Definitely Yes, after ADB board.

The FG is the guarantor hence the approval should be captured in the minutes of FEC meeting.

aj1802001: Does the Federal Executive Council okay the loan before or after the ADB board approves on it? why do people talk anyhow.

When Jonathan was elected I said the biggest benefit of the highest office going to the Niger-Delta was that agitations around power will shift to agitations within power when the aura around the highest office is demystified.

It happened in the west with the AD/AC as the biggest headache to OBJ. It is happening again with Amaechi who is heads and shoulders above other opposition elements on issues that matter and strike at the very heart of the government.

This scenario may be downright ugly but this is the only way our democracy will work. I will like to see more opposition from within the Delta and I want to see GEJ ride them so that the peoples there can 'UNDERSTAND' what governance can truly deliver and what is just pie in the sky. So that when other regions agitate particularly the minorities they would know the LIMITS of executive power in the centre. Those limitations will lead to better introspection and a search for home grown solutions to perceived national challenges.

In time a councillor will command as much respect as Mr. President.

You forgot where it says it‘s going through the process and must get approval from the board of ADB. The question to be asked is whether the board has given its approval. I believe it‘s only when the approval has been granted before it comes to the FEC.

1) It requires the endorsement of the executive council headed by Jonathan.

2) It requires Iweala's endorsement

3) It also requires final approval from ADP

The truth is that the remainder is the duty of Iweala's ministry as Rivers State has fulfilled 100% of its requirement.
Has the board of ADB given its approval? Can the money be released unless the board gives approval?

I challenge all those listing Amaechi achievements to list any project that amaechi has initiated/commissioned since he assumed office for his second term!
Everything good about amaechi ie The schools, hospital/health centres and the few roads he built were all done in the first term when his primary focus was on rivers state and his people.

Since after getting the second term mandate Amaechi let his ego get the better part of him and now thinks he knows better than everyone in Nigeria.and his focus has shifted to self preservation in power and alliance with APC which is now drives his utterances and expenditures.

Amaechi should focus on his primary responsibility of providing the much needed infrastructure in Rivers State and quit throwing tantrums at the FG and its cabinet like a 3yr old.
He should spend rivers state money on rivers state infrastructures rather than spending it to build political infrastructures for APC as he is currently doing.

I must confess that I loved the Gov. Amaechi was in his first term but this brother has lost focus in this second term and we all need to see him for what he has turned into, an egotistical narcissist whose goal is political self preservation with no regards to the cost to rivers state,SS and nigeria at large.

If amaechi aspiration in APC succeeds in 2015 which i doubt, Amaechi will go down in history as a good politician but one thing he will never be is a statesman for hes allowed personal ambition to override collective ambition of his people.

building 250 schools and 150 healthcare is not luxreel for rivers people but a necessity, with the amount of money received from FG and other bodies every month we should not only be talking of school and healthcare. how many employment has he created, the road construction he claims to be constructing how many are they. he should stop deceiving himself and think he is deceiving people because self decit is the worst thing a man or anybody can do them self. (Don't compare the money river state collect with other state)

Schools and healthcare centres are not the only infrastructures that rivers state need at the moment. If this is the only thing that Amaechi can point to in 6yrs of administration, then he has failed the people woefully, when compared with the huge resources that comes into the state monthly.

All Amaechi achievements were in his first term. from january to october 2013 Amaechi has recieved a whopping N257 billion or $1.5Billion naira from the federation account!
that amount is more than the yearly budgets of many african countries. The big question is what has he done with that amount within the said period?

u forgot to add dat rubbish monorail he has spent billions constructing, it has been under construction 4 d past 4 yrs. I guess its jst to beautify station to azikiwe road cos if dat rubbish is meant 4 transportation den amaechi is definitely dreaming.

These beautiful schools were all built in his first term. He lost his bearing when he got himself involve with some people from the other part in the country. The mono rail project and bogus projects are all lying unattended to for God knows why. He should leave Okonjo Iwealla alone and come back to the state and concentrate.

When last did you visit the site of the Mono Rail project? I would suggest you go there again and see if you'd still have the same belief about the project.

NOTE: As the Mono Rail will pass through already developed area, do you not know that valuations and compensation have to be worked out with current owners before the rails for the Park - Igwuruta will commence?

I wonder why you haven't asked GEJ and his FEC team what they have done with the huge revenue accruing to this nation. You all seem to forget that whatever Rivers State gets, FGN gets 250% equivalent. Yet, Rivers State is intervening on FGN roads within the Rivers area to ensure that Rivers people will enjoy good roads.

You live in Rivers State, can you compare the Rivers State you live in today to the one of 8 years ago?

i am sad to see people mention health centre as achievement. Or building of schools as achievement by a state governor, same way they praised another governor in one of the sw(LP) for constructing parks and markets. Na them job be dat? Or why we come get local govts.

jazzydee: Schools and healthcare centres are not the only infrastructures that rivers state need at the moment. If this is the only thing that Amaechi can point to in 6yrs of administration, then he has failed the people woefully, when compared with the huge resources that comes into the state monthly.

All Amaechi achievements were in his first term. from january to october 2013 Amaechi has recieved a whopping N257 billion or $1.5Billion naira from the federation account!
that amount is more than the yearly budgets of many african countries. The big question is what has he done with that amount within the said period?

How much in the same period has the FGN, to which NOI is the Finance Minister received, and what has the FGN done with it? What can you as a Nigerian say that FGN has improved within this 2013 calendar year?

Amaechi has less than 18 months left in office its too late to be dreaming its time to deliver on all campaign promises to the state, which he appears not be actively working on as he has abandoned all projects in the state.

The only dream he is actively working on is that of political self preservation through APC, Is that what rivers people elected him for?

Well at least he did the dualisation of Igwuruta to Imo boundary on the PH-Owerri road. Meanwhile, the FGN has not been able to do the Imo boundary to Owerri end. You do the maths.

I guess the dualisation of Ada George, Stadium Road, Okporo Road, Mile 1 to Agip Roundabout, Old Aba Road, etc and the were all done in Delta State ko?

Bros you need to go back to school. A loan application should be approved before a guarantor guarantees it. Same way Naija banks make conditional offer of employment until you provide guarantors.

Only lazy minds think dreams are time limited. The owner of Disney World died before the first park was completed, but today it is the biggest tourist destination in the world. Amaechi's dreams for Rivers State goes beyond his tenure, the GPH ideal and Mono Rail are not and should not be limited to his tenure.

Stop deflecting the issue on table Amaechi has recieved $1.5billion in 10 months in 2013 what is he doing with it ? why does he need to borrow $200million for water when he could simply afford to pay for the water scheme from the state allocation if it was such a priority.

The truth about the issue is that the FG knows that the $200million dollars will form part of the $6 billion that amaechi is trying to amass for APC for 2015 election. Its not going to provide water for rivers state residence.
Amaechi is not concerned about the plight of the rivers state residence but his political self preservation.

I have not deflected the issue, it is known that Rivers State has received $1.5B in 2013, I am just pointing out that in that same period FGN has received over $23B, what have they done with it. Did NOI kick against the $1B loan from China, though most Nigerians know that some of the money will be used by the FGN for 2015 elections? I am just asking you to stop the hypocrisy.

Mind you Amaechi is doing lots that I that reside in Rivers State is feeling, but I cannot feel the FGN doing something for me in Rivers State.

Note that, should we now say that GEJ and his team, likewise all other governors, should not receive money also, seeing as they are all looking for money to amass for 2015 elections, or is it that PDP, LP, APGA Governors do not need money for 2015 but only APC Governors do?
