From GBENGA ADESUYI,Ibadan The Oyo State Police Command yesterday paraded a student of Ladoke Akintola University of Technology (LAUTECH), Ogbomoso, for allegedly kidnapping a two-year-old girl. Addressing newsmen at Eleyele headquarters of the command, the state Commissioner of Police, Mr Mohammed Indabawa said the suspect was arrested following a distress call and he was immediately trailed into the bush, where he was apprehended. He said items recovered from the suspect include, one jack knife, one face cap, one cable wire, a pair of the victim’s sandals and a LAUTECH identity card. Speaking with newsmen, the suspect, Tosin (24), who claimed to be studying Electrical-Electronics at the institution, confirmed that he committed the crime with the intention of collecting N700,000 ransom. Also recovered were improvised explosive devices and allied materials found along Podo-Ijebu-Ode axis of the state. The police boss explained that on August 11 at about 3:15a.m, along Podo-Ijebu-Ode, a police team intercepted a taxi with three occupants, whom they told to stop but the driver sped off. He stated that: “After a hot chase of the occupants of a Nissan Sunny car painted in Ogun State commercial colour, the occupants escaped into a nearby bush while the vehicle was abandoned.” He said after a check of the vehicle, police discovered cartons of explosives powder, two cartons of solar detonating cords and 16 bundles of ten wires each of delay detonator wires. “It was also discovered that the Nissan Sunny car with Ogun State commercial colour had two registration numbers of Ogun-XC XFR AKM and AL 831 LUY. “ A diligent investigation into the recovery revealed that the explosives were stolen from Express Quarry at Toll-Gate on August 8, this year and efforts are on to arrest the fleeing thieves,” the police commissioner said. Cameroon took full sovereignty over the disputed territory of Bakassi yesterday, state radio reported, five years after an agreement with Nigeria signalling the end of a bloody conflict over the land. “The transitional period in the Cameroonian peninsula of Bakassi has come to an end,” said an announcement on the radio. Nigeria formally ceded Bakassi to Cameroon on August 14, 2008, halting 15 years of border conflict. A UN-backed period of transition agreed by the two countries followed to allow Cameroon to develop an administrative presence in the area. The peninsula in the west of the country was formerly part of South Cameroon, itself an area of Nigeria, until inhabitants voted to join Cameroon in 1961. It has around 40,000 inhabitants, including many Nigerian expatriates. Nigerians living in the peninsula will now have to apply for a visa or apply for Cameroonian citizenship, and Cameroonians will have to register with the tax authorities. In October 2002, the International Court of Justice ruled that Bakassi was part of Cameroon, not Nigeria. Cameroon originally took its claim over the sovereignty of the potentially oil and gas rich peninsula to the court in 1994 The area is a prime target for Nigerian pirates due to its proximity to the unstable Niger delta region, where attacks and kidnapppings are common. From OKEY SAMPSON, Aba Tragedy struck on Monday in Aba, Abia State when a policeman shot dead a revenue collector with the state government identified as Friday Dimofor. Daily Sun gathered that three policemen from Eziama police division, Corporal Paul, Constables Otuu James and Henry had gone to a spot on Obiora Road outside their area of assignment to arrest some indian hemp smokers. On arrival at the place and without taking permission from the Divisional Police Officer (DPO), Ndiegoro Division, the policemen arrested a young man they alleged, was a hemp smoker. The young man, whose ide ntity could not be immediately ascertained was said to have escaped from the policemen while dragging him towards their van. In an attempt to re-arrest the fleeing ‘suspect’, one of the policemen was said to have fired in the direction of the young man. But his shot missed target and hit Dimofor, 29, who was attending a meeting at Obiora Road. Dimofor, a native of Agbaja, in Isiala Mbano Local Government of Imo State, but lived in Aba was immediately rushed to a private hospital by members of his club, while the policemen fled the scene. He was certified dead in the hospital moments later. When it realised that he had killed somebody, Paul was said to have dashed back to his office, locked his gun inside his drawer, rushed back home and he hurriedly packed some of his belongings and left to an unknown destination with members of his household. Following Dimofor’s death, members of his Club on Tuesday, staged a protest march round the city and would have burnt down Eziama police station, but for the prompt intervention of officer in-charge of SARS, Aba, Anari N. Anari who pleaded with the protesters. When contacted, Abia State Commissioner of Police, Usman Tili Abubarkar who described the incident as a fallout of the failure of the DPO of Eziama station to have firm control of his men, said two of the cops who went on the illegal patrol had been arrested and that efforts would be made to arrest the fleeing cop. Abubarkar said after investigation, those found culpable would be charged to court and urged members of the deceased’s club and the general public to remain calm as police would see that justice was done in the matter. Doctor Sherif Akande, a lecturer with the Cross River State University of Technology, Obubra campus was amongst the 125 dead people whose bodies were lowered into a mass grave by the authorities of the University of Calabar Teaching Hospital, UCTH, over the weekend. Dr. Akande who was a lecturer in the Department of Fisheries and Wild Life of the school was said to have taken ill in 2011 and sought medical attention in the UCTH but did not recover and passed on and his body subsequently deposited in the Hospital’s mortuary but since then nobody came to claim his body. “All efforts to trace his relatives in Lagos where he said he came from failed; when a delegation was sent to Lagos, his last known relative was said to have died some months in an auto crash before Akande” a colleague who prefers anonymity said. Our source who is a close friend of Akande said he often told him that he came from Lagos state to Cross River State for the mandatory one year national youth service corps some twenty years ago and was posted to Yakurr in the Central Senatorial District of the state but after passing out of service he stayed back in Ugep “because he was in love with the place and the state government eventually offered him employment as a classroom teacher and he lived in Ugep his adopted home from where he was employed by the Cross River University of Technology to teach Fisheries after he acquired a masters in Agriculture”. Our source said during his sojourn in Ugep, Akande had relationships with two ladies and “each of those ladies gave birth to a child for him but he never married any of them formally and never took any of his kids or the women to his home in Lagos and none of his relatives visited him until his death”. The Nigerian National Petroleum Corporation on Tuesday refuted the claims that Royal Dutch Shell, an international oil company with operations in the country, lost $700m in the second quarter of this year due to oil theft and disruptions in Nigeria. The NNPC, according to a statement signed by its Group General Manager, Group Public Affairs Division, Ms. Tumini Green, said the loss claims were not localised to Nigeria as reported by Shell. She said, “Shell’s acquisition of shale oil and gas assets in North America has also proven not to be good investments, and as such, programmed for divestment to minimise risk. In order to further buttress the global challenges, Shell’s current tight oil output is 50,000bpd as against an estimated 250,000bpd in the United States. “Furthermore, ExxonMobil’s Q2 2013 earnings were down substantially by 57 per cent year-on-year primarily due to prior year gains, Japanese restructuring and divestments.” She argued that divestments by the IOCs from the Nigerian oil and gas sector were management strategies employed to restructure and reposition their companies for better and efficient revenue growth and competition. “Against this backdrop, it is misleading to relate the strategic divestments as due to the absence of leadership in the oil industry. These divestments have in fact increased indigenous participation, which will in turn create new job opportunities, reduce capital flight, encourage capacity building and support gas-based industrialisation aspirations,” Green said. Green argued that the combined efforts of the Federal Government and the IOCs to stem the problems in the sector had led to a significant drop in the level of pipeline vandalism and crude oil theft, thus resulting in a corresponding increase in daily crude oil production. “Suffice it to say, some vandalised pipelines and flow stations have been repaired and re-opened such that the average current national daily production stands at 2.4 million barrels per day compared to the average year-to-date figure of 2.13mbpd as of June 2013,” Green said. The NNPC spokesperson said an industry-wide committee on security strategy against crude oil and product theft was responsible for the recent success recorded in oil production. According to her, the committee members include representatives of the NNPC, all the IOCs, the Nigerian Petroleum Development Company, security agencies as well as the Oil Producers Trade Section of the Lagos Chamber of Commerce and Industry. Green added, “In a fortnight, repair works on the Nembe Creek Trunk Line, which has a daily capacity of 150,000bpd, is expected to be fully completed. On completion, the daily average crude oil production is expected to increase to 2.50mbpd, which will exceed the national daily target of 2.48mbpd. “Our expectation is to increase production from the 2.48mbpd to 2.55mbpd (both crude and condensate) for the rest of the year. We have the capacity and potential to maintain production above 2.55mbpd in the country. The Federal Government has commenced the payment of the severance packages of employees of the Power Holding Company of Nigeria in preparation for the conclusion of the privatisation of the power sector. Our correspondent gathered on Tuesday that the Office of the Accountant-General of the Federation had commenced paying off some workers of the power firm. It was also learnt that some workers of the power generating companies, which were carved out of the PHCN, had received alerts from their banks that their entitlements had been paid. The payment, our correspondent gathered, would be done in batches. When contacted, the General Secretary, Senior Staff Association of Electricity and Allied Companies, Mr. Abiodun Ogunsegha, said although the Federal Government had not officially told the union leaders that it had commenced payment, some employees in the sector had started receiving bank alerts. According to him, the government is supposed to brief officials of the unions once it commences payment, stressing that the technical committee set up by the workers and the government has not officially announced the commencement of payment. Ogunsegha said, “Workers in some PHCN outfits have said that they have started receiving alerts, but I cannot confirm that for now. This is because we have yet to meet with the Ministry of Power on this issue. “The technical committee set up to look into the issue of payment has not been briefed by the government on whether it (government) has started making payment. So, I cannot categorically tell you that payment has started and the amount that has been paid despite claims by some workers that they have started receiving bank alerts.” The Federal Government said the workers of the PHCN would start receiving the pay cheques for their severance benefits from last week. The Minister of Power, Prof. Chinedu Nebo, said this at a power sector development forum organised by his ministry in conjunction with a German power firm, Siemens, in Abuja. “There has been a directive for the payment of the PHCN workers, which may commence this week,” he had said. Nebo had also said that a proper audit of the payment processes, which delayed the final disbursement of funds to the workers, had been concluded. Lagos was agog on Tuesday as late Alhaji Demola Ibrahim Fashola, father of Lagos State Governor, Mr. Babatunde Fashola was buried at the Vaults and Garden, Ikoyi. Late Alhaji Fashola died on Monday. His final journey home began at his 31, Ladipo Labinjo Street, Surulere, residence where eminent personalities gathered for the lying in state. His corpse arrived the residence from the mortuary in a black Mercedes Benz jeep at about 11:55am, while the lying in state was held in his honour at the Surulere Senior Secondary School opposite his residence. Among the early callers at the residence were Senator Gbenga Ashafa, Chief Rasak Okoya, Chief Molade Okoya-Thomas, Alhaji Lateef Okunnu, Subomi Balogun, Surulere Council boss, Tajudeen Ajide, Kayode Opeifa, Joe Igbokwe, Onigbongbo LCDA boss, Babatunde Oke, Representatives of Arewa and Ndigbo, Service Chiefs and members of the State Executive Council, among others Members of Eko Club, who were present at the lying in state to pay their last respect, described him as a jolly good fellow and prayed for smooth repose of his soul. The entourage then moved to the Central Mosque in Obalende where prayers were offered. A Mercedez Benz M350 4matic car belonging to MIC Funerals with the inscription “Alhaji Demola Fashola” conveyed the corpse to the mosque. Governor Fashola was accompanied by his siblings and close family relatives as they alighted from their vehicles and escorted the corpse on foot from a distance to the mosque. The interment at the Vaults and Garden was performed in a newly built marble-carved tomb, a stone throw away from where the late Abibat Mogaji, mother of former governor Bola Ahmed Tinubu, was buried. From CHRIS ANUCHA, Port Harcourt Officers and men of the Rivers State Police Command and journalists, who were at the state force headquarters as early as 7am to welcome the Inspector General of Police (IGP), Mr. Mohammed Abubakar yesterday, were disappointed when the IGP did not turn up as expected. Instead, the IGP, who was in Port Harcourt to commission vehicles donated by the Niger Delta Development Commission (NDDC), was welcomed at Port Harcourt International Airport, Omagwa by the Commissioner of Police, Mr. Mbu Joseph Mbu, and drove straight to the Police Primary School, Port Harcourt, where the vehicles were parked. As soon as the IGP commissioned the vehicles, he was driven back to the airport where he boarded the next flight to Abuja. Area commanders, divisional police officers (DPOs), senior police officers and rank and file, were disappointed when the Deputy Commissioner of Police (operations) Joshiak Habila, came to inform them that the IGP they had been waiting for, had commissioned the vehicles and left for Abuja. Disappointed and dejected, the policemen, who wore long faces started murmuring and leaving the venue one after the other. Besides the disappointed police officers, journalists, who were at the command headquarters as early as 7.30am for the commissioning, which was billed to start at 10am, were surprised. They had waited eagerly to take the IGP up on the rift between the state commissioner of police and Governor Chibuike Amaechi. The Police Public Relations Officer, Mrs. Angela Agabe, who came to apologize to the newsmen, did not speak further on tthe IGP’s action. The journalists, who were angry, described the action as shocking. Mr. Amaechi Okonkwo, who is also the secretary of the Federated Correspondents Chapel, Rivers State chapter, said the IGP’s action was surprising and least expected. According to him, Abubakar would have used the opportunity of his visit to comment on the crisis in Rivers State, especially, the face-off between Amaechi and the commissioner of police. Journalists, who came to the police headquarters yesterday, were there to prevail on the IGP to comment on how he intended to resolve the problem between the governor and the police commissioner. •Sect committing war crimes, says ICC Thirty-five people, including two soldiers and a policeman, were killed in two clashes on Sunday night between security forces and Boko Haram insurgents in Borno State, it was learnt yesterday. Also yesterday, the International Criminal Court (ICC) said Boko Haram activities amounted to crimes against humanity. A spokesman for the military’s Joint Task Force, Lt.-Col. Sagir Musa, said Boko Haram launched two attacks — one against a police base in Bama and the other against a multinational Joint Task Force station in Malam Fatori. The military spokesman said the gun battle in Bama led to the death of one policeman and 17 Boko Haram militants. Two soldiers were wounded. He said in a separate clash in Malam Fatori, two soldiers and 15 militants died. There was no independent confirmation of the casualties. Director of Defence Information Brig.-Gen. Chris Olukolade, who confirmed clashes in two places, said: “That figure of 30 deaths was not confirmed but we had clashes in those two places.” A security source, who spoke in confidence last night, insisted that the death toll was 20. The source said: “What happened was that the Boko Haram insurgents regrouped and invaded a police station in Bama in order to take over the place and turn it into a base. “The Special Forces, however, resisted their invasion, leading to the death of 10 people, including two soldiers. “The truth is that Bama is a notorious base of the sect, with many cells. The locals have not been able to assist the troops because they know that the sect was well-entrenched in that axis. “The locals do not want to risk their lives because of past incidents where many of them were killed for serving as informants. “As for Malanfatori, the sect members made spirited efforts to overrun a military position vital to their regrouping but the troops engaged them in about 45 minutes battle. “About 10 people, suspected to be Boko Haram members, also died but there was no casualty on the part of the Special Forces. “There were injuries on both sides and the greater part of Monday was spent to take stock.” Responding to a question, the source added: “These incidents have reinforced our refusal to restore GSM service in Borno State. “A total cleansing of Borno State of insurgency is vital to winning the war against Boko Haram. The troops have been mandated not to relax at all. The prosecutor of the International Criminal Court said after a preliminary investigation she believes that acts attributed to the Boko Haram are likely crimes against humanity. “Information available provides a reasonable basis to believe that since July 2009 Boko Haram has launched a widespread and systematic attack that has resulted in the killing of more than 1,200 Christian and Muslim civilians in different locations throughout Nigeria,” Fatou Bensouda wrote in a report issued yesterday. She said the potential crimes against humanity include murder and persecution. But she said she will only move to a full-fledged investigation after further study and depending on whether Nigerian authorities themselves are willing and able to prosecute “those who appear to bear the greatest responsibility.” Her report was based on evidence gathered through December 2012. Nigeria declared a state of emergency on May 14 to fight an Islamic uprising by militants in the northeast who want to impose Islamic law across a country divided almost equally between the predominantly Muslim north and mainly Christian south. Boko Haram’s centre of power is in the northeast, but last month Nigeria’s army arrested 42 suspected Islamic extremists in the southwest states of Lagos and neighbouring Ogun. Bensouda noted that while that government forces may also have violated human rights while conducting operations against Boko Haram, as of December 2012 there was no evidence they were targeting civilians.
