In Islam, she is a spirit and spirit can be either good or bad. They have religions, societies etc. But it is forbidden to have a proper relationship with humans and vice versa. It is also more likely for bad spirits to possess human than the good ones.

Just like they can possess human, human can also control them, witches for example use their powers in consideration for something. It is also to control them without giving anything in return for that to happen, the human in question must be backed by some other powerful spirits.
