, others such as cotton farmers and local traders have also lost their means of livelihood due to this closure.

Why the closure? Simple, the locally manufactured ones can't simply compete with the imported ones with the market rates, and the local ones are left to simply die a natural death. . . .If the Nigerian government had enforce its border laws and stemmed the roots of corruption among its custom officials, we might currently be observing a situation where the local textile industry booms with competition and quality.


2) In any society, even in industrialized ones, there are always vehicles that are more than 20 years old. How many mechanics and associated technicians have been put out of work because of the 10 year old vehicle? How many Nigerians have been denied the opportunity to buy vehicles for private use and commercial transport? is the problem the age of the vehicles, OR THE STATE OF OUR ROADS THAT CAUSE VEHICLES TO AGE? I CHALLENGE ANYONE HERE TO DRIVE THROUGH ROADS IN THE SOUTH EAST AND SOUTH-SOUTH, OR PASS THROUGH EKITI OR TOWNSHIP ROADS IN OGUN STATE TO VERIFY/DISPUTE MY CLAIMS HERE.
Nigerians are currently classed as one of the leading consumers of automobiles, we have more than sufficient vehicles plying very few roads. Most roads everywhere in the world have carrying capacity and like everything else, has expiration phase, if and when millions of people drive on a road that is only capable of supporting far less population than that, such roads are exposed to a constant stress and wear.

I am also of the opinion that any smart government should be looking at constructing alternative means of transportation to reduce the populace already dependent on road transport. . . . .not encouraging all Nigerians to own a car

Besides. let us ask ourselves a question; how does banning the import of a particular product translate into reviving the dead industries in that sector?
I'd tell you. . .have you heard of Innoson motors? oh well, in a case you haven't, its a rapidly expanding car manufacturing company.  Could you tell me how many Nigerians will buy a product of Innosons if a Honda product is available for a lesser amount? see? no one!. .

now let's take a look at .a government that reduces tax burdens and makes it easy for Innosons to access credit facilities, while placing and enforcing a ban on all old vehicles from being shipped to Nigeria.  The results? More people will be forced to buy Innosons products, the company will thrive and employ thousands of Nigerians, and gradually down the line, competitors will spring up and this will improve quality in the sector.

People should learn to look at the realities on ground and not just keep floating the "unbanning them will kill our local industries" jargon. Since the bans, how many of the local industries are up and running?
I agree with you on this, and that's why a smart president will rather focus on addressing why many local industries are not running, than attempt to kill the ones running.

Recently, the Nigerian government made an expediture of over 1 billion importing dustbins from the UK. . . .in your own opinion, which economy fared better for it?

who would then buy the local furnitures if there are foreign furnitures in the market selling at competitive rates? the results? . . . the local manufactures will be forced to reduced their price on goods which will bring down their profit margins by the time the cost of goods is factored in and of course, many more will lose their jobs!

. . you want to know more? the naira would become much more available which will drive up its supply and reduce its value.

Oh did i mention the number of vehicles that will now be plying our already over-subscribed roads? damn! imagine every student could now buy a 1993 model toyota, the hours spent in traffic will double before the end of the year. . . and of course, the roads which were designed for a specific time frame will definitely wear out faster than originally planned.

Additionally, we'd have more old cars which emits higher carbon contents, thus the environment would become drastically polluted, and in a decade or two, we' all will begin to wonder where all kinds of lung diseases came from.

Although i agree that these products even when banned, find their ways into the country through one route or the other, however, this demonstrates the laxity and porousness of the government borders and its weakness to enforce its laws.

Does it mean that if drug trade is legal in Benue Republic, Nigerian government should also follow suit since the products will find their way through our borders and the government will lose a lot of Revenues from it?

I find it really absurd that even while the feds are capable of generating billions from coal and steel revenues, they have chosen to watch those sectors dilapidate and would rather instead allow every junk to pass through their borders!
