That's exactly my line of thought too. If she indeed said all those things, then she just shot herself in the foot.

Absolutely! Madam Waziri was no less corrupt that some of her traducers, as a number of compromising relationships she maintained clearly shows.

For example, despite initial denials, her link with Victor Uwajeh was to become an embarrassment over time.

Investigations by Saharareporters have uncovered details of the shady relationship between Farida Waziri, chairperson of the Economic and Financial Crimes Commission, and Victor Uwajeh, one of the agency’s “investigators” who is now regarded as an enemy.

Over the last two months, the EFCC has proudly publicized its arrest and detention of Uwajeh. In various statements and pre-edited reports written by EFCC spokesman Femi Babafemi and planted in the local media and some web logs, the anti-corruption agency not only told about its arrest of Uwajeh but also offered lurid accounts of his involvement in an extortion scheme that targeted Mrs. Cecilia Ibru, former CEO of Oceanic Bank.

But Saharareporters investigations reveal that Victor Uwajeh and Mrs. Waziri have had a longstanding personal relationship that dates back to the late 2000’s when, according to impeccable sources, Mrs. Waziri was struggling to survive after retiring from the Nigerian police.

As soon as Waziri was appointed to run the EFCC, she turned to Uwajeh to serve as one of her top investigators. On November 8, 2008, Uwajeh received a letter signed by Waziri that mandated him to conduct inquiries regarding Politically Exposed Persons. Part of the letter reads: “The scope of the instruction covers inquiries in respect of Politically Exposed Persons (PEPS) and Agencies of the Federal Government of Nigeria”.

An early sign of Farida Waziri's EFCC: Ibori’s Runaway Front man, Henry Imasekha, Returns to Nigeria
One week after her confirmation as new chairperson of the Economic and Financial Crimes Commission (EFCC), Mrs. Farida Waziri has shown the first signs of her cooperation with the coalition of corrupt elements who sponsored her appointment.

Our sources said that Mrs. Waziri gave the green light to Henry Imasekha (also known as "H-I"wink, one of former Governor James Ibori’s money laundering collaborators, to return to Nigeria. Mr. Imashekka, who had been a fugitive in Ghana, quietly returned to Nigeria this week. He had fled to Ghana as EFCC officials closed in on him late last year.


Mr. Imasekha played a major role in assisting the former Delta State governor to siphon off billions of naira from Delta State funds. He is the owner of Berkeley Group of Companies as well as Brisbane. He is also a director of Notore Chemical Company, a fertilizer company Ibori used to launder monies siphoned from his state.

In 2001, Imasekha used Bromley Limited to secure a loan of N2.2 billion from New Nigeria Bank without any collateral or evidence of any previous banking relationship with the bank. He then purchased a 10 per cent stake in Econet Nigeria Limited (now Celtel) on behalf of Ibori.

Those with long-term memories may recall that another comatose organisation (the ICPC) was reported to be investigating Waziri's tenure only a year ago.

In saner climes the likes of Obasanjo would have met an ignominious end long before the chequered tenure of Waziri. But this is a story for another day.

ICPC investigates former EFCC chairman, Farida Waziri

There are allegations that rather than fight graft, Mrs. Waziri actually helped corruption to fester during her tenure.

The Independent and Corrupt Practices and other related offences Commission has launched an investigation into alleged corrupt practices of the controversial former chairman of the Economic and Financial Crimes Commission (EFCC), Farida Waziri, sources in the ICPC familiar with the matter have told PREMIUM TIMES.

The ICPC's investigation of Mrs. Waziri, this newspaper learnt, is connected to several petitions written on her involvement in alleged corrupt practices while in office.

The former anti-corruption chief had a torrid time in office as she oscillated between one corruption-related scandal to the other.

“It is a broad investigation into her tenure and what appears to be very disturbing evidence of corruption,” a top investigator of the ICPC said.

Mrs. Waziri, who chaired the EFCC from May 2008 to December 2011, had been enmeshed in controversy right from her inception when she was accused of standing as a surety to indicted former governor of Benue State, George Akume, who was investigated for monumental corruption by Mrs. Waziri’s predecessor in office, Nuhu Ribadu.

Her appointment as anti-corruption chief was reportedly at the instance of some former governors, including Bukola Saraki, former Kwara State Governor; James Ibori, former Delta State Governor; and Mr. Akume.

These former governors, particularly Mr. Ibori wielded enormous powers during the administration of late President Umaru Yar’Adua and played a major role in the controversial removal of Ribadu from office.

Corruption in office

Some of the alleged illegalities carried out by Mrs. Waziri while in office include issuing official clearance letters to former governors who were indicted or being investigated for corruption by her predecessor. These include Mr. Ibori who has since been convicted for theft and money laundering in the UK, and Victor Attah, former governor of Akwa-Ibom State, who is also wanted in the UK.

Other cases include the controversial authorization given Victor Uwajeh, an Abuja based businessman, to act a consultant for the EFCC to help investigate cases of politically exposed persons (PEP). Mr. Uwajeh subsequently used the authorization to blackmail several politicians and businessman, according to the EFCC, and is at present being prosecuted.

Mrs. Waziri was also accused by a lawyer, Chima Ejekwolu, of demanding 10 per cent of money the commission was to help recover from some fraudsters who duped his clients. Mr. Ejekwolu had a good relationship with Mrs. Waziri until he was charged to court by the EFCC for trying to defraud his clients using the commission’s name.

The various controversies and allegations of corruption surrounding Mrs. Waziri made it difficult for the EFCC under her tenure to get the required co-operation from international donors and partners.

Former American Ambassador to Nigeria, Robin Sanders, dissatisfied with Mrs. Waziri’s roles in Nigeria's anti-corruption war, walked out of a meeting with the then Foreign Affairs Minister, Ojo Madueke, because of Mrs. Waziri’s presence.

Her tenure by as the EFCC boss was also criticized by several Nigerians and civil society groups as one that saw a plunge in Nigeria’s anti-corruption effort.

Opening can of worms

The investigation of Mrs. Waziri by the ICPC, PREMIUM TIMES learnt, may confirm several of the allegations already in public domain.

“You know there were several allegations and petitions against her, this may be the opportunity to confirm them,” a senior official of the ICPC stated.

The ICPC spokesman Folu Olamiti could however not confirm if the investigation of Mrs. Waziri had commenced. Mr. Olamiti asked to be given time (till Monday) to confirm from the Commission’s Chairman, Ekpo Nta.

Fresh evidence has now surfaced to

Aviation Limited, a Nigerian airline
managed by Noggie Meggison, when
she wrote a letter to Ibori’s lawyers in
2008 leaving the impression that the
former governor had no stake in the
aviation company.
Mrs. Waziri’s secret letter, which was
obtained by SaharaReporters, was
written to the law firm of Efere Ozako &
Associates in Abuja, was dated
December 22, 2008. In it, Mrs. Waziri
categorically certified that Ibori and the
Delta State government were not
implicated in money laundering
allegations regarding Wings Aviation
and Captain Nogie Meggison, its
Managing Director.
“From the record of investigation
conducted, there was no established
connection between Mr. James Ibori or
the Delta State government and Wings
Aviation nor was it established that
Wings Aviation used to launder funds for
or on behalf of Mr. James O. Ibori,” wrote
the chair of Nigeria’s anti-corruption
agency.
However, Saharareporters has
documents revealing that Mrs. Waziri
knew she was making false claims in her
letter to Mr. Ibori’s lawyers. A witness
statement prepared and submitted by
the London Metropolitan Police in
support of an application for a restraint
order had detailed Ibori’s financial
shenanigans around the globe. The
statement, which was signed by Paul
Gardner of the Proceeds of Crime Unit at
the London Metropolitan Police,
disclosed how Mr. Ibori funneled monies
to several companies including Wings
Aviation.
An EFCC source told SaharaReporters
that the documents were handed over to
Mrs. Waziri as soon as she took over as
EFCC chair. The documents were also
available to the Attorney General,
Michael Aondoakaa, as part of a package
requesting Mutual Legal Assistance to
prosecute Ibori’s associates in London.
Mr. Aondokaa turned down the request
by the UK government and wrote a
letter, also in 2008, exonerating Ibori of
involvement in any corruption.
Mr. Gardner’s statement also revealed
how Mr. Ibori used Mr. Bhadresh Gohil,
his recently convicted London lawyer, to
carry out his money laundering deals.
The statement stated that Gohil
registered Telaton Quays Limited in the
British Virgin Islands and used it to
purchase a Challenger jet from
Bombardier Incorporated in Canada. Mr.
Gohil's law firm incorporated Telaton
Quays, which also owns 42 Great Ground
Street, Shaftsbury in Dorset (UK).
Mr. Gohil also incorporated another
company, Erin Aviation Limited, in
Mauritius. Erin Aviation received an
assignment from Telaton Quays Limited
to help in the purchase of the
Bombardier jet. The contract with
Bombardier Incorporated was executed
by way of a deed of assignment made on
December 14, 2006 between Telaton
Quays Limited, Bombardier Inc. and Erin
Aviation Limited.
In Switzerland, Mr. Ibori also opened a
bank account in the name of a company
known as "Stanhope." Funds reportedly
belonging to Wings Aviation Limited
were transferred from that Swiss-based
company to Sharmas solicitors in
London.

Nigerians are well informed of how the then Minister of Justice, Aonduaka, worked and used you to frustrate and derail the prosecution of Ibori by the EFCC. We know the dirty things EFCC under you did to always take the wrong side in order to actualize ur game plan, which was also the game of the FG then. We know how it took the UK government to prosecute Ibori, when the Courts in Nigeria, in clandestine connivance with the EFCC under you, thwarted the course of justice. Madam Waziri, pls wise up. Obasanjo is not your class; If he says your appointment as EFCC chair was orchestrated by Ibori, as a former President of the country, he is in a position to know the inside things in the government.

pro01: Beautiful, well-crafted response from Farida. I love how she expertly took this shameless old hypocrite called Obasanjo to the cleaners. It doesn't get better than this.

Not only did she make clear and verifiable claims about her qualification for the office of EFCC chairman and the nature of her relationship (or the lack thereof) with Ibori, she also made bold and verifiable claims about her performance in office - in terms of prosecutions and convictions. Indeed, it has to be noted that prosecutions and convictions are the ONLY objective yardstick for measuring performance in such office, not the sort of meaningless noise and empty hullabaloo that characterised Ribadu's tenure.

Is it that difficult to count the number of high profile prosecutions and convictions recorded by the EFCC during Farida's tenure and compare that with her predecessor and successor? Why is the Nigerian 'brown envelope' media too lazy to do this? All we get is this wishy-washy, follow-follow bandwagon approach to issues. It is really pathetic.
Why don't you give us the figures then? Or are you waiting for me to help you with that?
And, for your information, those run-of-the-mill qualifications she reeled out don't mean shyte. Fact is, she effectively admits(foolishly too, I might add) to having refrained from prosecuting OBJ, which at the very least amounts to professional negligence and can be extended to mean high treason and sabotage of the nation's war against corruption. Of course, the fact that she must have shielded Ibori and countless other criminals is not even contestable.
