First if there are unidentified deceased people in your morgue you should make efforts to let the public know using the photos of the corpse, any form of ID to publish their information with photos online or newspapers then give at least 3 months notice if nobody claims them after 18months of publishing their information.

Corpses with a known state of origin should be transferred to morgues in their state.

May be are not permitted to buy the crude. Do you know more than 99% of crude stolen in Nigeria oil is stolen by foreign oil companies that extract the oil from the ground as well as corrupt officials .
