There is no such category as 'best foreign movie'. There is, however, a 'foreign LANGUAGE' category.

Not necessarily the Govt. but a 'body'.

Depends. For example, a country submitting to the 'foreign languge' category can only submit one film per year.


Seriously people, there are so many different types of films and there isn't ONE set of rules. Filmmakers simply need to figure out if their film would qualify, find out the rules for their film/type of film and/or what they want to do with it. Unfortunately it isn't a 'clear' case of this is my question and this is the answer. There is quite a bit the 'filmmakers' have to do and find out themselves; fair enough it is a bit complex but come on... no producer/filmmaker should find it to be rocket science... it isn't.

Disclaimer* I think the answers I gave are right but anyone that has looked into it recently can correct/add. I have not read any of the rules for a few years. Well I was at some point interested in the foreign language category ... and then I thought about other' things.
