Esseite: The circulation of a document which allegedly called for a coup to overthrow President Muhammadu Buhari appeared to have been exaggerated by the Nigerian government and security agencies, PREMIUM TIMES can report after efforts to obtain it fell through.
Over the past two weeks, security chiefs and political appointees of the president have inundated the public with claims that disgruntled opposition elements were plotting to sabotage Mr Buhari’s administration and implement a coup.
Top amongst those being castigated as setting off the “desperate tactics” were Nigeria’s former vice president, Atiku Abubakar, and his Peoples Democratic Party (PDP).
Mr Abubakar was the major challenger to Mr Buhari at the February 23 presidential elections.
After security chiefs spent days sidestepping disclosure of those responsible for the alleged anti-democratic plots, the first unambiguous allegation came from the Defence Headquarters on May 14, claiming that a document seeking Mr Buhari’s removal via a coup was in circulation.
The statement blamed ‘Nigerian Continuity and Progress’ for the viral document, describing the authors as “faceless” and “demonic.”
Three days later, on May 17, the State Security Service (SSS), which is responsible for the country’s internal intelligence, also released a statement that essentially repeated the Defence Headquarters’ claim.
The SSS said the so-called Nigerian Continuity and Progress was being sponsored by “aggrieved politicians” with an end-game of instigating widespread violence to force Mr Buhari out of office.
The SSS said it would, “not condone any form of extra-judicial activity or method designed or adopted by persons or groups to subvert constituted authorities.”
On May 15, Information Minister Lai Mohammed became the first member of Mr Buhari’s cabinet to pointedly mention Mr Abubakar and the PDP as contributing to the subversive measures because they lost February 23 presidential election.
No ‘document’ in circulation But two weeks after Chief of Army Staff Tukur Buratai first made the claim of the alleged plot, and one week after the Defence Headquarters named ‘Nigerian Continuity and Progress’ as the group behind the alleged coup plot, there is no evidence that the document was ever circulated, or that any ‘faceless’ group has been going by the name before the military statement.
PREMIUM TIMES interviewed 46 people in the media, civil society, national security, defence, police, intelligence and social media, between May 16 and 20, but none of them could confirm either seeing the document or being familiar with ‘Nigerian Continuity and Progress’.
They all told PREMIUM TIMES that the sparse information they have learnt about ‘Nigerian Continuity and Progress’ came from the security agencies’ alarmist statements.
“I have not seen the document,” Mike Ejiofor, a former director at the SSS, told PREMIUM TIMES. Citing national security, he declined further comments about why the document might not be in the public domain despite security agencies’ claim.
‘Investigate it’ Multiple checks within security circles also failed to yield the document.
The spokespersons for the police and Nigerian Army and the Nigerian Navy declined to make the document available, saying they do not have it and that all enquiries should be directed to the Defence Headquarters which first made claims to it or the SSS which followed suit a few days later.
Onyema Nwachukwu, the Defence Headquarters spokesperson, did not return PREMIUM TIMES enquiries about the document between May 16 and 20.
Although SSS spokesperson Peter Afunanya told PREMIUM TIMES the document existed, he declined to make it available.

PREMIUM TIMES also reached out repeatedly to Mr Mohammed about the document, but he declined comments. The information minister had said on Saturday that the government had credible evidence about those plotting a coup.
The comments came a day after PREMIUM TIMES published concerns of national security experts about the danger in government’s allegations of subversive tactics by the opposition.
Abacha’s playbook? The elusive nature of the document which the military said was ‘circulated’ had prompted allegations from both Mr Abubakar and civic groups that security agencies might be toeing a familiar path in their pursuit of opposition.
“President Buhari wants to replay the phantom coup saga of his now deceased mentor, who threw former President Olusegun Obasanjo in jail after falsely accusing him of treason to perpetuate himself in power,” Mr Abubakar said when he pushed back against allegations of subversive plots on May 15.
In 1995, as he grew paranoid about his brutal junta, former military ruler Sani Abacha ordered the arrest of several opposition politicians and their alleged collaborators in the military.
Between February 28 and March 1, 1995, Mr Abacha’s government cracked down on those who purportedly took part in the phantom coup plot to overthrow him.
Mr Obasanjo, Musa Yar’Adua, a retired major-general, and Lawan Gwadabe, who was an active brigadier-general, were amongst dozens of influential persons taken into custody.
On March 10, 1995, the government announced purported details of the could on national television, and subsequently charged the ‘suspects’ for treason before a military tribunal.
Virtually all those arrested were convicted and placed on death row. They were all later pardoned when Mr Abacha died of cardiac arrest, and a new interim government replaced him.
Chidi Odinkalu, a former head of Nigeria’s human rights commission, said the security agencies put themselves in a fix when they claimed the document was “circulated”.
“They announced to the public that the document was circulated, yet the public did not see anything of such,” Mr Odinkalu said. “Well, Nigerians have a right to be shown the document that was purportedly circulated to them.”
Mr Odinkalu said security agencies exist to protect the people, and not necessarily a regime.
“This is not about the regime; it is about Nigerians and their democratic system of government,” Mr Odinkalu said. “If security agencies have that document that threatened to hijack the country’s democratic institutions, then they should not be hoarding it.”

PrettyCrystal: Operatives of the Economic Financial Crimes Commission (EFCC), reportedly stormed Flora and Faith Villas in Okwu-Uratta Students' Alliance (OSA), Okwu-Uratta Community of Imo State University (IMSU), Owerri and arrested about 10 suspects.
It was gathered that the raid by the EFCC officials took place in the wee hours of the day, around 4:00am as they searched for suspected internet fraudsters otherwise known as 'Yahoo Boys'.
Men of the EFCC were reported to have carted away with some cars (Benz) belonging to some of the suspects while rounding-up about 10 suspects.
Reacting to the operation, the President of Okwu-Uratta Students' Alliance (OSA) Comr. Precious Godwin aka Dr. Lens has frowned at the incident and actions by the men of the EFCC.
In a statement made to Duru Victor when contacted, he accused the EFCC of intimidation and infringing on the fundamental human rights of the students who are only going about their normal businesses.

This came after Mr Abubakar responded to the APC claims, by stressing that he was born and raised a Nigerian and has the conditional right to contest for the Nigerian presidency. On Tuesday, the centenarian official of the Dutse Emirate in Jigawa State, Isyaku Adamu, told journalists who visited the community that Atiku's mother, Aisha, popularly called ‘Kande Yar-Malam’, who is from Jigawa married Mr Abubakar’s father after her first marriage crashed. He further disclosed that Mr Abubakar’s father, Garba, was a student coming from Sokoto to Dutse in search of Islamic knowledge when he met and later married her.
“He settled at our house, popularly called ‘Gidan Malamai’ (Scholars’ House). There, he met and married Kande and took her to present day Adamawa State where Mr Abubakar was born. Mr Abubakar’s mother, Kande, was junior to Alhaji Ali and Azumi; they are all late now. Kande was our daughter and Mr Abubakar is our grandson. We are all Fulani by tribe; our forefathers are scholars here in Dutse, that’s why our home is called Gidan Malamai.”
The chief who only agreed to speak on the condition that he would not be identified, reportedly told the journalists upon enquiry that Mr Abubakar’s mother was a daughter of one late Abdullahi from Jigawar Sarki. Premium Times reported that he is a high-ranking chief in Dutse Emirate Council to Jigawar Sarki, an ancient community in Dutse Local Government Area of Jigawa State.

Just days after the United States Department released a report which established that massive corruption remains rife under the Buhari administration, the Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, has come out with a very incongruous riposte, intended to divert the attention of the public from the damning report.Ibrahim Magu, as usual, sought to drag the name of former President Dr. Goodluck Jonathan into the mix and blame him for this latest in a series of negative verdicts on the current administration’s anti-graft war.Speaking at a programme in Lagos on Monday the 25th of March, 2019, the EFCC boss alleged, without producing any shred of evidence, that “N1.3 trillion was stolen between 2011 and 2015 … by 32 entities, including private individuals and organisations."
This is strange because Magu was expected to have used the forum to address the issues of impunity raised in the U.S. State Department report which directly indicted leaders of the anti-corruption crusade by emphatically noting, among other things, that “there is a climate of impunity in the President Muhammadu Buhari government that allows officials to engage in corrupt practices with a sense of exemption from punishment”.The claim of a stolen N1.3 trillion public fund which Magu reiterated on Monday is not new, for the discerning members of the public, the claim by Magu is rehash of false allegations that started its ill-fated journey in 2016.In January 2016, Muhammadu Buhari’s prophetically named Minister of Information, Alhaji Lai (Lie) Mohammed, claimed at a world press conference in Abuja, to mark the beginning of the administration’s war against corruption, that 55 well-placed Nigerians stole a whopping N1.34 trillion between 2006 and 2013, a period covering the Presidencies of Obasanjo, Yar’Adua and Jonathan.
"Nine months later, specifically in October 2016, the Chairman of the Presidential Advisory Committee Against Corruption (PACAC), Professor Itse Sagay repeated the allegation with only a slight alteration, by alleging that about N1.4 trillion was stolen by top government officials and businessmen under the last three administrations.It will be recalled that in July 2015, Adams Oshiomhole, the current chairman of the All Progressive Congress (APC), had alleged that a former government minister in Nigeria stole $6bn (about N2.1 trillion). Oshiomhole said “US officials informed President Muhammadu Buhari of the alleged theft during his visit to Washington the previous month.”
"However, the U.S. State Department denied the story, asking Oshiomhole, to name the official and not drag United States into Nigeria domestic politics.The truth is that Ibrahim Magu lied and this is not the first, or second time he has lied to the public.It would be recalled that Mr. Magu has boasted on many occasions that the EFCC under him had recovered about N739 billion within two years, adding that over N500 billion was recovered in 2017 alone.However, Kemi Adeosun, the then minister of finance in the same Government at that time, decided to put a lie to Mr. Magu’s claims, by revealing in March 2018 that contrary to all the figures provided over time by the EFCC’s acting chairman, Ibrahim Magu, only N91 billion of such claims could be accounted for by the Government.
"So, instead of relying on wild and unsubstantiated allegations, I would advise Mr. Magu to focus on some facts, like the following: According to Transparency International, Nigeria is more corrupt today than at anytime during the five-year period of Dr. Goodluck Jonathan’s time in office.
Whereas under Jonathan and the PDP, Nigeria made her best ever improvement on Transparency International’s Corruption Perception Index, moving 8 places forward from 144 to 136 in 2014, but under President Buhari and the All Progressives Congress, Nigeria has made her worst ever retrogression, moving backwards 12 places from 136 to 148. This is a fact.
It is also a fact that under the Muhammadu Buhari administration arranged the recall, reinstatement and double promotion of Abdulwasiu Maina, the biggest ever thief in Nigeria’s civil service history and even gave him armed guards.
It is also a fact under the Muhammadu Buhari administration, the Group Managing Director of the Nigerian National Petroleum Corporation awarded $25 billion worth of contracts without due process. The question Mr. Magu should answer is where did Festus Keyamo get so much money that he carelessly throws around?
Finally, Nigerians saw clear evidence via drone imagery that bullion vans carted cash to the home of the National Leader of the All Progressive Congress, Senator Bola Tinubu, 48 hours to the Presidential election.
Mr. Tinubu even boasted on live television that the bullion vans carried money and that it is nobody’s business. This is even as the Money Laundering Act of 2011 makes it illegal for any individual to make cash payments exceeding Five Million Naira. And provides that every cash transaction over ₦5,000,000 must be done via a financial institution.
These are the types of characters surrounding President Buhari. Characters that you will not trust with even your dog.
One had expected that all these remonstrations from the US State Department among with the facts listed above would prompt Mr. Magu to change his politically-influenced blame game approach and adopt a more professional strategy.
Sadly, that was not to be.
To have simply repackaged the fable of the missing N1.3 billion at this time, shows that the EFCC boss probably thinks that Nigerians are a bunch of people with no retentive memory.
Magu should realize that his credibility and that of the agency he leads should derive from the attention he gives to objectivity, professionalism and hard evidence. It is rather unfortunate that Magu chose to enmeshed state institution such as the EFCC into partisan politics, thereby prioritizing propaganda, deceit, half-truth and hearsay as the organization’s strategy of governance. Enough! Nigerians want to hear something new, good news, tales of hope, and not this rehash of poorly articulated fables like corruption fighting back and non-existing folklores of people who stole in an unknown year.

According to him”…the Vice President of the PDP is former governor Peter Obi my successor in Anambra state. I can tell you that those who are shouting that Obi is this and that are the elites who are looking for one thing or the other and people who don’t believe that Muhammadu Buhari has done something good in their lives because he is already building infrastructures for them, they want money.
“They want all the monies that has been trapped by the TSA to be pushed down again on the table for them to start taking. That one is no longer possible. Peter Obi hasn’t been a wonderful governor as people expected him to be because, I am the one to tell you because I know what I handed over to him. He is making noise that he handed money over to Obiano.
“I was the first to leave money. I left N13.8 billion cash in the bank and I am not counting the bank shares we bought and dividends but because of propaganda, they shouted that they left over N80 billion for Obiano and I left a lot of infrastructural work done- federal roads- of which he received close to N15 billion as refunds after my tenure.
“I was the first person to handover schools to the missionaries in Anambra state, I built more than 880km of roads. If you go there today, you will see the roads I built 15 years ago. They are still standing and most of them have no single potholes because I used first class contractors.
“So, for people to say, because he (Atiku) chose Obi this or that will happen; nothing will happen. If anything, Peter Obi has no influence in South East apart from Anambra. Even in Anambra Central Senatorial district, we are going to battle him in there.
“Presently, I can tell you that in Anambra state, me and Obi will struggle for the votes. We are not going to be pushed down like we were the last time.” Ngige also faulted the reported endorsement of Atiku by the Igbo socio-cultural group, Ohaneze Ndigbo, saying “they went overboard in a bid to please their masters.”

It has become the norm as opposed to the exception.
It is the sight of parked trailers on flyover bridges in Lagos state.
These parked trailers typically line up along the stretch of a massive 12.4km of expressway – from Onipanu to the ports in Apapa.
Several bridges along the way are not spared of their presence and enormous weights.
The bridges affected include Ojuelegba, Abati, Stadium, Ijora, Iganmu, Eko, Carter and Jibowu bridges.
These parked articulated vehicles are also the cause of the chaotic traffic flow on and around these bridges.
Because of these parked trailers, journeys that ought to take a few minutes last for hours.
However, Lagosians woke up this morning to meet these bridges totally devoid of parked articulated vehicles.
Indeed, the nuisances created by these trucks have been relocated from these bridges.
A school of thought speculates that the relocation is because of the APC Presidential campaigns coming up tomorrow in Lagos. This could be true as these routes are part of the ones designated for the President's campaign motorcades to ply.
Whatever reason it is, Lagosians can only wish that this arrangement to rid these trailers from flyovers is sustained and made permanent.
