SETTING THE RECORD STRAIGHT – WHERE IS THE “RESCUED” NOTORIOUS KIDNAPPER, ALHAJI HAMISU BALA WADUME?


The attention of the Nigeria Police Force has been drawn to the Press Release by the Nigerian Army dated 07 August, 2019, seeking to justify the unprovoked and unwarranted murder of three (3) Police officers and one (1) Civilian, and serious injury to other operatives, who were on legitimate criminal investigation activities to Taraba State, to arrest one Alhaji Hamisu Bala Wadume indicted in a series of high-profile kidnap incidents in the State. In the best tradition of Esprit de Corps, Inter-Agency Harmony and National Interest, the Nigeria Police Force would naturally have kept quiet, but it has become imperative to set the record straight by addressing the obvious distortion of facts inherent in the Press Release by the Nigerian Army.

The most important question arising from the Nigerian Army Press Release is: Where is Alhaji Hamisu Bala Wadume? Alhaji Hamisu Bala Wadume is a millionaire kidnapper arrested by the Police but paradoxically treated as a ‘‘kidnap victim’’ by the Soldiers and subsequently ‘rescued’ by them. Where is he? Where is the rescued kidnapper?

Secondly, the Press Release was silent on the source of the alleged distress report or identity of the complainant, on the strength of whose report, the Army claimed had informed their decision to engage in the purported chase and rescue operation. Needless to state that in the true spirit of transparency and accountability, the Nigerian Army ought to have arrested the purported distress caller - if any - for obviously and deliberately furnishing them with false and misleading information. Besides, such arrest should in fact be made public!

Thirdly, it is not true that the Policemen failed to identify themselves as alleged in the Press Release. The video on the incident, now viral, wherein the voice of one of the soldiers was heard loudly proclaiming that the Policemen were from the Force Headquarters, Abuja speaks volume. Besides, the presence of the IRT personnel was well known to the Taraba Police Command as the Operatives officially and properly documented not only at the State Command Headquarters but also at the Wukari Area Command and the Ibi Divisional Headquarters. As a matter of fact, some of the Detectives from the Taraba State Command’s Criminal Investigation Department (CID) were part of the operation.

The Force also considers it insensitive, disrespectful and unpatriotic for the Press Release by the Army to continue to describe Policemen on lawful National Assignment as ‘suspected kidnappers’ long after it had become crystal clear to the Army that these are Law Enforcement Officers who unfortunately were gruesomely murdered in the line of duty by Nigerian soldiers attached to 93 Battalion, Takum.

In the final analysis, we leave the Nigerian Army authorities to provide Nigerians with answers on the following questions emanating from their Press Release:
* Where is the notorious kidnapper, Alhaji Hamisu Bala Wadume ‘rescued’ by the soldiers?
* How and why was Alhaji Hamisu Bala Wadume released by the soldiers?
* How could a kidnap suspect properly restrained with handcuffs by the Police escape from the hands of his military rescuers?
* If Alhaji Hamisu Bala Wadume is a ‘‘victim of kidnap’’ as claimed, and properly rescued by soldiers, why was he not taken to the Army Base for documentation purposes and debriefing in line with the Standard Operating Procedure in the Nigerian Army?
* Why were the Police Operatives shot at close range even after they had identified themselves as Police Officers on legitimate duty as evident in the video now in circulation?

ABUJA Ref No. CZ.5300/FPRD/FHQ/ABJ/VOL.2/68 Date: 7th August, 2019 on the unfortunate incident that occurred on the 6th of August 2019 in which troops of 93 Battalion Nigerian Army Takum pursued and exchanged fire with some suspected Kidnappers who indeed turned out to be an Intelligence Response Team from the Police Force Headquarters Abuja on a covert assignment from Abuja resulting in the death and injury of some members of the Team.

On the 6th of August 2019, the said Nigerian Army troops, while responding to a distressed call to rescue a kidnapped victim exchanged fire with the suspected kidnappers along Ibi-Wukari Road in Taraba State.

The suspected kidnappers numbering about ten (10) and driving in a white bus with Reg No LAGOS MUS 564 EU refused to stop when they were halted by troops at three consecutive check points. The flagrant refusal of the suspected kidnappers to stop at the three checkpoints prompted a hot pursuit of the fleeing suspects by the troops. It was in this process that the suspected kidnappers who were obviously armed opened fire at the troops sporadicaly thus prompting them to return fire.

In the resultant fire fight, four (4) suspects were shot and died on the spot while four (4) others sustained various degrees of gunshot wounds and 2 others reportedly missing. It was only after this avoidable outcome that one of the wounded suspects disclosed the fact that they were indeed Policemen dispatched from Nigerian Police, Force Headquarters, Abuja for a covert assignment.

However, following inquiries from a Police Station officer who was asked by the commander of the Army troops whether he was aware of any Nigerian Police team being dispatched to operate in the LGA, the Divisional Police Officer of Ibi Police Division responded that he was not informed about any operation by the Nigerian Police Force Headquarters thus lending credence to the distressed call from members of the community that the suspects who turned out to be Policemen on a covert mission were rather suspected kidnappers.

This incident is indeed quite unfortunate and could have been avoided through proper coordination and liaison as the Nigerian Police Force are partners in the fight against crimes such as kidnapping amongst myriads of other internal security threats confronting our nation of which the Nigerian Police is the lead Agency.

In order to avert future occurrences of this nature, the Army Headquarters and the Force Headquarters of the Nigerian Police have agreed to constitute a Joint lnvestigation Panel to be headed by the Deputy Inspector General of Police in charge of Criminal Investigation Department, DIG Mike Ogbizi, to jointly investigate and report on the true circumstances surrounding the unfortunate incident. Therefore, until the Joint Investigation Panel concludes and submits its report, it will be premature to officially conclude and speak on the real circumstances that caused this unfortunate but very avoidable unfortunate incident.

I keep saying it, the NA should work on the professionalism of their officers. What i deduce from all this brouhaha is that kidnapper is highly connected else how can Sagir explain how the kidnapper escaped with handcuff. You allegedly rescued a kidnap victim and just let him loose like that without debriefing and following laid down procedures. We are not fools mana!!!!!
is this how we want to defeat bandits and in extension Bokoharam? Take it or leave it some kidnappers are working with some army personnel in all this web of the kidnapping "business".

Currently playing out, Congo ejects Nigerian ambassador, ransacks embassy building throwing out diplomatic materials and FGN properties to the street.

From one act of ineptitude to the next. This is how a useless government has reduced us and you think we can get a grip on our security challenges with such leadership. This is going on and no word from Abuja. In the Obasanjo days you think by now basing rights for combat troops are not been negotiated to deal with the belligerence of Kinshasa if for nothing at least as warning to others not to ever try such nonsense.

It's about time I give up completely unless something is done about this current president dragging us down.

And while the country is on a downward spiral the president is enroute to his village in Daura, Katsina state for 10 days instead of staying back in Abuja and demonstrating leadership becoming of a supposed "giant of africa" whose authority is now at its lowest been challenged by domestic and foreign enemies.

By now a hands on president would have had the Congolese ambassador and his essential staff on the next flight to Kinshasa while the Nigerian ambassador and entire embassy is evacuated for immediate consultations and at same time an F-7 supersonic flight is ordered over Kinshasa in a show of force.

In international diplomacy appearances matter.

While at it the army commander in that area of operation where those police intelligence officers were slain would be placed on temporary suspension pending the outcome of DHQ investigations.

Alas nothing of substance is happening but the most inept president is on his way to Sallah rendezvous.

On the Congolese issue, we are not really well informed on what actually happened on ground there; governments don't just take action recklessly without first verifying the true situation. What we saw on social media could be a very skewed version of whatever events occurred(we don't even know if it's the Nigerian ambassador, it's just hearsay), if the Nigerian ambassador was feeling threatened, he would have placed a call to the MoFA and the ONSA by now.

And it is even ridiculous that you think Nigeria will strike directly against another African country (without a collective regional mandate or support of multilateral institutions). Apart from the fact that we don't have the means to launch unilateral kinetic operations against far away Congo, our foreign policy has Africa as it's centrepiece,hence,we are tied by constitutional obligations of "Africa first". If at all the social media reports are true(which I am certain they are not), we can only issue strongly worded statements, recall our ambassador and send a "high powered" diplomatic delegation to Kinshasa.

I feel more has to be done to curtail this embarrassing rivalry between our security forces. This is certainly not the first time one security agency has had a deadly shootout against another; Nigeria is such a place that any serving colonel, if sufficiently enraged, can point a finger and order his men to wipe out an entire police station.

Of course,this lack of interforce cohesion isn't unique to Nigeria or even Africa, but as a country facing myriads of security problems,one would expect more professionalism from our armed forces.


In this particular case,the army has a lot to anwser for(the fact that they haven't replied the police's recent press release simply suggests that either they have accepted guilt for the incident or they are cooking up more lies). It clearly appears that the arrested suspect has strong military connections, because the incident looks,feels and sounds like a jailbreak by the army.

To imagine that some of our finest intelligence operatives were wasted, ironically, by the government they worked for. I hope we not only get clarification on the issue,but also put mechanisms in place to ensure that issues such as this don't come up again in the future.

Stop chasing shadows saving face for a useless administration. Everything about the death of those officers can be traced back to the desk of the commander-in-chief. The consequences of his incompetence is unraveling in security failures across the country. How can u be so blind to reality. Let me help you it is under this administration of Buhari inter-agency rivalry shot through the roof for lack of direction. Under this government the role of the SSS has been subjugated so that we no longer know the premier domestic law enforcement agency of the state. These were all well streamlined by previous administrations beginning with Babangida but not too long ago under Buhari former heads of secret sensitive agencies are been hounded like rats for the slaughter as we saw in the DSS & NIA vs EFCC show of shame. Never happened before that an elite intelligence agency will be in public brawl of supremacy. The guys no longer know who is boss. Who dare you in previous administrations challenge the state security service. All this unfortunate incidents point to ineptitude on the part of the president. Stop defending mediocrity Evarn.

And it is even ridiculous that you think Nigeria will strike directly against another African country (without a collective regional mandate or support of multilateral institutions). Apart from the fact that we don't have the means to launch unilateral kinetic operations against far away Congo, our foreign policy has Africa as it's centrepiece,hence,we are tied by constitutional obligations of "Africa first". If at all the social media reports are true(which I am certain they are not), we can only issue strongly worded statements, recall our ambassador and send a "high powered" diplomatic delegation to Kinshasa.

I know you may not be the sharpest tool in the shed, but I must say,you need to tone down on the hysteria.

Okay, I understand you very much and I need you to be stable, which is why I will try break this down in neonatal tenses to avert an impending cerebral shutdown. You see, international politics is way beyond the regular local joint beer and pepper soup discussions that make you assume you are an accomplished political analyst. When you open your social media, you'd be greeted with various colourful reports about how South Africans have almost finished wiping out all Nigerians living in their country,or how the Congolese police has tossed out the Nigerian ambassador on his a.ss in full view of the international community. But that is what we hear, the question we should ask is,what is the true situation?.

In the case of the South Africa reports, I can categorically say that most of the Nigerian deaths are perpetrated by fellow Nigerians, the rest is greatly exaggerated. Usually,it's not as if they even target Nigerians,they can not even tell the difference between Nigerians and Zimbabweans on sight. But when you see the news on Nigerian cyberspace,you will think Southies are killing Nigerians(many of whom are involved in drug peddling and human trafficking) for no just reason.

In the case of Congo, it could be the same. The government cannot start mobilizing for a military invasion of the DRC simply because someone posted a video on YouTube. If you think that is how governance works, then it is good that the only thing you are currently governing is your nairaland account(of course,I am sure you are smarter than that at least). If at all the reports are found to be true, the FG will definitely take action, there is no way they won't take action. But first,such reports must be verified. The ambassador must lodge a distress call, the MoFA must be notified, the ONSA must be notified, then the SGF, who will then notify the President. Statements would be issued, the Congolese ambassador would be summoned to explain the incident. If he fails to give a satisfactory explanation from the POV of his government, our ambassador will be recalled, and theirs expelled. All these don't happen within seconds, it takes days. Governments don't declare war based on hearsay.

We don't know why exactly the Congolese police evicted the people who claim to be the Nigerian embassy. Perhaps it even has nothing to do directly with the Congolese government, it could be that the building was rented and the embassy defaulted in paying their rent, hence, the owner of the property decided to evict them. Let us wait for further clarification, if it was a deliberate act of provocation,then you will have my backing in insulting the President to the fullest.

Under this government the role of the SSS has been subjugated so that we no longer know the premier domestic law enforcement agency of the state. These were all well streamlined by previous administrations beginning with Babangida but not too long ago under Buhari former heads of secret sensitive agencies are been hounded like rats for the slaughter as we saw in the DSS & NIA vs EFCC show of shame. Never happened before that an elite intelligence agency will be in public brawl of supremacy. The guys no longer know who is boss. No na u be 'sharpest' lol! Clearly you are living an illusion. Here u are reading what u glimpsed from print media and making veiled defense for mediocrity. Did you even know when this happened. It's more than 48 hours yet your government only responded after the noise on social media an attitude reminiscent of how they respond to Nigerians in distress abroad. And now they responded where are the sanctions on the Congolese government or the sanctions the host government has meted out on those who trespassed our sovereign territory. Do you know that's the least that should happen. What you see is just saving face.

You think what you read is the reality. Why do u think we have NIA case intelligence officers on the ground under the cover of other nocturnal diplomatic status and military attaches in our embassies. Before official statements are made the foreign minister is well aware of what's going on same as the president who receive intelligence briefs everyday first thing in the morning (assuming your current president reads them) and plans are made to preempt any negative fallout. That's what responsive governments do and where there're intelligence failures they attempt a robust response by other kinetic means to divert attention.

So what you are reading ain't the reality. Besides invasions don't happen overnight something you think I advocate, I opined about the signals you send out by applying some measure of soft power. About Nigerians vis-a-vis South Africans pls tell us something we don't know. That's old story nothing new.

Which things precedes this administration that you keep hyping about and is that not your oft way of defending this government. Go figure. Young soldiers and officers are dying in numbers they shouldn't for lack of a real commander-in-chief. They deserve better and not this your parochial support of a government that don't even care if you exist which still makes Nigeria a third world country which is quite an anomaly. You need to travel to Dubai or even nearby Morroco to see how a country works or better still go to countries that started out with us like Malaysia and you will I hope be ashamed to even come here and still support how things still stand in Nigeria since the 80's and got even worse under your ineffectual Buhari.

HUMAN CAPACITY DEVELOPMENT: NAF TRAINS 47 PERSONNEL ON AVIATION-RELATED SAFETY COURSES

The Nigerian Air Force (NAF) has continued to ensure that the use of the airspace by its operators, especially in the ongoing fight against insurgency and other forms of criminality in the country, is conducted in accordance with international best practices. One of the means through which this imperative is being actualised, is sustained capacity building through constant training and re-training of NAF personnel in air operations related safety courses.

Speaking during the combined graduation ceremony of 47 personnel from Air Traffic Control Assistants/Base Operations and Fire Fighters’ Course 2/2019 yesterday, 8 August 2019, at the Air Traffic Services Training Centre (ATSTC) Kaduna, the Guest of Honour, the Rector Nigerian College of Aviation Technology Zaria, Captain Abdulsalami Mohammed, said the NAF is making concerted effort towards the continuous development of ATSTC into a hub of excellence in Air Traffic Services (ATS) human capacity development, not only for the benefit of the NAF but indeed for the nation and the world at large. He stated that the presence of well informed and quality ATS personnel in an air operations environment was key to effective flight operations and efficient management of the airspace, to prevent hazards both in the air and on ground. He applauded the Chief of the Air Staff, Air Marshal Sadique Abubakar, for his unwavering commitment to training in the NAF so as to build capacity to reposition the Service into a highly professional and disciplined force. Captain Mohammed urged the graduating students to contribute their quota, for efficient air operations to deal with the current internal security challenges in the Country, having been equipped with requisite knowledge to effectively discharge their duties in the airfield environment.

In his welcome address, the Commandant ATSTC, Air Vice Marshal Haruna Mohammed, urged the students to be good ambassadors of the ATSTC through their conduct and exemplary behavior in their various units. He thanked the Guest of Honour for his support in all training and administrative matters of the Centre and equally extolled the CAS for his passion towards training in the NAF.

Highlights of the event included the presentation of certificates to all the graduating students, which included 3 females, as well as merit awards to 6 students who distinguished themselves during the course. The occasion was graced by the Air Officer Commanding Air Training Command, Air Vice Marshal Muhammad Suleiman, who was represented by the Chief of Staff, as well as Principal Staff Officers of ATC alongside Commandants and Commanders of Co-located Units in Kaduna.

DHQ CONSTITUTES JOINT INVESTIGATION PANEL

In compliance with the presidential directive issued by the President, Commander-In- Chief of the Armed Forces of Nigeria, President Muhammadu Buhari, the Chief of Defence Staff Gen Abayomi Gabriel Olonisakin has constituted a 7 man Joint Investigation Panel to unravel the circumstances that led to the unfortunate incident between the Nigerian Army and the Nigeria Police allegedly resulting in the killing of 3 personnel of the Nigeria Police and a civilian along Ibi - Wukari road in Taraba state.
The Joint Investigation panel is headed by Rear Admiral IT Olaiya and has a representative each from the Nigerian Army, Navy, Airforce the Nigeria Police, Department of State Service and the Defence Intelligence Agency.

The Joint Committee has commenced work immediately.
