It seems you are not understanding me. The bolded is what I am answering. My answer is the reason why lending agencies will always give loans to African governments. And if you read my response well, I didn't exonerate the African governments. I showed that they are complicit in the suffering of the people.

Africa is Rich. So rich, that in actual sense, we should be the ones giving loans or aid to other continents.

Africa's underdevelopment is deliberate, so that the African governments can have less people to challenge their authority and supported by other continents for easy access to African resources. They (lending bodies) will always give loans to Africa because what they are getting is far much more. They know that the African governments will never use it for development, so it is a way to settle them for allowing access and for tying them down so that they don't break the agreement. I have one example of a loan that was intended for development that was rejected by the IMF. I think it was the Uganda-Tanzania pipeline that was meant to advance the energy and industrial development of both countries that was rejected. But they have been loans granted for fictitious things.
