The hope of the poorest and most vulnerable to experience a change in their standard of living since the inauguration of President Muhammadu Buhari in May 2015 may have been dashed, following an alleged hijack of the Federal Government’s monthly stipend meant for them.

The Presidency had two weeks ago announced the payment of the stipends to the poor through the Conditional Cash Transfer of its Social Investment Programmes.

The Senior Special Assistant to the Vice President on Media and Publicity, Mr. Laolu Akande, who disclosed this, explained that under the CCT, one million Nigerians would receive the stipend as a form of social safety net.

Akande said the exercise had commenced with the first batch of beneficiaries from three out of nine states the pilot scheme would cover already collecting the money.

Under the arrangement, he explained that Borno, Kwara and Bauchi states had started paying the money, while beneficiaries in Cross River, Niger, Kogi, Oyo, Ogun and Ekiti states would smile soon.

However, investigations by SUNDAY PUNCH correspondents in Borno, Kwara and Bauchi showed that top politicians were the ones choosing people to benefit from the scheme.

Potential beneficiaries also alleged during separate interviews with our correspondents that they were not carried along, despite the fact that they fall within the catchment area.

Also, contrary to widespread belief that the N5,000 will be shared per person, the administrators of the scheme in Kwara were observed giving N5,000 to an entire household.

KWARA

In Kwara, government had said 10,700 ‘households’ were currently benefitting from the first phase of the programme in the state.

But two factional Chairmen of the Peoples Democratic Party in the state, Mr. Iyiola Oyedepo and Mr. Sunday Fagbemi, said they were not aware that anybody or any of their party members had got the stipends.

The Senior Special Assistant to the Kwara State Governor on Media and Communication, Dr. Muyideen Akorede, however, insisted that 12 local government areas were participating in the first phase, while the remaining four LGAs would be considered for the second phase.

Akorede said the Kwara State Government was fully involved in selecting the beneficiaries.

He said the selection process was based on data collected for the World Bank-supported Youth Employment and Social Support Operation, where each community identified those considered as poor.

But Oyedepo said he was not aware that the payment had commenced in the state, adding that PDP was not carried along in the selection of the beneficiaries.

Expressing a similar opinion, Fagbemi said, “I have not heard of a single fellow from PDP that benefitted from such. The scheme should be for everybody.”

According to the state government, beneficiaries in the 12 councils of Asa, Ilorin West, Ilorin East, Ilorin South, Oke-Ero, Isin, Ifelodun, Offa, Edu, Patigi, Kaiama and Moro, have started benefitting from the scheme.

But some indigenes of Offa said they were not aware of the stipends being paid.

Among those who spoke on the issue with one of our correspondents were a 40-year-old commercial motorcycle rider, Omoboriola Abiodun; a 52-year-old petty trader, Mrs. Yusuf Adijatu; a 62-year-old grinding machine operator, Mrs. Lydia Oladele; a 50-year-old bread seller, Mrs. Racheal Olayemi; a 55-year-old bread seller, Mrs. Taibat Omojasola; and a 54-year-old motorcycle rider, Mr. Musliu Rahman.

Rahman said, “I have not heard of the scheme or the payment. I am not aware of any list of poor people in Offa. I don’t think poor people in Offa have received it and I have not been contacted by anybody over the payment of any stipend.”

A recharge card seller at the Muritala Muhammed Way, Ilorin, also stated that he had not benefitted from the scheme.

Likewise, a foodstuff seller at Oja-Oba (market), Mrs. Sadikat Monruf, and a street trader, Saka, said they had not been contacted by any government official concerning the scheme and that none of them had received any stipend.

BORNO

The situation got worse in Borno State as top politicians, including a prominent member of the Senate and a highly placed presidency official from the state, disagreed openly over the beneficiary list.

Few persons were said to have collected the stipend shortly before payment was suspended following a ‘fight’ between the two politicians.

SUNDAY PUNCH gathered that a manual social register was generated for the scheme which gave room for manipulation.

A top government official, on condition of anonymity, said, “It was the pressure mounted on the state government by the two political gladiators that made us settle for manual registration.”

Efforts to get the reaction of the state government failed as calls made to both the mobiles of the Secretary to the State Government, Usman Shuwa, and the Commissioner for Information, Dr. Mohammed Bulama, were not responded to as of the time of filing the report.

A social activist, Mr. Grema Terab, complained that the administration of the scheme was faulty from the initial stage in Borno.

He said, “The whole exercise was faulty from the inception in Borno; there was no way for many to be registered as there was no formal registration office or centre.

“The state was only able to initially register 6,000 out of its quota of 13,000 due to complacency on the part of those given the task of handling the registration.

“People have no easy access to the form as it was politicised by the coordinators in the state.

“There was no clear information on what they (the applicants) should do or how to go about it was given.”

Many Maiduguri residents also expressed dissatisfaction with the manner in which the scheme was being carried out in the state.

A resident, who spoke on condition of anonymity, said, “My name is on the register but I’ve not received payment. When some of us that had not been paid made enquiries last week, we were told we had a problem with our registration.”

Another resident, who also craved anonymity, asked the Federal Government to stop politicians from interfering with the beneficiaries’ list.

He said, “I am aware that two big politicians determined the list and with this, the real poor people won’t benefit. The government officials will keep the money and give out peanuts to those who go to their house.”

BAUCHI

SUNDAY PUNCH gathered that the payment of the N5,000 monthly stipend had yet to commence in Bauchi State, contrary to the presidency’s claims.

The Special Assistant to the Bauchi State Governor on Development Partners and Non-Governmental Organisations, Manu Soro, however, said his office had received confirmation from the Federal Government that the money had been disbursed to the state accounts.

He stated that 10,800 beneficiaries drawn from 12 out of the 20 local government areas had been captured in the scheme.

“We have received confirmation from the office of the Social Safety Net that payment has been effected by the Federal Government to the Interbank settlement system for onward transmission to the government-approved bank, which is Guaranty Trust Bank.

“Biometrics are being concluded and as soon as the internal processes in GTBank are concluded, beneficiaries will receive their money. Any moment from now, these funds will be available for them to access.”

Asked how the list was drawn, Manu said the state used a National Poverty Map as a guide to draw up the list.

He said officials carefully selected by the government went round the communities to get the list of the vulnerable and poor people.

He said, “The state Planning Commission, through the State Coordinating Unit, was saddled with the responsibility of generating what is called ‘single social register,’ which was generated in collaboration with the World Bank officials in the state.”

The Special Adviser denied allegations that only APC members were being considered for the scheme, stating that all those who qualified, irrespective of party affiliations, would benefit.

“We have no political interference in this scheme,” he said.

However, a stalwart of the opposition Peoples Democratic Party in Bauchi State, Yusuf Alkaleri, who spoke to our correspondent on the phone, said PDP members were not considered for the scheme.

He said the members were shocked to hear that the list had already been drawn.

He said, “To be very honest with you, no PDP member who is poor and vulnerable has been captured to benefit from this scheme.

“All we know is that a list was drawn and taken to President Buhari and he approved it. We didn’t know when they drew the list because it was done secretly. We don’t even know how it was drawn. They’ve made it an APC affair.”

A cross-section of poor and homeless people in the state capital told SUNDAY PUNCH that only people with links to politicians were beneficiaries of the stipend.

One of them, Abdu Hassan, said, “It is for only people who are connected to influential politicians. I have no salary, no pension, nothing. When I heard of the policy, I was happy because I felt I would enjoy it, but unfortunately, it was not so.”

Another respondent, Datua Manga, said, “I looked for the form to fill so I can be enrolled but didn’t get. I went to the National Identity Management Commission office three different times hoping that I will get the form but my efforts were fruitless.”

EKITI

As of Friday morning, over 700 out of the 3,600 beneficiaries on the list had received the N5,000 monthly stipend in Ekiti State, according to the Special Assistant to Governor Ayodele Fayose on New Media and Public Communications, Mr. Lere Olayinka.

But the state Commissioner for Information, Youths and Sports, Mr. Lanre Ogunsuyi, faulted the list being used by the Federal Government to pay the money, and insisted that it was different from that compiled two years ago by the World Bank.

Besides, he said, anyone operating a bank account should not be categorised as a poor person which the scheme was meant for.

According to him, the programme is bereft of definition and is deceitful as to who is qualified.

“It is highly politicised by the federal agencies handling it. The first set of states that qualified did so because they have a social register. But in the case of Ekiti, they jettisoned the social register.

“They are compiling their own list in the air. The modus operandi is also faulty because you can’t have a bank account if you are indeed poverty stricken. It is spurious that through out 2016 the Federal Government did not commit money to the scheme even after withdrawing from the account.

The people receiving the money are not the same people compiled by the World Bank; probably their names were compiled in a political meeting. It is possible that somebody benefiting from the state social scheme will still benefit from the Federal Government’s N5,000.

“We have 10,000 people benefitting under the state scheme with data capture and finger printing. We see their faces and pay them by hand. Whoever has a bank account cannot qualify to be a poor person because keeping a bank account pre-supposes you are saving some money for future needs.”

The Presidency insisted that the disbursement of the fund was not designed to benefit only members of the ruling All Progressives Congress.

The Senior Special Assistant to the Vice President on Media and Publicity, Mr. Laolu Akande, said this in an interview with one of our correspondents.

Akande said the social registers being used to determine beneficiaries in the states were prepared about three years ago, “long before the inception of the present administration.”

He said, “The CCT was not designed with partisan consideration. The social registers being used were prepared by the World Bank about three years ago.

“We understand that some Nigerians will doubt the government’s intention because of their past experiences.”

Akande also disclosed that money had been released for all the nine states that were pencilled down for the pilot scheme of the programme.

The states are Borno, Kwara, Bauchi, Cross River, Niger, Kogi, Oyo, Ogun and Ekiti.

He said the current challenge in some states was how beneficiaries without Bank Verification Numbers would be able to access the fund.

He however said arrangements were being made with banks to ensure that the money got to the beneficiaries irrespective of where they reside.

I read the well publicized article in which respected Bishop David Oyedepo of Winners Chapel called for the killing and sliding of throats of potential Muslims/Fulani attackers. In the words of Oyedepo

“You catch anyone that looks like them, kill him! There is no reporting to anybody. Kill him! Pull off his neck! And we spill his blood on the ground. What nonsense.”

Bishop Oyedepo Views Against Christian Doctrine:
The call by Bishop Oyedepo with due respect goes contrary to the Christian teachings going by what is recorded in the Bible as well as Bible teaching on how Christians should live.

Firstly, Jesus, our perfect example displayed it when in the book of Matthew 26:52, he condemned Apostle Peter for cutting off the ears of one of the servants of the High Priest that went to arrest him, named Malchus. Jesus not only healed the servant but admonished Peter that "for all they that take the sword shall perish with the sword."

The action of Jesus Christ in the above story was in line with his teaching in the Mountain as recorded in Matthew 5:44, where he said But I say unto you, Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you;, as against "an eye for an eye" treatment that was practised by the Judaisers under the Mosaic law that was never perfect.

His disciples and the Christian Church lived according to this teaching by not retaliating even in the height of persecution during the Roman empire that saw Apostles Paul beheaded, Peter crucified under Emperor Nero, and other members of the early Church die violent deaths under the rule of Roman emperors. In fact, during that period, God showed John the beloved revelation of the last day BUT never did he empower him to retaliate or kill.

If Jesus Christ and the early Church stuck to Christian doctrine, where did Bishop Oyedepo got his own authority?

What Makes Us Christians:
The believers were first called Christians in Antioch because they displayed the rare characters of Jesus Christ. If this is true, it is safe that the thing that made us Christians is our leading of the life of Christ, not that of any man irrespective of title. If we can't be like Christ and heed to his teachings then we have no business calling ourselves Christians. Jesus stance against retaliating to the oppressing Romans made the Jews to prefer him to die instead of the violent Barnabas. We must be like Christ by insisting on non violence.

If Apostle James could admonished the early Church that was facing trials of various kind because of their faith to "count it all joy", how much more us?



His Call Against Nigeria Law:
Despite the fact that we have choose to accept our society to be lawless, the law of Nigeria is clearly against incite to kill fellow citizens and residents, as well as taking laws into ones hands aka self help.

The only authority empowered to bring defaulters of the law to justice is the Police and other agents of the State. No citizen has that power. As citizen, it is our civil duty to avail the Police and other security agents information to arrest criminals potential criminals and their activities. While jungle justice is usually employed by citizens due to ineptitude of the authorities, it never made the act right. But for one to incite the gruesome killing of people that "appear" as attackers and not just attackers, it is unfortunate. statement like “You catch anyone that looks like them, kill him!” must be condemned by all, and without partiality.

If these statements were made by Asari Dokubo or Nnamdi Kanu, I am very sure that the authorities won't take it lightly. The law must respect nobody irrespective of perceived standing in the society.

Statements Endangering Christians And Non Christians:
BEfore any war is fought, there is usually inciting statements from so called leaders. The statements credited to some Muslim groups and clerics, as well as this credited to Governor Elrufai and Bishop Oyedepo is what fuels sectarian violence in Nigeria. Truth is, should there be violence (like we have in Southern Kaduna), it is ONLY the defenceless innocent that get killed, while the elites and their families are fully secured. Nigerians, both Christians and Muslims must understand that the elite are never enemies irrespective of their noise in the media.

The statement of Oyedepo is capable of causing counter statement from some Islamic leaders and attack on citizens will start. The statement is not different from those of Abubakar Shekau or other extremists like Miyetti leaders and some other muslim fanatical clergies.

I condemn the genocide in Southern Kaduna, it is my belief that agents of Kaduna state government as well leaders of Miyetti Allah are complicit in this shameful killing. It is my hope that a case is established against perpetrators of the violence to higher authorities (like the ICC), but it does not in anyway justify incitement against anybody or group of persons.

As Christians we must adhere STRICTLY to Christian doctrine and not apostasy! Bishop David Oyedepo must be called to order.

I shall end this with the Words of Apostle Paul to the Church in Ephesus when the Church was under persecution in the book of Ephesians 6:12;

For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places.

President Muhammadu Buhari says he is happy that Nigerians can buy relatively cheap Lake Rice (Lagos-Kebbi Rice) in this recession.

In a statement issued by Femi Adesina, presidential spokesman, on Friday, Buhari commended Lagos and Kebbi states for the successful partnership that gave rise to the local production of the commodity.

He saluted the commitment of Akinwunmi Ambode, Lagos governor, and Atiku Bagudu, Kebbi governor, in bringing to fruition the memorandum of understanding (MoU) signed in March 2016 on substantially meeting the country’s rice requirement.

He also expressed delight “at the relatively cheaper price of Lake Rice especially at this period of recession”.

“It gladdens my heart to get reports of our citizens rushing to purchase this cheaper local rice to enable them and their families enjoy the Christmas and New Year celebrations,” the president said.

According to him, what the two states have done is “evidence of a new base being laid for the Nigerian economy, founded and propelled by agriculture, away from substantial dependence on oil and gas for national revenue”.

He recalled that in his 2017 budget presentation before the national assembly, he said that “a new era is rising in which we must grow what we eat and consume what we make”, adding that the Lake Rice achievement was in furtherance of the above goal.

While urging other state governments to replicate the laudable example of Lake Rice in other staple crops and dairy products, Buhari pledged the federal government’s readiness to continue to support such initiatives by providing the enabling environment, policies and incentives for agriculture to thrive in order for the nation to achieve food security.

He added that he remained optimistic that Nigeria would attain rice sufficiency by 2019.

Spokesman to president Muhammadu Buhari, Garba Shehu has responded to remarks made by the Emir of Kano, Sanusi Lamido Sanusi, that the CBN was illegally funding the Nigerian government.

Sanusi revealed that the CBN's lending to the government since Buhari came to power spiked from N1.5 trillion to N4.5 trillion.In the Emir's words;

The CBN-FGN relationship is no longer independent. In fact, one could argue their relationship has become unhealthy. CBN claims on the FGN now tops N4.7 trillion — equal to almost 50% of the FGN’s total domestic debt. This is a clear violation of the Central Bank Act of 2007 (Section 38.2) which caps advances to the FGN at 5% of last year’s revenues. Has CBN become the government’s lender of last or first resort?

In response to this, Shehu wrote;

With every respect to the Emir, you know he is my ruler,because I come from Kano.

He doesn't have his facts as far as those issues are concerned. The issue in CBN, that government has overdrawn its Central Consolidated Account is true, but the overdrawing is within limits.

The overdraw does not exceed 1.5 trillion. It is incorrect to say, as he did that the account was overdrawn by 4.5 trillion.

But even assuming that he was correct. This is a government that has money in excess the amount he mentioned in the Treasury Single Account, TSA. It is just like you, a bank customer operating two accounts, one in the red and the other, well funded to the point that it can at any time wipe the indebtedness on the other. Would any bank manager lose their sleep over this?

This, I am told is what the IMF found at the CBN and they said it is perfectly normal.

As for his opposition to the USD 30 billion loan, I'am aware that the Minister of Finance is responding to that.

As a private citizen, I want to read his statement again. I thought that the borrowing is for projects that include the railway development in Kano, his own city.

In his writings, Davies indicates that he came under much persecution by his family for putting in writing his information about Druids. The same is true today. Nothing is put into writing. The Druids continue on secretly with much the same traditions.

The widespread problem of harmful substances such as razor blades, drugs, poisons, needles, etc. being placed in the Halloween treats here in America is no accident. Testimonies of several ex-Satanists show that these children killed and injured by the "treats" are sacrifices to Satan (or Samhain). 3-Why didn't we hear noise calling Jonathan a dictator when house of Rep was locked up in the bid to impeached Tambuwal and we saw Rep members flying over fence and gates with some even tear gassed by the Jonathan police?

4-All the security details attached to then Speaker of House of Representatives, Aminu Waziri Tambuwal were withdrawn by the Federal Government led by Jonathan yet, you still didn't see any reason not to worship him.

5-Bode George was tried in the law court and he was jailed for two years and served the term. Saint Jonathan came and asked the court to reversed that judgement that later said Bode George wasn't guilty as charged and he became an innocent and not ex convict but till date Bode never sued for damages.

6-For weeks in 2014, the Governor of Kano State kept shouting that security aides posted to watch over the state house were recalled as a result of orders from above, not once did you accuse Jonathan of tyranny.

7- For appointing Sanusi Lamido as Emir of Kano which was within the rights and powers of the Kano State Government, Jonathan ordered security agents to lay siege at the Emir's palace. For days, the Emir operated from the Kano State Government House. You didn't call Jonathan by the dictatorship that he was acting out then.

8-For the first and only time in the history of Nigeria we had a first lady that also picked up position as the perm sec in the president state without working to attained such position. What did the wailers do?

9- Jonathan withdrew the security details attached to then Governor Amaechi, Jonathan grounded the plane of Amaechi, Jonathan masterminded and hugely supported the division and crisis in the Rivers State House of Assembly, Jonathan allowed his wife to govern Rivers from Abuja, Jonathan used Mbu to embarrass and harass a sitting Governor, Jonathan crippled Rivers because Amaechi was the Governor yet, you still see Jonathan as a demigod.

10- In this same country, we saw how Jonathan supported the destruction of the once vibrant Governors' Forum by supporting 16 against 19 yet, you see him as one decent man who should be seen as a Hero.

11-We have not forgotten how Jonathan used state power to prevent sitting Governors from reaching a part of the country to support the reelection of one of their own because they were in the opposition and you who is laying claim to fairness and pretending to love Democracy still claim you miss this same character.

12-It was in this country under Jonathan the saint that we saw for the first time the military ambushed daily news papers distributions. They were seized and destroyed without explanations. Yet Jonathan wasn't tagged a tyrant

13-In this same country, we saw the circulation of an undisputed video by an army officer detailing how soldiers were used to rig the election in Ekiti State to favour the thug governing the state today and yet, you see same Jonathan who was Commander in Chief of all these barbarism as decent enough to be called a hero.

14- In his desperation to see the Governor Nyako impeached, The Presidency under Jonathan had the accounts of Adamawa State frozen. A State Government account oh and not personal account of the Governor and not once did you condemn the action nor call Jonathan the dictator he clearly was then.

15-Same Jonathan you can almost worship today single handedly denied his then state Governor the right to seek the nomination of his party because he had personal grievances against him yet, you never for once accused him of abuse of power.

16-It is in Nigeria we saw how a serving Senator was shot at in a political gathering by the Nigeria police that are supposed to protect our law makers and such Senator is lucky to be alive today after been flown abroad for treatment.

17-For the first time in our history as a country, the CBN Governor was unilaterally sacked by the President without following the due process of our law because he asked questions regarding careless stealing of the nation's money supervised and supported by Jonathan yet, you never called Jonathan the dictator he clearly was.

18-Under Jonathan was when we witness how 5 house of assembly members out of 32 almost impeached a sitting governor that lead to serious fracas.

OPERATION GAMA AIKI: F-7Ni FIGHTER AIRCRAFT STRIKES BOKO HARAM TERRORIST LOCATION IN NORTHERN BORNO

The Air Component of OPERATION LAFIYA DOLE recorded another major success yesterday in its air campaign against the Boko Haram Terrorists(BHT) as 2 x F-7Ni fighter aircraft struck a terrorists’ location at Northern Borno.
The location lies between Tumbum Rego and Malkonory and is about 25km from Kangarwa where own surface forces are currently harboured.
The location, as can be seen from the enclosed footage, harbours BHT makeshift structures and about 4-6 clusters of solar panels which are used by the Terrorists to power communications equipment and for lighting.
The latest strike is part of the air operations conducted by the Nigerian Air Force (NAF) in support of the efforts by own surface forces and the Multi National Joint Task Force to rid the northern part of Borno of the remnants BHTs in an operation codenamed “OPERATION GAMA AIKI”.
The location, prior to the strike yesterday, had been under surveillance for sometimes but was reported active by a NAF Beechcraft aircraft on Intelligence, Surveillance and Reconnaissance (ISR) mission. Thereafter, the Fighter aircraft were immediately scrambled for interdiction. The success of this operation is another major setback for the BHTs even as the NAF intensifies air operations in the Northeast against the insurgents. More so, it is instructive to note that the mission yesterday was conducted by crew amid the Sallah celebration. This brings to fore the commitment of NAF personnel towards successfully bringing the hostility in the Northeast to an end within the shortest possible time.

This question is brought about from my observations since the beginning of this Npower stuff.
The first few days the programme started was characterized by a lot of problems and challenges because of the number of people trying to register.

This was understandable due to unexpected number of people that applied.
But questions started arising from the sequence of events since then.

I should be among the first set of people to register (first hundred or two hundred thousand) and I received an email saying that my registration is successful with details such as the username used during the registration. (find attached image below).
Few days later, I noticed the registration URL had changed and that the whole registration form has been revamped.

This was where the questions started arising.

I noticed that if you register, no confirmation email was sent anymore. You are presented only with a successful page and that is that. Nevertheless, if you try and register again from this point onwards, you receive a notification that you had already registered.

Some few days after the changes were made to the Npower website, a client came with a friend that wants to register for the programme. He himself (the client) said he had already registered elsewhere. I asked him when? And he told me sometimes during the first few days.

Out of curiosity I decided to ascertain if he had truly registered and tried to apply for him and Voila! His registration was successful AGAIN despite the fact that he had registered before!

My Question is this:


Has the old database and hence the details of EVERYONE that registered in the first few days been destroyed or lost? Because if it were not so, he should have received a response that he had already registered.

Here is why:

I am a web developer/designer. I know how websites work. Anybody that registered on that website will have their details stored in a database and should you try to register again with the SAME INFORMATION, you SHOULD be told that you had already registered (which works fine if you applied recently but if you had applied within the first few days, and you applied again now, no such notification was given).

Today 6th July, 2016 I helped someone else to register and lo and behold, a confirmation email was sent with a UNIQUE APPLICATION REFERENCE NUMBER (Find attached screenshot)

The question that comes to mind is what happens to those who thought they had registered but MAYBE they haven’t registered at all? What happens to those that doesn’t receive the UNIQUE APPLICATION REFERENCE NUMBER?

I just hope that some people will not think they had registered for the programme and in the true sense they had not registered. Well, these are my thoughts and they are kind of unsettling especially for the applicants.

My candid advice? I will implore applicants to try and re-register to verify that they are properly registered to avoid stories that touch.

Summary: Try and re-register with the SAME INFROMATION/DETAILS used before. If you are properly registered, you will receive a notification saying you are already registered. If not then you use that opportunity to register properly.

Mexico City, Mexico — Early this morning, drug kingpin Joaquin ‘El Chapo’ Guzmán, head of the Sinaloa Cartel, escaped from the Altiplano maximum security prison once again.<br />It is unclear at this point what exactly happened, but these are the details ABC News has received from Mexican officials so far:<br /><br />5:35 AM: Guzmán was taken in restraints by two prison guards on a routine cell transfer.<br /><br />6:05 AM: Prison staff could not locate Guzmán or the two prison guards’s whereabouts. The prison was put on lockdown as personnel went looking for them.<br /><br />7:15 AM: A prison van was found abandoned only a mile away from the prison. Mexican officials believe the two guards, who began working at the prison just months ago, were actually members of the Sinaloa Cartel working for Guzmán.

Before today’s escape, Mexican officials were working to extradite “El Chapo” to the United States, where he faced drug trafficking charges connected to his cartel, authorities said.<br /><br />This is now the third time Guzmán has escaped from a Mexican prison and brings into question Mexico’s ability to keep corruption out of it’s penal system.<br /><br />In 1993, Guzmán was captured in Guatemala, extradited and sentenced to 20 years in prison in Mexico for murder and drug trafficking. In 2001, after bribing Mexican prison guards, he was able to escape from a federal maximum-security prison in 2001. Mexico City, Mexico — Early this morning, drug kingpin Joaquin ‘El Chapo’ Guzmán, head of the Sinaloa Cartel, escaped from the Altiplano maximum security prison once again.<br />It is unclear at this point what exactly happened, but these are the details ABC News has received from Mexican officials so far:<br /><br />5:35 AM: Guzmán was taken in restraints by two prison guards on a routine cell transfer.<br /><br />6:05 AM: Prison staff could not locate Guzmán or the two prison guards’s whereabouts. The prison was put on lockdown as personnel went looking for them.<br /><br />7:15 AM: A prison van was found abandoned only a mile away from the prison. Mexican officials believe the two guards, who began working at the prison just months ago, were actually members of the Sinaloa Cartel working for Guzmán.

Before today’s escape, Mexican officials were working to extradite “El Chapo” to the United States, where he faced drug trafficking charges connected to his cartel, authorities said.<br /><br />This is now the third time Guzmán has escaped from a Mexican prison and brings into question Mexico’s ability to keep corruption out of it’s penal system.<br /><br />In 1993, Guzmán was captured in Guatemala, extradited and sentenced to 20 years in prison in Mexico for murder and drug trafficking. In 2001, after bribing Mexican prison guards, he was able to escape from a federal maximum-security prison in 2001. On February 22nd, 2014, Guzmán was found inside his fourth-floor condominium in Mazatlán, Sinaloa, and was captured without any gunshots being fired. Guzmán escaped from prison again on July 11th, 2015 by exiting through a tunnel that led to a nearby construction site. He was recaptured by Mexican marines following a shootout at Guzman’s hideout in Mexico on January 8th, 2016. During the raid, five gunmen were killed, six others arrested, and one Marine was wounded. The Mexican Navy said that they found two armored cars, eight assault rifles, including two Barrett M82 sniper rifles, two M16 rifles with grenade launchers and a loaded rocket-propelled grenade launcher. A .50-caliber rifle was also found, capable of taking down a helicopter. Most of the weapons seized, including the .50 caliber rifle, were from the Fast and Furious gun-smuggling scandal, a story the U.S. government declared to be over.<br /><br /><br /><br /><br /> <br />Sarah Bradley, a spokeswoman for Sock It Forward, a group that provides the homeless and those less fortunate with brand new socks, told ABC News that she is sickened by the United State’s drug policies.<br /><br />“The war on drugs is a joke and long-lost battle,” Bradley said. “The U.S. creates these cartels by making drugs illegal in the first place. They lock up people in jail for as little as a joint of marijuana. All the incarcerations related to drugs have helped fund a trillion-dollar penal system; from its lawyers, to judges, to the prison staff and the actual prisons themselves.
