You are making absolutely no sense
Sokoto is supposedly fiscally independent by generating funds internally and these funds are being generated from the same poor citizens that are carrying the first position in the poverty scale
How possible is it to you that the state with the poorest citizens generates revenue only second to the most commercialized state in Nigeria I,e Lagos.

That article goes ones on to say

the funniest thing is how ibo states seem to be most dependent on FG.
this is the case where reality doesn't match words.
most of them will be first to create threads upon threads on how they are being "ignored" by the FG. so that is their strategy hehn. they really hide it wellthough. who would have thought.
the yoruba states that are least dependent on FG. hausa states seem to lean toward independence as well.

hahaha irony of all ironies. grin

States with relatively high performing indices included (lagos, sokoto) Ogun, Osun, Oyo, Borno, Ondo, FCTA, Jigawa, Kaduna, Kogi, Anambra, Kwara, Kano, Gombe, Edo, Abia and Rivers which recorded 10 per cent and above in their IGR.

However, states such as Niger, Delta, Imo, Kebbi, Cross River, Zamfara, Enugu, Plateau, Nassarawa, Ebonyi, Bayelsa, Adamawa, Akwa Ibom, Katsina, Benue, Bauchi and Yobe were among those which relied heavily on federally allocated revenue for its fiscal operations in 2008.

By VINCENT UJUMADU

AWKA— THE minister of National Planning and Vice Chairman of the National Planning Commission, Dr. Shamsudeen Usman, yesterday said in Awka that Anambra was one of the few states in the country with the lowest level of unemployment. He attributed the situation to the entrepreneurial capability of the people of the state.

Speaking during the flag –off of the Gross Domestic Product, GDP, computation in Nigeria, for the South East geo-political zone, the minister said with about 10% unemployment rate, Anambra was one of the least among the 36 states in the country.

According to him, “the reason is not far–fetched because the people of the state are very resourceful, adding that rather than continue to seek employment, they are mainly employers of labour”.

The three major cities in the state which are Onitsha, Awka and Nnewi have great potentials for economic transformation of the country. While Onitsha is well known for commerce, Awka and Nnewi are famous for black smiting and industrial development respectively.”

The minister described Anambra State Integrated Development Strategy, ANIDS, policy as similar to the federal government’s Transformation Agenda and explained that he would study the operation of ANIDS because it had helped to fast track the development of the state.

He said: “We don’t have objective statistics in this country because we don’t have objective data for measuring economic activities. What often happens is that a governor with goodwill in the media usually gets favourable assessment as a great performer, which is wrong. It is not clear how the media arrive at such assessment since there can only be an accurate statistics if there is available accurate data.”

The Minister explained that the choice of Awka for the flag off of the GDP computation project for the South East was in recognition of the leadership qualities of Governor Peter Obi who he noted had demonstrated commitment to sound economic management, accountability and transparency.

From the poverty guru himself

National Coordinator of National Poverty Eradication Programme (NAPEP), Dr. Magnus Kpakol, has rated Anambra state high as the state with the lowest poverty rate among all the states in the country.
Kpakol, who said this in an exclusive interview with Daily Champion in Abuja, noted that the level of private enterprise in Anambra put the state on the top echelon of the ladder of efforts by states to eradicate poverty.
He said though Bayelsa state is thought to have the lowest poverty rate in the country, statistics have shown that Anambra is actually topping the ladder.
Statistically, we rank Bayelsa state as having the lowest poverty rate in the country. But in its purest sense, Anambra state has the lowest poverty rate in the country and that is because of the level of private enterprise and commitment to private enterprise there, he said.
On the need for private enterprise to lead the battle to eradicate poverty in the country, Kpakol said the only way poverty can be eradicated in any society is for greater private sector activity that would create more jobs and allow government the freedom to concentrate on infrastructure development.
He said the private sector holds the key to poverty eradication in the country adding that excessive dependence of government will not help the poverty situation.
He said: We have to understand that the key to fighting poverty in the country is private enterprise. We must promote private enterprise in the country. I think that the government in Nigeria has been too involved in everything. It is too heavy. That should not be.
Private enterprise is the key to fighting poverty long term. There has been too much centralization. Excessive centralization and excessive government involvement crowd out ingenuity and private enterprise.
We need to continue to make it possible for people to be engaged in private enterprise. Thats the way to fight poverty. If we do that, we will be able to create jobs and free government to provide infrastructure like roads, electricity and becomes more like a referee. That is basically what government should involve in while private enterprise propels the engine for economic growth and redemption, he said.
Kpakol, who would want more wealthy Nigerians to get involved in the effort to alleviate poverty by creating job opportunities, however frowned at a situation where government is made to fund the purchase of tricycles (Keke) as a poverty alleviation measure.

Anambra poverty laughable and preposterous:

The very notion of Anambra being associated with poverty is both preposterous and laughable. Dr Magnus Kpakol, the erstwhile DG of the National Poverty Eradication Programme (NAPEP) cleared the air on the former ranking of Bayelsa State as the least poor of the 36 states by the NBS which, in its usual lazy manner, relied mainly on the amount the state gets from the federation account relative to its meagre population. Kpakol declared that Anambra had the highest quota of private entrepreneurs in the country and is actually the state with the most affluential citizens per capita in the whole country.

Majority of the Igbo-dominated markets around the country and the West African sub-region have businessmen of Anambra and northern Imo state origins calling the shots
cool cool. Each time Nigeria changes currency the largest volume of currency notes is harvested from the South West (especially Lagos where Igbo and Anambra dominate the markets) and the South East (especially the Onitsha/Nnewi/Aba axes). Apart from Lagos, Anambra state has the highest number of bank branches in the federation, and they are not there for Father Christmas purposes.

So, what was el Rufai's motive for painting Anambra in the borrowed robes of poverty? There are those who feel that he saw the NBS figures and decided it offered the opportunity to "retaliate" on former Central Bank Governor, Prof. Chukwuma Soludo's assertion that poverty is "a northern phenomenon", as justified not just by the NBS's figures alone. He probably used Anambra to "fight back" but unfortunately for him, he failed to make his point stick, as his conclusions flew in the face of real life evidence.

Some even say el Rufai decided to call Anambra dirty names because his party, the CPC, failed woefully not just in Anambra State but also the entire South East, South-South, North Central and most parts of the upper north.

Poverty is everywhere in Nigeria, Anambra and the South East inclusive. But for el Rufai to go on a binge about poverty in Anambra State when his own part of the country is the dirt poorest amounts to pointing to a speck in someone's eye while ignoring the log of wood in his. The altruism of motive was not convincing. And for me, the charge of "misplaced priorities" fell flat.

But as purely an academic exercise, el Rufai must have found his own effort most mentally engaging.

there you go
The NBS ranking is rubbish
Kpakol is not an Igbo man BTW
