As far I'm concerned, federal government allocations to both the states and the local governments, should go directly to financing projects that have already been identified and contracts awarded(contracts already vetted by the EFCC ofcourse)!

Once The EFCC signs off on these States or Local government projects, financing for the projects will then be done from federal government allocations deu to these states or local governments. Essentially, cash accruals from federal government allocations to lower units of governments, should be ONLY for CAPITAL PROJECTS and not for ballooning recurrent expenditures.

This way, the money can easily be monitored, corruption removed, more projects will be done quickly in these areas and the unnecessary burdening of the states and local governments administrative set ups with party henchmen and family friends of the governors and local governments chairmen will reduce. They States and local governments can then pay for their criminal recurrent expenditures from their internally generated revenues..

This is not how a federal system should work. States should generate their revenue 100% from mineral and non mineral resources, finance and execute projects, pay taxes to the federal government. Not the other way round. We are not operating a unitary system, it isnt working at all
