(RE)STRUCTURING AFRICAN ARMIES


The age of colonialism and the subsequent decolonisation of Africa along with the Cold War has long past and despite the geographical tragedies that occurred in terms of arbitrary borders, the continent needs to come to terms with itself. It also needs to take responsibility for both its internal and external security.

Africa can no longer afford to lay the blame for its woes outside of the continent. Whereas several of Africa’s problems may indeed originate from beyond its shores, countries need to review their national security strategies and act accordingly. Failure to do so simply renders them more vulnerable to the numerous threats and threat networks that are able to penetrate and exploit the numerous security lapses that exist.

Cooperation between the threats operating in Africa is increasing as criminal, insurgent and terrorist networks cross and even join paths. Indeed, in several places across Africa, criminal networks support insurgent and terror networks and visa versa and on occasion, they are part of the same threat network. In parts of Africa, they have morphed into proxy forces under the control of foreign governments. On occasion, foreign interests coincide with the aims of the threats and/or threat networks and either wittingly or unwittingly support these networks.

As the threats and the threat networks across the continent have increased, so too has Africa’s military capacity to deal with them been gradually reduced – due in part to a lack of focussed intelligence and foresight, incoherent strategies, incorrect structures, inadequate doctrine, substandard training and obsolete equipment. This slow decay becomes very difficult, costly and time consuming to reverse – time that is often not available.  Added to this has been the rise of ethnic and political tensions infused with religious extremism.

African countries need to strengthen their defensive and offensive intelligence gathering capabilities in order to provide early warning to strategists and planners. A strong intelligence capability will furthermore allow predictions to be made in terms of real or potential threats that may or will manifest themselves. This ought to act as a guideline in terms of organisational structures, training and equipment.

To enter into a conflict or a war implies a progressive move towards economic, political and populace exhaustion. This exhaustion becomes even more evident when the conflict or the war is allowed to drag on indefinitely due to a lack of actionable intelligence along with an inability of the armed forces to contain/destroy the threat and both military and civilian casualties increase and infrastructure and equipment is either damaged or destroyed. This damages the economy which is needed to sustain the efforts of the armed forces.

However, without wide intelligence coverage and a coherent strategy, the exhaustion is multiplied – especially if the means to achieve the ends are not present or the means are lacking in ability, equipment and the political and national will is eroded or non-existent.

The primary problem however lays with the means: most African armies are organisational clones of their once colonial masters or their later East Bloc allies. This has resulted in incorrect organisational structures, incorrect training, inadequate doctrine, terrain and enemy-irrelevant TTPs and incorrect – often obsolete - equipment and so forth.

An incorrect organisational structure that is poorly prepared and postured prohibits rapid deployment and response and is usually accompanied by cumbersome command and control lines, inadequate logistics, inadequate personnel administration and that, in turn, impacts on morale and forces armies to become reactive as opposed to proactive.

The current structures most African armies follow are not conducive to rapid deployment or focussed effort. We have proven the concept that smaller, more agile units, correctly structured and trained and well-led are able to manoeuvre at speed – if they have the necessary assets at their disposal. These forces are able to operate independently and yet rapidly regroup to form a larger, very aggressive, efficient and potent fighting force.

Whether mechanised, motorised, riverine or air delivered, these forces are able to conduct numerous offensive tasks from a single large-scale conventional attack to smaller swarm attacks, COIN operations, raids and ambushes and so forth. It is this very concept that allows for the relentless pursuit of an enemy force.

This structure furthermore enables dispersed defence, forcing any enemy to attack over a very wide front whilst simultaneously dispersing his forces and exposing them to numerous flank and swarm attacks.

Unfortunately, many African armies have tried to clone foreign armies or have been ill-advised and misled in terms of intelligence, strategy, organisational structure, training, equipment and other related defence and security issues. Additionally, African armies have become very political in terms of appointments and missions. In turn, this has allowed numerous threats to be ignored, misjudged and subsequently not taken seriously until it has become almost too late. It has also resulted in a hesitancy to adapt their forces to deal with the current and future threat networks.

However, these remain mere factors that are often overlooked but that impact negatively on the abilities of African armies to achieve mission success.

For African armed forces to engage a threat or a threat network efficiently, rapidly and with economy of force, serious consideration needs to be given to restructuring the armies and training and equipping them accordingly.

Algerian army : Eight terrorists killed, weapons seized in Setif 31/05/2016

ALGIERS-Eight terrorists have been killed during the night of Tuesday to Wednesday in the province of Setif, following an ambush laid by a detachment of the People's National Army (ANP), which also seized a batch of weapons, the National Defence Ministry announced in a communiqué.

As part of counterterrorism and thanks to an efficient exploitation of information, a detachment of the People's National Army killed eight terrorists on 31 May 2016 at 11:55 pm, following an ambush laid near Oued Laatache, located in the commune of Guelta Zarka (province of Setif-5th military region)," the same source said.

"During this quality operation, six (6) Kalashnikov type submachine guns, a Seminov type semi-automatic rifle, an automatic pistol, two[b] (2) grenades[/b] and a significant quantity of ammunition have been recovered, in addition to an explosive belt that has been destroyed on the spot."

"Such decisive operations conducted by the ANP forces are the result of efforts, permanent vigilance and farm determination to eliminate small terrorist and organized crime groups and eradicate this scourge from our country", the same source stated.

America gives Egypt free armored vehicles. Egypt gives America a slap in the face.


This month, the United States delivered the first batch of 762 Mine Resistant Ambush Protected (MRAP) vehicles to Egypt free of charge. That’s on top of the $1.3 billion in military aid the Obama administration has allocated to the regime of Abdel Fatah al-Sissi this year. The White House refuses to condition these gifts on an improvement in Egypt’s horrendous human rights record. So herewith a more modest proposal: Obama should ask Sissi to publicly explain how the MRAPs fit into the “fourth-generation war.”

Most people are unfamiliar with that esoteric term — unless they have been following the rhetoric of Egypt’s military leaders since the coup of 2013. Fourth-generation warfare, Sissi once explained to cadets at Egypt’s military academy, occurs when “modern communication channels, psychology and the media are . . . deployed to create divisions and harm Egypt from within,” according to the website Mada Masr.

Who is the enemy in this war? According to the Egyptian military, that would be the United States — the same country providing the army with those free armored vehicles and billions in aid. In March, the Defense Ministry’s Nasser Military Academy briefed the parliament about fourth-generation warfare. According to the outline, reported by Mada Masr, the subjects included “Egypt’s defense strategy and Western plans to divide the Middle East.”

Pro-regime propagandists are far more explicit. “Most civil society organizations” in Egypt “work to demolish the state through fourth generation warfare for a few dollars,” wrote Charl Fouad El Masry in Daily News Egypt in January. Amr Ammar, a frequent guest on state television, has written a tome explaining how Egypt’s 2011 popular revolution was actually a U.S. plot to destroy Egypt for Israel’s benefit. He calls it “the Hebrew Spring.”

Some might dismiss this anti-American ranting as harmless rhetoric for internal consumption. In fact, it is not. We know that because the military has been acting on its theories. Among other steps, it has launched an offensive against those allegedly dollar-supported nongovernmental organizations. In March, prosecutors reopened a 2011 court case against a number of human rights groups, banning their leaders from leaving the country and asking a judge to freeze their personal assets.

During the first round of the case, the regime directly targeted U.S. organizations such as the International Republican Institute and Freedom House, forcing them to shut down their operations and pull their staff out of the country. Now it is prosecuting people such as Hossam Bahgat, the founder of the Egyptian Initiative for Personal Rights, which recently reported on the regime’s persecution of gay people; Gamal Eid, the executive director of the Arabic Network for Human Rights Information; and Bahey eldin Hassan, the founder of the Cairo Institute for Human Rights Studies.

Observers of Egypt might wonder why Sissi, who claims to be fighting the Islamic State and other Muslim extremists, would devote himself to prosecuting secular human rights activists as well as journalists and left-wing politicians who despise jihadism. The answer is simple: It’s all part of fighting the fourth-generation war. The ultimate enemy in this war is not Sunni extremism but Western liberalism — headed by the United States.

As the Egyptian generals see it, they use the tanks and mine-resistant vehicles and F-16s supplied by Washington to fight the Islamic State on one front, in the Sinai Peninsula. Meanwhile, they direct their intelligence services and prosecutors to assault America’s subversive agents in Cairo. There is no contradiction, so long as the U.S. administration doesn’t object and the military aid isn’t endangered. And the Obama administration doesn’t object. In fact, it has asked Congress to remove all political and human rights conditions on military aid to Egypt in next year’s budget.

The problem with this is that U.S. support of the Egyptian military is serving to destroy U.S. relations with Egypt. Secular supporters of democracy and human rights, our natural allies, are being crushed. Meanwhile, Egyptians are being fed propaganda describing the United States as the sponsor of a massive plot to divide and destroy the country. From Washington’s point of view, it seems like a poor return on one of the largest aid packages in the world.

That’s why an Egyptian activist I know recently offered a friendly suggestion. Forget about trying to stop Sissi’s war on peaceful dissent, his prosecution of journalists and his shuttering of NGOs, he said. But tell the generals that future U.S. aid will depend on a prime-time televised statement by Sissi, in Arabic, assuring Egyptians that the United States is not plotting to destroy the country and has nothing to do with a “fourth-generation war.”

It doesn’t seem like much to ask in exchange for 762 free MRAPs.

UPDATE ON OPERATION LAFIYA DOLE



The Nigerian troops deployed in Operation LAFIYA DOLE and their neighbouring counterparts under the Multinational Joint Task Force have been very busy clearing the remnants of Boko Haram terrorists in their respective areas of responsibilities. In the process, they were able to rescue quite a number of abducted persons, arrested suspected Boko Haram terrorists, recovered weapons and equipment.

The troops of 81 Battalion and 251 Task Force Battalion, 25 Task Force Brigade on 30th May 2016, received 79 persons who claimed to have been kept captives by Boko Haram terrorists at Ngwalimiri village but escaped at their location. They comprised 12 men, 24 women, 31 children and 12 infants. All of them are undergoing preliminary investigation and screening to determine their status before onward movement to Internally Displaced Persons camp for rehabilitation.

In furtherance of the efforts to keep Bitta-Damboa road open and secure to commuters, troops of 28 Task Force Brigade have cleared Bulajani, Mulgwo and Muotu villages of remnants of Boko Haram elements.

During an encounter at Moutu specifically, a soldier sustained an injury on the forehead, while 5 Boko Haram terrorists were killed by the troops, while a few others were suspected to escape with gun shot wounds. The troops recovered 3 locally made guns.

The advancing troops linked up with their counterparts of 25 Task Force Brigade at Gombori village and rescued 157 persons escaping from Boko Haram terrorists captivity. The rescued persons comprised 47 women, 91 children, 19 men. They are currently undergoing preliminary investigation and thorough screening to also determine their status.

In a related development, troops of 7 Division Garrison arrested a 28 year old suspected Boko Haram terrorists’ spy, Musa Mallam Aman, around the Garrison Headquarters complex in Maiduguri metropolis. Preliminary investigation confirmed that he hailed from Maradhi village in Niger Republic and added that he was not alone as there were Boko Haram terrorists spies in Maiduguri. While efforts have been intensified to track and arrest his other accomplices, Musa has since been handed over to Joint Interrogation Committee (JIC).

Troops of 22 Brigade Garrison and their Nigerian Security and Civil Defence Corps (NSCDC) in Dikwa have also embarked on routine and fighting patrols to maintain security on construction and rehabilitation works of public buildings and infrastructure that would facilitate return of public officials and people back to their ancestral homes.

In addition, the troops have been carrying out clearance operations and patrols to keep Maiduguri-Mafa-Dikwa-Gomboru Ngala road open and secure.

The troops of 26 Task Force Brigade on their part, have intensified patrols and clearance operations in their area of responsibility. It was in that process that they discovered an Unexploded Object (UXO) and its casing at Hausari Street Gada Mayo yesterday afternoon.

Similarly, another patrol team of the Brigade yesterday successfully cleared Boko Haram terrorists hideouts along Gwoza-Kwatara-Kasa-Uvaha hills. The troops also rescued 4 men, 2 women and 5 children that fled Boko Haram terrorists location at Uvaha as a result of the formation’s offensive against the terrorists.

In a related development 77 Boko Haram terrorists have surrendered themselves to troops of 122 Task Force Battalion. They comprised 17 men, 16 women, 16 male children and 28 female children. The surrendered terrorists have been moved to Yamteke by combined team of 26 Task Force Brigade for preliminary investigation and screening.

Troops have also arrested a deserter soldier, 03NA/53/3098 Corporal Musa Titima of 117 Task Force Battalion, attached to 114 Task Force Battalion, who absconded from duty while on Operation CRACKDOWN at Bitta. The soldier was also allegedly involved in a fracas with Mr Salisu Ngatha at Kabang Ward on 30th May 2016 that led to the death of the civilian. The soldier has been moved to the Brigade headquarters for proper investigation and other disciplinary process.

Following tip off by well meaning Nigerians, troops of 7 Division Garrison, conducted clearance patrol at the following villages; Abachari, Asanari, Mediari, Toluwari, Chuwnari, Gaya, Zarumari, Alanari, Shuwari, Ngadaya, Chempo, Samaa, Matari, Utoro and Kayamla in Jere and Konduga Local Government Areas of Borno State on 31st May 2016.

During the patrol, troops came in contact with members of Boko Haram terrorists group at Samaa village, killing a number of them and recovered 3 motorcycles, 143 rounds of 7.62mm ammunition, 2 bicycles, 2 bags if mango, 1 tricycle tyre pump 2 water bottles and pellets for Improvised Explosive Devices (IEDs) making.

The morale of troops in the theatre of operations remains very high.

We would like to reiterate our earlier calls on the public especially in Borno State, to be security conscious and cooperate with the security agencies.

I just took my time today to read about the "Tucano jet" ; I never knew it's a very awesome bird that has seing much action in war/CION and incredible payload,avionic system and armament.

My question is why would our top brass hesitate to go to Embraer Defense and Security in Brazil and get these affordable/cost efficient jets. I mean these is a jet that has a beautiful performance to its credentials;

Afghan,
Braszil;"anti-farc military operations"
Chile,
Colombia,
Dominican Republic,
Ecuador and even united states...etc.

So why av we being waiting all these years, if united states refuse then let's get our brown new from Brazil.

Under the previous administration efforts to buy the tucano were led by the VP but blocked by the US.I believe some of the parts of the S.tucano are made in the US.

Troops chasing Boko Haram terrorists hiding in Taraba – Buratai


The Chief of Army Staff (COAS), Lt.-Gen. Tukur Buratai, on Wednesday, said the Army was on the trail of Boko Haram terrorists who fled Sambisa and were hiding in Taraba.
Buratai said this when he paid a courtesy visit to Gov. Darius Ishaku of Taraba, in continuation of his tour of Army formations in the state.

He said the Army had strong reasons to believe that some of the terrorists that fled Sambisa were taking refuge in parts of Taraba.


He added that “Taraba has not been affected by this insurgency since it started except for the recent incidences that are related to Boko Haram especially as they are being pushed out of Borno.

“We strongly suspect some of them are currently parading themselves around this state; we are working on our intelligence and information from some good citizens.

“We are banking on support about their movement and we are equally tracking them so that we get them as soon as we can.”

The Army boss then urged Nigerians to support the military “to finally clear the remaining hideouts of the insurgents.”


He said timely sharing of information on the movement of suspicious persons would go a long way in containing the insurgents.

He assured citizens of Taraba and the North East in general of the military’s determination to finally end the menace of insurgency in the region.

On the invasion of communities by suspected cattle herders, Buratai said troops were also on the trail of the suspects.

He said that the Army, in conjunction with other security agencies, were working hard to contain the menace.

According to him, troops are combing the bush and areas in search of the suspects all over the country.

He expressed optimism that the situation would be arrested in the nearest future.

On his part, the state governor commended the efforts of the military in addressing threats of security across the country.

Ishaku informed the army chief of the various threats to peace that had plagued the state for a while.

He sought the assistance of the Nigerian Army in tackling the challenges, especially in the border communities of the state.

Ishaku reaffirmed the commitment of the state government to support security agencies in the discharge of their duties.

The News Agency of Nigeria (NAN) reports that the chief of army staff is scheduled to visit army formations in Takum and Sarti areas of the state. (NAN)

Observers of Egypt might wonder why Sissi, who claims to be fighting the Islamic State and other Muslim extremists, would devote himself to prosecuting secular human rights activists as well as journalists and left-wing politicians who despise jihadism. The answer is simple: It’s all part of fighting the fourth-generation war. The ultimate enemy in this war is not Sunni extremism but Western liberalism — headed by the United States.

As the Egyptian generals see it, they use the tanks and mine-resistant vehicles and F-16s supplied by Washington to fight the Islamic State on one front, in the Sinai Peninsula. Meanwhile, they direct their intelligence services and prosecutors to assault America’s subversive agents in Cairo. There is no contradiction, so long as the U.S. administration doesn’t object and the military aid isn’t endangered. And the Obama administration doesn’t object. In fact, it has asked Congress to remove all political and human rights conditions on military aid to Egypt in next year’s budget.

The problem with this is that U.S. support of the Egyptian military is serving to destroy U.S. relations with Egypt. Secular supporters of democracy and human rights, our natural allies, are being crushed. Meanwhile, Egyptians are being fed propaganda describing the United States as the sponsor of a massive plot to divide and destroy the country. From Washington’s point of view, it seems like a poor return on one of the largest aid packages in the world.

That’s why an Egyptian activist I know recently offered a friendly suggestion. Forget about trying to stop Sissi’s war on peaceful dissent, his prosecution of journalists and his shuttering of NGOs, he said. But tell the generals that future U.S. aid will depend on a prime-time televised statement by Sissi, in Arabic, assuring Egyptians that the United States is not plotting to destroy the country and has nothing to do with a “fourth-generation war.”

It doesn’t seem like much to ask in exchange for 762 free MRAPs.

This is pure propaganda and absolute bullshit. It is true that US is doing all its best to destroy Egypt.

I tell you. Egypt fully understand the plot and plan being orchestrated by the US and they are responding to it accordingly and stealthily. They have a Pure and Precise Policy meant to counter the US narratives and program.

That is what El Sisi meant when he said the US is trying to destroy Egypt by dividing their people especially the military. Egypt was meant to be the first victim o the Arab Spring but El Sisi came and saved the day. All attempts by the Muslim Brotherhood to destabilize Egypt are being thwarted. The US and A steal are hell bent on destroying all countries in the Middle East. But I have confidence in Egypt and the Persians. Both are former world powers and their military are strong enough to defend their sovereignty, especially Iran.

I also really commend El sisi for containing the issue. lybia & Tunisia today are busy fighting ISIL as a result of a war caused by the United States and NATO.
If the United States knew El sisi was going to be the kind of man he his today, they would av not allowed him to be in power.
