Why was she was placed on company tax before she converted to PAYE? What company was she operating? Why did the company fail? What were her source(s) of finance or financial situation when she started the company? Did she ever make any returns or did she file for annual returns? My point is that it's unlikely and untenable for Nigeria to be a collaborator in the elaborate scheme as described by the OP, there are no incentives for us to do that given our experience with BH.
