It may be difficult for any president to personally know credible people to appoint from every single state of the federation, which means he must at times rely on recommendations/nominations by certain influential people in certain states. This is the rationale for the PDP's tradition of allowing governors recommend ministers. In Buhari's case, if it's not the governors that will recommend, we also hope that it wouldn't be equally discredited political power mongers like Bola Tinubu, Atiku, Saraki, etc? Abeg don't go there,even Tinubu can never ever insist that he chooses his nominee.

What Buhari is implying is that he is going to appoint only technocrats and not politicians perse and by the word technocrat we are talking about appointees based on their in-depth record of past performance in their previous positions and people who have specified know how about the particular portfolio and not just one politician recommended by any governor or GOD father.
