Politics / Why I’m Supporting Judiciary With Cars, Others –Wike by Weneda(m): 6:56am On Jan 30, 2021
Dennis Naku , Port Harcourt
Rivers State Governor , Nyesom Wike , has declared that his administration will not be distracted from contributing its quota to a seamless administration of justice both at the state and national levels.
Wike spoke while performing the formal opening of a legal firm ; L . A . Mitee and Company ( Inata Chambers ) , in Port Harcourt , on Friday .
The governor in a statement issued in Port Harcourt by his media aide , Kelvin Ebiris , stated that the legal profession was part of the problem stalling the process of justice administration in the country because of the activities of some misinformed lawyers .
He said, “ These misinformed lawyers politicise issues of justice administration and sometimes resort to legal battles without a clear understanding of the position of the law on such matters . ”
Wike disclosed that an ‘ill -informed ’ lawyer who did not have a grasp of how budgets function and what the role of government is in creating a conducive environment for administration of justice , had dragged the state government to court over its support for the judiciary.
“ Just this morning , the Attorney -General and Commissioner for Justice came to me that one lawyer in Port Harcourt went to court against the state government . He said we have no business in building houses for judges , we have no business providing cars for judges .
“ He said we have no business in building courts for federal institutions and that I have no right to even contribute to the structures in the Nigeria Law School.
“ What will be our contribution to the administration of justice when the structures are dilapidated? That lawyer is saying that what we are doing is not budgeted for . Everybody parades themselves as if they know the law even when they don’ t know the law .
Earlier , the principal partner of L. A . Mitee and Co ., Mr Ledum Mitee said the law firm in Port Harcourt would be a highly competitive legal chamber that would serve as a mentoring hub for junior lawyers and for legal advocacy .
The President of the Port Harcourt branch of the Nigeria Bar Association , Prince Nyekwere , urged Wike not to be weary in his support for the judiciary , which he said had enhanced the process of administration of justice in the country , even as he lauded Mitee for giving back to the society .

Crime / Igangan Attack: Sarkin Fulani Accuses Police Of Complicity by Weneda(m): 3:08pm On Jan 28, 2021
By Demola Akinyemi
The Sarkin Fulani of Igangan in Ibarapa Local Government Area of Oyo State, Seriki Salihu Abdul Kadir, has accused the Oyo state police command of complicity in the attack of Mr Sunday Adeyemo on his properties last Friday.
The Octogenarian, a Fulani man, native of Ilorin in Asa local government area of Kwara state said that the attackers would have met emptiness in his domain as he would have fled with his families and other valuable properties before their arrival if the police had not deceived him.
Seriki Abdul Kadir who addressed a press conference in Ilorin, therefore, urged the federal government to intervene in the destruction of his properties, which included 11 exotic cars, 207 cows, his buildings and other properties therein, totalling N500m destroyed by Mr Sunday Adeyemo and his people and bring perpetrators of the crime to book.
He said, “Few days to the time the destruction would happen after Sunday Igboho had given me an ultimatum, the police came to my place and told me that I shouldn’t worry because Sunday Igboho will not carry out his threat or do anything to me. It is on this strength that I relaxed because I believe the police.
“If I knew that Sunday Igboho would come and attack us the way he did, I would have left with all my family members and properties in peace and they would have met empty houses to destroy.”
Abdulkadir, who broke down in tears during the course of addressing journalists while narrating how seven of his relations were killed also denied conniving with kidnappers operating in the area as alleged.
He further denied any knowledge about the killing of one Dr Aborode stressing that all the allegations against him were concocted by Sunday Igboho with the sole purpose of getting the Fulani out of Igangan and other parts of Yoruba land.
“I and my family have been living in Igangan for over 50 years without any challenges from anybody either in Igangan or any other places,” Abdul Kadir explained.
He, therefore, called on the Emirs and other traditional rulers in the 19 northern states to come to the rescue of the Fulani residents in the South- West.
He equally called on the federal government to probe the burning of his house, vehicles and the killing of seven of his men in Igangan by alleged agents of Sunday Igboho.
Abdul Kadir added:” When a Fulani boy named Omomogeto was reported to me that he raped someone, I told the vigilante to arrest the Fulani boy. When he was arrested, I investigated the matter and discovered that he committed the offence, I handed him over to the family of the victim. Also, a young lady was raped by an indigene of Igangan last year to the extent that the young lady died in Igangan, nothing was done to the man who raped the young lady.
” There was no case of farm destruction reported to me that I did not send people to go and look at the farm that was destroyed. I discovered that it’s true, I will order the Fulani to pay money to the farmers; i.e the Agoro family in Igangan and many more. I have a record where I’m recording the issues affecting the farmers.
Also read: Ibarapa: We live in fear now; we want peace, Seriki, Miyetti Allah appeal to Makinde
“On the issue of killing of one Dr Aborode, I don’t know anything about it. Where Dr Aborode was killed is very far from my village. It’s about two hours drive to my village; you will pass through Igangan town before you get to where I am.
” Finally, I want the federal government to investigate this matter and anyone found guilty should face the law. My houses, 12 vehicles belonging to myself, my children and some visitors were burnt and seven of my people were killed. The corpses of two were yet to be found and some of my animals were carted away.”
He, however, said he might not return to Igangan land he had lived for over 50 years despite any intervention, because of the fear of possible attack by the residents of Igangan.
He said” given the conspiracy by the police with the natives of Igangan, I and my people will not feel comfortable returning to Igangan. We even learnt that the government had deployed over 200 Amotekun personnel to the forests in Oyo.
“Who will these Amotekun men meet in the forests other than the Fulani,” he rhetorically asked.
He recalled that relationship between him and the people of Igangan went sour when the natives lied against him to the monarch that he was plotting to take over Igangan lands from him and he believed them.

Politics / It’s Embarrassing For An Unmarried Policewoman To Get Pregnant – PPRO by Weneda(m): 1:01pm On Jan 28, 2021
By Rotimi Ojomoyela – Ado-Ekiti
The Ekiti State police command has defended its decision to dismiss an unmarried policewoman, Olajide Omolola for getting pregnant out of wedlock less than a year after she joined the force.
Omolola, a corporal serving at the Iye Divisional Police Headquarters in Ilejemeje local government area of the state was dismissed from the force last week for breaching the section 127 of the Police Act and Regulation which forbids a woman police from getting pregnant before marriage in the Force.
Section 127 of the act reads,” An unmarried woman police officer who becomes pregnant shall be discharged from the Force and shall not be re-enlisted except with the approval of the Inspector-General.”
Speaking with our correspondent on Thursday, the Police Public Relations Officer (PPRO) in the state, ASP Sunday Abutu noted that every organisations have rules guiding their conduct, saying Omolola who was enlisted in April 2020 embarrassed the Force by flouting the police Act which she agreed to adhere to when taking the job.
Abutu advised residents and stakeholders not to be emotional with her case but join the Force in enforcing the laid down rules and regulations guiding the conduct of officers.

According to him, ” It is very much there in the police Act and anyone that is coming in especially a woman when she could get pregnant after some years but in her own case she joined less than a year ago and she got pregnant without a husband. It is against the Police Act.
“People bringing emotions and personal opinion to it should not be the case. In your own establishment, you have your own rules and regulations and no matter how small or big the rule is, nobody should go against it or take it for granted.
” Everyone in the Force knows that you must introduce someone as your husband, that is it. So getting pregnant without doing this is an embarrassment to the Force. There is nothing too harsh in the punishment.
” Don’t forget she got enlisted into the Force not up to a year and there is no record of traditional, church, police marriage.”
The PPRO, however, revealed that she could still be recalled into the Force by the Inspector General of Police, calling on people to exercise restraint in the matter.
Abutu explained that Nigerians should focus their strengths in the fight against insecurity across the country, adding that she would not be the first to be dismissed from the Force for similar reasons.

Celebrities / Popular American Actress Cloris Leachman Dies At 94 by Weneda(m): 12:50pm On Jan 28, 2021
Popular American actress , Cloris Leachman , has died at 94 of natural causes on Tuesday in Encinitas , Califonia.
The Oscar and multiple Emmy winner is best remembered as the delightfully neurotic , Phyllis Lindstrom on ‘The Mary Tyler Moore Show ’ and her own subsequent sitcom , Variety . com reports .
Her longtime manager, Juliet Green said, “ It ’s been my privilege to work with Cloris Leachman, one of the most fearless actresses of our time . There was no one like Cloris. With a single look , she had the ability to break your heart or make you laugh ’till the tears ran down your face . You never knew what Cloris was going to say or do and that unpredictable quality was part of her unparalleled magic. ”
The daffy, self -absorbed Phyllis , a character she claimed was close to her own persona , brought the actress two Emmys as a featured actress in a series during the mid -’ 70 s and made Leachman a household name.
Leachman also won a supporting actress Oscar in the early part of the decade for a far different character , an embittered small- town housewife in Peter Bogdanovich’ s elegiac “ The Last Picture Show ”; she would later reprise the role in the film’ s less successful sequel “ Texasville . ” Both films were based on the writings of Larry McMurtry.
Overnight success for the actress , however, came only after two decades of hard work in theatre , television and some films . Leachman was in her 40 s when stardom finally hit .
Leachman ’s pitch -perfect timing and effortlessness in comedy and her unadorned honesty in drama was the result of many years honing her craft and incorporated her own life experiences as a mother of five children .
Her open, all -American look took her through several decades in a wide variety of roles on Broadway and early television as well as more than 40 movies , where she moved easily from leading roles to character parts.
The actress won a total of eight primetime Emmys , both for drama and comedy , and one daytime Emmy.
Leachman was inducted into the Television Academy Hall of Fame in 2011 .
“ Cloris: My Autobiography ” was published in 2009 . She penned the bestseller with George Englund , whom she divorced in 1979 .
Survivors include sons Adam , George Jr ., Morgan, an actor; and a daughter , Dinah .
The family requests that any donations in her name be made to PETA or Last Chance for Animals .

Politics / Ohanaeze General Assembly Asks Buhari To Consider Igbo For IGP by Weneda(m): 7:23am On Jan 28, 2021
Ohanaeze General Assembly asks Buhari to consider Igbo for IGP

…Rights group tasks PSC on equity, fairness in next promotions

OHANAEZE Ndigbo General Assembly Worldwide, OGA, has urged President Muhammadu Buhari to consider appointing an Igbo as the next Inspector-General of Police, IGP.

The group was reacting to the president’s appointment of new service chiefs – Lucky Irabor, chief of defence staff; Ibrahim Attahiru, chief of army staff; Awwal Gambo, chief of naval staff, and Isiaka Amao, chief of air staff, on Tuesday

In a statement by its President-General, Onuorah Onyeachonam, yesterday, the group said President Buhari excluded Igbo from the appointments and urged him to appoint the most senior Igbo in the force as IGP.

“There is no Igbo man among the newly appointed service chiefs. Those who claim that the newly appointed Chief of Defence Staff, Maj Gen Leo Irabor is an Igbo man should tell us if Irabor is an Igbo name,” he said.

“As the Inspector General of Police is due for retirement and fast getting ready to exit the police apex position, we call on the APC- led Federal Government to consider an Igbo man for the position of the Inspector General of Police. If there is no Igbo man or woman qualified for the job of the IGP, promote the Igbo next in line in the Police Force to fit in.”

Rights group writes PSC over promotions in Police, calls for equity, fairness

The OGA spoke as the International Society for Civil Liberties and the Rule of Law, Intersociety wrote the Police Service Commission, PSC, asking it to among other issues, deliberate on who succeeds, the current IGP and address what it called “Igbo exclusion and other glaring injustices in police promotions.”

In the letter to the commission signed by Emeka Umeagbalasi, Board Chairman, Chinwe Umeche, head, democracy and good governance and Obianuju Joy Igboeli, head, civil liberties and rule of law, the group urged the commission to correct all marginalization in the force, particularly on promotions.

Noting that Adamu is due for retirement on February 1 and three DIGs, 10 AIGs have reached retirement age and are expected to go with IGP Adamu, the group said there are ”a number of other senior police officers who are part of the Nigeria Police Management Team chaired by the outgoing IGP.

“As your Commission is likely aware, three DIGs and ten AIGs have reached retirement age and will statutorily retire with IGP Abubakar next Monday, 1st Feb 2021, having joined the Force with the outgoing IGP on 1st Feb 1986.

“The three retiring DIGs are DIG Baraya, DIG Ogbizi and DIG Oyabade and the 10 retiring Police AIGs are: AIG Karma, AIG Larmode, AIG Mustapha, AIG Inakwu, AIG Mava, AIG Babajide, AIG Babas, AIG Amba, AIG Akpan and AIG Adeoye.

“We therefore, wish to bring to its attention and remind same of the outcries generated by the Commission’s last promotions on 18th December 2020.

“The outcries by the public, public interest groups and direct victims of the shoddy promotions range from deliberate total exclusion of Igbo/Southeast officers from the rank of Police AIG and abysmal allocation of CP slots to the region as well as padding the lists of those made CPs, DCPs and ACPs and unjust exclusion from the promotion lists of senior officers due for promotion especially those in the rank of ACP scheduled for promotion to the rank of DCP having successfully undergone the mandatory Promotion Exams and Annual Performance Evaluation Reports (APERs).

“It is on account of the above that Intersociety is writing your Commission and calling on you to frontally, justly and judiciously address Igbo exclusion and other glaring injustices thrown up in the last promotion exercise which was greeted by widespread outcries and misgivings.

“The vacuum created by ten retiring AIGs is a golden opportunity for PSC to make amend. Already, fears are growing widely that there may be another round of promotion exercise outside the confines of regional balancing, merit and seniority.

“We hereby attach for the perusal of your Commission and as a ‘working document’ our expert-opinion paper, released on 29th Dec 2020, findings made in the four-page investigative report which we feel is capable of frontally addressing the said injustices, if judiciously studied and acted upon by your Commission.

“The investigative findings had frowned at total exclusion of Igbo/Southeast from the list of Police AIGs to the extent that out of the country’s 36 serving AIGs and 17 Police Zonal Commands, headed by same AIGs, no Igbo/Southeast is among them.

“In the rank of CPs, too, out of the country’s 119, only eight, instead of at least 19, are from Igbo/South-East and of the eight, only six have a minimum of one year-and-a-half to stay in the Force.

“It is therefore our firm demand that these glaring injustices highlighted above must be frontally and justly addressed. There is need to capture the 17 ACPs left out in the December 18, 2020 promotions in the new promotions.”

Politics / Groups Back Soyinka As Nobel Laureate Says Buhari Further Dividing Nigerians by Weneda(m): 6:41am On Jan 28, 2021
Friday Olokor , Samson Folarin and Dennis Naku
The pan -Yoruba socio -political organisation , Afenifere , and the Pan -Niger Delta Forum have backed the Nobel laureate , Prof . Wole Soyinka , that the regime of the President , Major General Muhammadu Buhari ( retd) is to blame for the “ alarming polarisation” of Nigeria.
The revered playwright and essayist had spoken on Wednesday during a morning television programme , Kakaaki , on AIT , which was monitored by one of our correspondents .
He said, “ There is no question at all that Nigeria is alarmingly polarised and I blame this regime , I heap the major part of the responsibility on this regime because of its now undeniable nepotistic governance . I have already cited a couple of examples .
“ Also, it has been pointed out , especially when Reverend Kukah made his statement , that there ’ s been more than double standard in the application of justice , application of attitude of government ; depending on who is doing what and who is demanding what . The kinds of statements which come out of the Presidency are so parochial that those who make them should be ashamed of themselves and should have been thrown out of their positions ages ago . They are an embarrassment not only to any government , but to the nation itself . When something similar happened in another part of the country , just a few weeks ago , a different kind of approach was taken . So, there is distrust . It ’ s unfortunate that this is one of the legacies which this regime will be leaving behind when it finally leaves office. ”
Soyinka said the present government had given up its battle against corruption , adding that the system had become corrupted so badly that court cases are being stretched out through technicalities .
“ There are so many people who should be in prison if this government had not run out of steam , and so the system is being manipulated . There are cases where the prosecution had reached the level where evidence had been given on governors who had been stealing and depositing in bits and pieces so as not to flout a certain regulation . I mean cases have been taken to that level and suddenly , silence . The EFCC , which I back solidly ever since the days of ( Nuhu) Ribadu , in all kinds of ways , we no longer know the distinguishing from rights and left, ” he added .
On restructuring and devolution of powers , the laureate queried why the National Assembly refused to take responsibility since the executive had been hesitant on the issues .
“ And it is the responsibility of the constituency to remind them of these derelictions , these failures to come up to scratch as expected when they come round next for elections,” he added .
‘ Soyinka on point ’
In its reaction , PANDEF spokesman, Ken Robinson , in a telephone chat with one of our correspondents agreed that the country was polarised .
Robinson said , “ Absolutely , Wole Soyinka is right . The Buhari administration has created division and disaffection in the country . People are being alienated . People are being excluded.
“ The administration is very exclusive . Appointments are largely based on ethnicity and religion , not on merit; you know until this appointment of new service chiefs , the whole military high command was occupied by persons from a section of the country .
“ So people are feeling that the country is more divided than ever before the civil war, and to a large extent it ’ s true . It is very evidential that Buhari administration has polarized the country along ethnic and religious lines and it ’ s very sad.”
Also, Afenifere spokesperson , Yinka Odumakin , said, “ The Nobel laureate is clearly spot on in his observation of the mishandling of the country by President Buhari and it is very shameful that this government has taken this country to this low level of ethnic discord caused by nepotism .”

Politics / Another Lockdown Will Be Catastrophic, CBN Tells FG by Weneda(m): 7:59am On Jan 27, 2021
BY MARK ITSIBOR, Abuja
As the spike in the second wave of COVID-19 raises concerns of another nationwide lockdown, the Central Bank of Nigeria (CBN) has cautioned the federal government against a second shutdown, saying it would be disastrous for the economy.
“As long as we are seeing a second wave of COVID-19, even in Nigeria, we are trying to convince the government not to adopt a wholesome lockdown because that could be catastrophic on everybody and the economy,” CBN governor, Godwin Emefiele said.
Speaking during a press briefing to announce the outcome of the 2-day meeting of the Monetary Policy Committee of the apex Bank, Emefiele also announced that the Bank’s total financial disbursement under its various interventions amounted to N2trillion as of January 2021.
Under its Anchor Borrowers’ Programme, the cumulative sum of N554.63billion has been disbursed to 2,849,490 beneficiaries since inception out of which N61.02billion has been allocated to 360 farmers during the dry season.
CBN began its current interventions in 2015 with the launch of Anchor Borrowers’ Programme by President Muhammadu Buhari to assist small holder farmers to increase the production and supply of feedstock to agro-processors with the aim of creating an ecosystem to link smallholders to processors.
The CBN governor said the bank has disbursed N192.64 billion to 426, 016 beneficiaries under its COVID-19 targeted credit facility meant for household and small enterprises.
He stated: “We have also disbursed 106.96 billion to 27,956 beneficiaries under the CBN’s agricultural and small scale equity investment scheme. While under the healthcare support intervention programme, we have disbursed N72.96 billion to 73 different projects in the health, hospital and pharmaceutical centre that comprise 26 pharmaceutical projects, 47 hospitals and healthcare project services in the country.
“To support the provision of employment opportunity for the Nigerian youth, the Central Bank of Nigeria also provided financial support through our creative industry financing initiative and Nigerian youth investment fund amounting to N3.12 billion to 320 beneficiaries and N268 million to 395 beneficiaries respectively.
“On enhancing power supply, the CBN has so far provided N18.58 billion for the procurement of 347,853 electricity retail meters to distribution companies in support of the national mass metering programme. Our target is 5 million meters to ensure that all households are effectively metered in Nigeria.”
On the Bank’s interest rate concession which expires in March 2021, Emefiele said, “We would extend by 12 months again, the interest rate of 5 per cent for CBN interventions. It will result in losses for us, particularly if we see yields going up, but we think this should be central bank’s own contribution to ensure that interest rate, particularly for our interventions, which are targeted to either households, SMEs, agric, health sector, pharmaceuticals and manufacturing that will stimulate consumer spending and increase productivity.”
Reading the committee’s communiqué yesterday in Abuja, governor Emefiele said the MPC has also decided by a unanimous vote of all 10 members at the meeting to keep the monetary policy rate at 11.5 per cent, and do the same for all other policies parameters.
“What that means is that the MPC voted to also retain the asymmetric corridor at +100/-700 basis points around the MPR; retain the CRR at 27.5 per cent; and retain the liquidity ratio at 30 per cent.
“The MPC was of the view that whereas there maybe wisdom in loosening, given that the impact of the COVID-19 pandemic has resulted in constrained activities, destruction to supply chains, an accommodating stance is required to encourage credit expansion and boost recovery in the short term,” it added.
The committee also noted that expansionary policy would convince financial institutions to reduce non-pricing and defend interest and principal repayment to critically affected obligors in a sustainable manner.
It was also of the view that an aggressive expansionary stance may worsen inflation and the negative real interest rate, thereby resulting in negative consequences on exchange rate.
With regard to tightening, it said it may run contrary to its objective of providing affordable credit to households, MSMEs, agricultural sector and other output growth and employment stimulating sectors of the economy.
It resolved to pursue its current stance of systematic synchronisation of monetary and fiscal policy accommodation through its development finance initiatives aimed at mitigating the impact of COVID-19 pandemic on Nigerians.
It noted the marginal increase in Non-Performing Loan ratio which rose to 6.01 per cent at the end of December 2020 from 5.88 per cent at the end of November 2020 and above the prudential threshold of 5 per cent.
The MPC maintained that the priority remains quick and targeted spending by fiscal authority, supported by the central bank interventions. It was thought to provide complementary measures to the fiscal side in a bid to increase aggregate supply and reduce prices.
The committee called on the government to redouble its effort at strengthening the infrastructural efficiency and address the emerging security challenges in the country.
The also urged the government to explore the option of effective partnership with the private sector to improve funding sources necessary to address the huge infrastructural financing deficit.
On the plan of the apex bank for 2021, Emefiele said the bank will be looking more at growth in 2021, especially measures that can encourage positive growth, stimulate consumer spending and ultimately lead to more facilities for manufacturing companies… to create employment and positively impact on the GDP.

Politics / 20 Generals May Go As Buhari Replaces Buratai, Service Chiefs by Weneda(m): 5:55am On Jan 27, 2021
No fewer than 20 members of courses 34 and 35 may proceed on retirement as the President, Major General Muhammadu Buhari (retd.), on Tuesday removed service chiefs and appointed a new set of officers to replace them.

The Special Adviser to the President on Media and Publicity, Femi Adesina, in a statement titled, ‘President Buhari appoints new service chiefs,’ named officers who would head the nation’s armed forces.

According to him, they include Chief of Defence Staff, Major-General Lucky Irabor; Chief of Army Staff, Major-General I. Attahiru; Chief of Naval Staff, Rear Admiral A.Z Gambo, and the Chief of Air Staff, Air-Vice Marshal Isiaka Amao.

Shortly after the appointment of the service chiefs, sources in the Nigerian Army told The PUNCH that the appointment of the new service chiefs might force no fewer than 20 generals in regiment courses 34 and 35 to retire. While Attahiru is a member of Course 35, Irabor is a member of Course 34.

Earlier in his statement, the Presidential spokesman, Adesina, stated, “President Muhammadu Buhari has accepted the immediate resignation of the service chiefs, and their retirement from service.

“Those involved are the Chief of Defence Staff, General Abayomi Olonisakin; Chief of Army Staff, Lt-Gen. Tukur Buratai; Chief of Naval Staff, Vice Admiral Ibok Ekwe Ibas; and Chief of Air Staff, Air Marshal Sadique Abubakar.

“President Buhari thanks the outgoing Service Chiefs for what he calls their ‘overwhelming achievements in our efforts at bringing enduring peace to our dear country,’ wishing them well in their future endeavours.

“The new service chiefs are: Major-General Lucky Irabor, Chief of Defence Staff; Major-General I. Attahiru, Chief of Army Staff; Rear Admiral A.Z Gambo, Chief of Naval Staff; and Air-Vice Marshal I.O Amao, Chief of Air Staff.

“The President congratulates the new Service Chiefs, and urges them to be loyal and dedicated in the discharge of their responsibilities.”

20 generals may go

The PUNCH gathered that chief among those expected to retire is Lt. Gen. Lamidi Adeosun, the Chief of Training and Operations, Army headquarters.

He was promoted in 2019 to the same rank as Buratai by the President.

The PUNCH gathered that although many of the senior officers might retire, the service years of some of them might be extended by the new chief of army staff who would need their experience in the ongoing counterinsurgency campaign in the North-East.

It was also learnt that some of them might be posted to the defence headquarters, where they would not be reporting to the chief of army staff.

A retired general said, “We have the dearth of officers with experience in Liberia and Sierra Leone wars because it takes gut to fight these boys (insurgents). They use the same tactics we fought against in Sierra Leone and Liberia. It is not automatic that members of Course 34 and 35 would retire.

“Course 33 has gone, we have 34 and 35. Irabor is Course 34. Attahiru is course 35. About 20 generals in course 34 and 35 may go, but the COAS may retain some of them. He would use his discretion. He would want his course mates to be around him. Some may be posted to the defence headquarters.”

A retired officer, who spoke on condition of anonymity, recalled that there was a frosty relationship between Buratai and Attahiru.

Buratai had in 2017 removed Attahiru as Theatre Commander of Operation Lafiya Dole following a spate of attacks by the insurgents, including the killing of at least 50 people in a mosque.

Buratai also gave him a deadline to deliver Boko Haram leader Abubakar Shekau dead or alive within 40 days.

Attahiru had taken over the command in May 2017, from Irabor who is now the CDS, but suicide bombings and attacks on military formations increased drastically under him.

In June, barely a month after he took over, Boko Haram insurgents attacked Maiduguri, the Borno State capital.

A month after, a group of geologists and technologists from the University of Maiduguri were ambushed by Boko Haram insurgents at Magumeri area of Borno state. About 12 soldiers who escorted the academics were reportedly killed.

Some staff of the Nigerian National Petroleum Corporation on the team were also killed in the brutal ambush.

Boko Haram, using four female suicide bombers, also attacked Muna Gari, a suburb of Maiduguri, killing about 14 persons.

Attahiru was subsequently removed and posted out of the combat zone.

In his valedictory speech at the operation, Attahiru had described his posting as routine.

He stated that his team killed five Boko Haram commanders and neutralised 70 terrorists while he was at the helm.

Attahiru had said, “Suffice to note that during the operations, 5 high profile BHT commanders and many foot soldiers were killed, while many other members of the group surrendered owing to the effectiveness of the operations,” Attahiru said in December 2017.

“None kinetic operations were also conducted through coordinated media and information operations that led to the surrender of 72 BHT, who were immediately inducted into Operation SAFE CORRIDOR.

“Furthermore, operational support was also provided to troops of Multinational Joint Task Force during Operation RAWAN KADA in June 2017, which led to the killing of over 70 BHT and the capture of assorted automatic weapons.”

Following the increasing attacks by Boko Haram insurgency in the North-East and banditry in the North-West as well as activities of killer herdsmen in other parts of the country, the National Assembly, the northern socio-political organisation, the Arewa Consultative Forum; its counterpart in the South-West and Ohanaeze Ndigbo, called for the removal of the service chiefs, who were appointed in 2015.

But the Presidency has repeatedly dismissed such calls, saying it was the President’s prerogative to appoint and remove heads of the country’s armed forces.

Reacting to the removal of the service chiefs and appointment of new ones, a chieftain of the All Progressives Congress in Niger State Mr Jonathan Vatsa, in an interview with The PUNCH, said the President’s action came late as the military had been bastardised already.

On his part, Kaduna State Christian Association of Nigeria Chairman and Vice Chairman (19 Northern States and Abuja), John Hayab, said the removal of the service chiefs was long overdue.

He stated, “Nigerians have received these changes as something long overdue that is why we will not celebrate much but pray more for them to make a difference.”

Buhari still loaded with nepotism, says Afenifere, faults S’East exclusion

The National Publicity Secretary of Afenifere, Yinka Odumakin, told The PUNCH that the changes were belated. He also wondered why an officer from the South-East was not appointed.

He said, “We are not excited about the belated action of Mr. President. So much has been done to damage the security architecture under nepotism.

“We can only be impressed with the new team when we no longer hear that soldiers are accompanying herders to beat people like it happened in Ogun days back.

“We will want to see inclusive security arrangement to be convinced that normalcy is about to return. We also will like to know why no person was found worthy from the South-East in the new team.”

Hit the ground running, senators tell service chiefs

Also, some Senators asked the newly appointed service chiefs to hit the ground running by tackling the worsening insecurity across the country.

Senator Enyinnaya Abaribe (Abia South) said, “The appointment of new service chiefs is better late than never. We have been calling for this for a long time now.

“Let us hope that this team would stem the tide of insecurity”.

On his part, Opeyemi Bamidele said, “This is just one out of a number of steps needed to be taken, to tackle insecurity which is making life difficult for Nigerians.

“We should work on the morale of the serving military officers so that they can pursue the war against banditry and insurgency very well”

Politics / Why We Demolished Illegal Structures Within National Assembly Complex —FCTA by Weneda(m): 9:36am On Jan 26, 2021
Sunday Aborisade and Leke Baiyewu , Abuja
The Federal Capital Territory Administration said on Monday that it demolished an illegal private residential building and a filling station under construction inside the National Assembly Complex , for security reasons .
The Director , FCTA Department of Development Control, Alhaji Muktar Galadima , who led the exercise on Monday , told journalists that the land was initially allocated to the developer to construct a commercial filling station.
Galadima said the developer decided to unilaterally commence the building of a residential property adjacent to the land earmarked for the station without necessary approval .
He said , “ Following a series of complaints from the Office of the National Security Adviser on the security implications of citing a filling station inside such a complex , the allocation was reviewed and revoked .
“ Compensation had already been paid for the revoked land and property built but no compensation will be paid for the adjourning residential structure.
“ The place was allocated to a corporate entity for the provision of a filling station within the National Assembly.
“ Unfortunately , it was later reviewed as a mistake for obvious security reasons for such a facility to be situated within the Three Arms Zone .
“ So after doing the necessary diligence , the FCT Administration thought it fit to remove the structure and give way to the office of the National Security Adviser to take over the land .
“ The department followed a long procedure before demolishing the illegal structure marked since 2015 .
“ When the FCT Administration received correspondence regarding the obvious security implications of the facility , we had to follow due process because approval was granted for the development of the land .
“ So, we had to assess and value the property , as well as pay compensation to the affected party . That is why it took us this long to remove this structure.
“ We are humans and we are not perfect . Sometimes we make mistakes , but this type of obvious one is something that should not have been done in the first place .
“ There is a specific location for each land use as regards the Abuja Master Plan . So because you feel that you have money and can just rush and build filling stations at any place is not allowed , ” he added .

Education / N40bn Allowance: Some Vcs, Bursars Hindering Disbursement – ASUU by Weneda(m): 3:06am On Jan 26, 2021
Grace Edema
The Academic Staff Union of Universities has said Vice - Chancellors and bursars of some universities are hindering the smooth disbursement of the union ’ s share of the N 40 bn earned allowance.
The Minister of Labour and Employment , Dr Chris Ngige, had recently said the N 40 bn earned allowance had been paid to the universities ’ account, adding that out of the N 40 bn , ASUU has N 30 bn as earned academic allowance while the non -teaching staff has N 10 bn as earned allowance.
Speaking with our correspondent on Monday , the national president of ASUU, Prof . Biodun Ogunyemi , said , “ There are some hitches at the Central Bank too . So, it is when we confirm that other universities have been paid that we can attest to, and we suspect that some Vice - Chancellors and bursars are trying to constitute problems .
“ In principle, they have released the money but in vertical terms , not all universities have received theirs . Some VCs are not cooperating with our members on the information they should provide . We expect them to carry our members along and disburse the money based on the agreed formula but because some VCs always have issues with the union either because the union is too critical of them or they have something to hide , they are not cooperating with our union . We are monitoring those universities and at the appropriate time we will come up with a decision about them .”
Ogunyemi identified the University of Lokoja as one of the universities that had refused to offer information that would assist speedy disbursement of the fund to ASUU members in the school.
“ For instance , the Federal University , Lokoja, is not forthcoming with information . What is expected is that they had worked out what the EAA arrears for lecturers are and what proportion that money can pay . We need to work with the University administration to present what proportion they can payout of the arrears because the money cannot pay all that they owe .
“ This 40 bn we are talking about, there is supposed to be another tranche later this year and another tranche next year .
“ So, those tranches if they are not paid immediately , the total amount that is to be paid cannot be covered with what has been released . What that means is that we would have to work out what proportion can be paid out of what our members are owed .
“ That is why we need the cooperation of the bursars, the university administrations and the VC in particular because where VCs thinks the bursary should not cooperate with the union , then we can ’ t have an easy passage. Until our members get the money , the money has not been paid . So, that is why I said it is a process we are monitoring and we are engaging all those involved . If it comes to a point where we have to protest we would not hesitate, ” he said.
Ogunyemi said the EAA was for only lecturers who qualified to earn it and not for all lecturers.
He said , “ N 30 bn was not paid to ASUU, the money was paid to the universities ’ account. The money will be disbursed to ASUU members who have such a claim . There are ASUU members that would not claim a kobo out of this money.
“ If you don ’t teach postgraduate students , you won ’t get postgraduate allowance; if you don ’t supervise the postgraduate project , you won ’ t be paid for it ; if you don’ t have excess workload , you won ’t be paid for that as well . So, when people hear 30 bn has been paid to ASUU members , they think everybody has gotten a windfall and that is not the correct picture . ”

Nairaland / General / I Knew I Was Gay At 10 — Bolu Okupe by Weneda(m): 9:02am On Jan 24, 2021
Bolu Okupe , son of former presidential aide, Dr Doyin Okupe , speaks to AFEEZ HANAFI on his sexual orientation as a gay and his father’ s remarks
Your dad, in two separate Facebook posts , expressed strong belief that you would reconsider your sexual orientation as a gay someday . What is your view on this ?
Sexual orientation is not something that one can “ reconsider” . This is the way I am and it is the way I have always been and will always be . I and many others in the LGBTQ ( Lesbian , gay , bisexual, transgender and queer ) community were born the way we are, many may not understand this but stop and think for a second , why would we intentionally choose this lifestyle when we know that we will be ridiculed and shamed by society ? I do hope that one day we can , as Nigerians and Africans , get to the point where we love and accept each other regardless of things such as sexual orientation .
Your father equally said your sexual status is anti -Christ . How do you feel about it?
I will just say that I love and appreciate every one of my family members, my father inclusive, because if not for him , I definitely would not be able to live the life that I currently live . So, I will never utter anything disrespectful ( to him ) on any platform. With regard to homosexuality being anti- Christ , this is not incorrect , as many have pointed out to me . It is clearly forbidden in the Bible ; however, I would like to also mention that there are a lot of things that are also forbidden in the Bible that many Christians partake in . So, it confuses me why people of the Christian religion feel like they can pick and choose what to be morally superior about.
Considering the fact that your father was part of the ex -President Goodluck Jonathan- led administration that passed anti -gay law in Nigeria , do you have any regrets ?
I do not have any regrets about coming out . Whether people like it or not, it ( the law ) has started a discussion on this topic within the Nigerian atmosphere that was necessary . Being gay is not “ Western ” or “ European .” There are many gay people in Nigeria , they just do not have the ability to openly live that way due to fear of criticism and judgments similar to the reactions that I received. I hope one day homosexuality can be decriminalised in Nigeria . However, I know that we have a long way to go before we get there .
Why did you choose to be gay ?
I did not choose to be gay . No one chooses their sexual orientation . The same way people do not choose to be straight , you just know.
At what point did it occur to you that you’ re one?
From the age of 10 or 11 I knew I was different , and if you speak to more people in the LGBTQ community they will tell you the same thing , it starts around pre -puberty years. We would progress more as a society if we spoke more to each other and judged less . If people take time to have conversations with people of the LGBT community and understand their point of view and perspectives, you will realise that most of us are really not trying to harm anyone and there is no “ agenda .” We simply just want to exist and be entitled to the same basic human rights as everyone else .
By being gay, does that mean you don ’ t want to have children?
I will have my own children and a beautiful family someday . There are many ways for gay men to have children such as In Vitro Fertilisation or even through adoption .
Do you think your orientation can change if you relocate to Nigeria where homosexuality is abhorred?
My orientation can never change . As I stated before, if I was still living in Nigeria I would likely be living the same way all the millions of gay men there live , in secrecy . What happens in Nigeria is that many gay men lead a double life and this is not a life that I want for myself. Our time on this earth is short and limited and you don’ t want to waste it living a lie or pretending to be something that you are not. There are also many Nigerian women who are married to gay men and basically their whole lives and marriages are a complete sham. Some know, some don ’t , but I would never be able to do that to another human .

Politics / COVID-19: Ganduje Dumps Option Of Closing Schools by Weneda(m): 7:26am On Jan 23, 2021
By Bashir Bello – Kano
Governor Abdullahi Umar Ganduje of Kano State has on Friday dumped the option of closing down schools as a result of the Covid-19 pandemic.
Ganduje said the closure of schools amid COVID-19 prevalence, in the second wave phase, could cause another tragedy of taking the society back again, while the devastating virus keeps following students and/or pupils to their homes.
The Governor in a statement by his Chief Press Secretary, Abba Anwar, made the observation while holding a stakeholder meeting with members of the Nigeria Union of Teachers (NUT) with some selected Head Teachers, in the series of Stakeholders Sensitisation Meetings on Second Wave of COVID-19 In Kano, held at Africa House, Government House, Kano, Friday.
According to the Governor, though there is a dire need to fight the pandemic using all available avenues, called on all, to clearly understand the repercussions of certain actions in the process.
“The issue is not that of closing schools. When you close schools, it is another tragedy also. Because if you close schools with the intent that you take students away from COVID-19, the same pandemic is capable of following them into their respective homes. So what are we saying? he asked rhetorically.
“The closure of schools would take students and the system of education back again. It is because of this, that we exempted teachers from staying at home. Unlike other civil servants, whom we ordered must not come to work, but stay at home,” he explained.
He warned that COVID-19 protocols must be complied with, saying “We must comply with all the protocols as provided by our able health workers. This is absolutely necessary.”
After assuring them of the government’s commitment to the free and compulsory primary and secondary education policy, governor Ganduje urged parents to help teachers and the government in making sure that their children always comply with the protocols of COVID-19.
