Where the federal government funds not seen as national cake, and lust for federal power.

Where each regions has it own police and other security departments (apart from military)

Where each region manages her resources and remitted little percentage to the weak federal government.

Where each region makes her own law and have her constitutions.

Where the president of the federal government is selected for a specific term among the premiers of the possibly six regions and not elected.

With all these there will be transparent limited funds, and some region will surely succeed rapidly not because of oil, but because of competitions to succeed...if it worked for the old Western region when there was no oil then, why wouldn't it work now again....
