Remember the instructions from your 1NL and I quote, ' Therefore, it is very important that you carefully follow instructions to increase your chances of possible visa issuance. The instructions are located on the Department of State website at http://www.dvselectee.state.gov '. Bro, u need police clearance from country/countries you've lived in for at least 6 months. Go to their embassy or high commission to make inquiries as to how to go about it. Also from the above link I gave above and also from experiences of DV2013 folks, it is clear that it's at Alagbon, fingerprint section you get your police clearance from.
Worthy of note, so you would not get into another arguments again, below is the only designated hospitals to get your medicals as well:

Your case would be attended to the manner in which it was received. Though your case number is very low, persons whose case numbers are higher than yours submitted pretty earlier than you, hence they may have gotten their's according to them. You submitted 2 months after the results were released. This is done for proper organisation I believe.
So sis, your 2NL would definitely come. This is my personal opinion though and I hope it helps.
