If no, why is the fact that the data exists relevant to the discussion since it was not made public?
Unless you have the data, please share if you do.
The NBS publicly released result is useless for determining the safety or lack of it of the various regions.

It is common with laymen trying to simplify statistics.

Total amount spent and average amount spent was released.
Note the word in bold.

You have no idea how much a random person from the sample actually paid.
I shouldn't be doing this but here is how it works in case of other readers.
For instance, a rich chief could have paid 100 million Naira for his release, while a farmer paid 1 million after contribution from family members.
Their average is 50.5 million. The funny thing, none of them paid anything close to the average.

If the average salary of a company worker is 100K, it doesn't mean all the workers earn 100K each.
No. Some workers could be earning 1 million while others 20K per month. That should be clear enough.

So you cannot use average and total to get the original number of samples(kidnap incidents in this case).
We have not brushed the fact that the reported "Total" itself is a sample of the actual numbers since
not every victim will make a report.

Like others, the OP doesn't understand how safety is measured.
It is measured per capita, that is population, and not by raw numbers.

A city of 1 million with 10 murders is definitely safer than one of 500K residents with 6 murders
even though the latter has lower numbers.

What many don't understand is that the AGF's statement carries no weight, it cannot
reverse the decision the governor already made.

As long as the stupid trap game continues, some governors will always violate the rule.
A governor will refuse to conduct elections for first 3 years, when elections is approaching,
they will conduct one so that should they or their anointed lose, the chairmen could help them

A real solution will involve constitutional amendments so that local elections is conducted by INEC
at every fix interval like the governorship, no caretaker chairman or exco nonsense.
If INEC can't be drafted in, then no allocations should be given to any state where there are no elected chairmen.

As bad as naira is currently valued, it is still way higher than Indonesian rupee despite Indonesia being a larger and more stable economy.
China produces more than many countries but still has a lowly valued currency.
Currency is a political tool rather than an economical one.
Here is pre-economics 101.
You see a person earning 1 million Naira per month has the option to spend 50K per month or upgrade to 500K per month,
but a person earning 30K per month have no option to upgrade above 30K without significant and crushing borrowing.
That is the case with strong vs weak economics and who has the capacity to devalue or revalue at will.

Our naira was stronger than the dollar in 1980, then IMF suggested we start devaluing it because it's value was inflated. Question, why didn't imf suggest to the British to devalue the nigerian pound when the British were incharge, considering that our economy in 1980 was way larger than our economy under British rule.

Currency valuation is 100% economics, the fact that a country does opposite of what another did

There is no omnipotent god of economics that dictates how a nations currency should be valued, don't confuse
IMF advise for order. IMF is a bank and it always advise, countries, which are mostly ignored unless for those
in financial problems and desperately need to borrow.
Moreover, economics is not a real science, a country can run it however it likes as long as it is satisfied with the results.

Suppose you reduce the price of your goods in order to sell more than your competitors, are you playing politics

That no one thinks there's a flaw in this system, that is the basis of my confusion which I talked about in my earlier comment.

Imagine your candidate's lawyers not being able to prove that the result of even one local government was manipulated.
We expected them to state with conviction that their clients won by X number of votes after correcting for "rigging" but
they never did that.

when we all know the court will never overturn a presidential results due to technicalities.

Now, how does this concern Nigeria?
If Azman air is culpable and the authority does nothing about it,
it could be assumed that the Nigerian state secretly backs such deal and thus all our
airlines could become target of various sanctions which will be very bad for our growing
airline industry in terms of aircraft or parts procurement.

Personally, I think Iran should be on Nigeria's blacklist for backing subversive movement like Zakzaky's and

Mind you, there is what is considered an admissible evidence in any country
with civil judiciary.
