Salary Crisis: Buhari To Bail Out States - Ortom by Olamitisoji(m): 3:32am On Jun 13, 2015
Governor Samuel Ortom of Benue State has said that President Muham-madu Buhari would extend bailout to states to enable them offset backlog of salaries and liabilities crippling their economic activities across the country.

He made this known yesterday in Makurdi, the state capital, during separate meetings with students and other union leaders from the Benue State University, BSU.

Ortom further revealed that his predecessor, Gabriel Suswam left behind a debt burden of over N90 billion for his administration, contrary to the N9.2 billion debt as claimed by the former governor.

Benue is among the distressed states in the country. Others include Osun, Enugu, Kaduna, Plateau and Imo. Most of the states or their local governments are said to be owing between four to six months salaries of workers amounting to several billions of Naira.

However, according to Ortom, “the list of the debt (left behind by Suswam) include N50 billion incurred from ongoing contracts, N18 billion on certificated contracts, N12 billion on salary arrears and about N10 billion for bonds and bank facilities and loans.”

He stated that the President had agreed to avail the states some lifeline but noted that Benue State government had concluded arrangements to borrow funds to pay one month of the backlog of salary arrears across board and to also ensure the take off of both the executive and legislative arms of government.

He said the decision was prompted by the need to demonstrate to the state work force that he was determined to address their problems and to persuade striking tertiary institu-tion workers to call off their four-months-old strike.

Earlier, President of the BSU Students’ Union Government, Bobby Taver-shima, had lamented that students of the university had been at home for four months but assured that they would not do anything to jeopardize the administration.

Also, a representative of the National Associa-tion of Nigerian Students, NANS, Gideon Obande appealed to Ortom to clear arrears of bursary owed students in order to alleviate their sufferings.

Thank God for this lifeline, the workers will not only smile (which is paramount), also the daily updates by those who call attention to their plight not for empathy sake but just to mock their choices will cease.

When the fed govt is done with the bail out, a proper enquiry should be set up; where the govs fitness for their respective jobs will be determined...

If the story circulating that Aregbe's claims that the main reason he can't pay salaries is cos he's repaying loans he took to execute some of his "oversabi" projects that adds no value to Osun folks is indeed proven to be the case, he should be "encouraged" to step aside through a manipulation of the state's assembly. sad

Baba really need to bail out these states because the citizens are those suffering from the mismanagement of their governors ..... Imagine what is happening to Civil Servants of state of Osun .... what kind of fiscal indiscipline would have degenerated into this rotten Situation, haba and the Governor never envisaged this and take futuristic corrective measures

The president should assign some administrators for the bail out to make sure money is spent on paying salaries alone.
Governor Aregbesola cannot be trusted. He is reckless and prodigal. He will start some baloon projects like feeding school children, MKO Airport, Opon Imo, erecting statues, helecopters, builing the world's tallest drums and other projects that costs billions of naira and has no direct impact on the people he governs.
When a man likes to spend more than he can earn or generate it is an indication of thievery tendencies.
Governor Aregbesola is going to waste the money. He is not to be trusted with the money. I have said my own.
By the way I am pro APC but Osun state governor is a bad money manager.

what kind of country are we operating? Why should these states get any bail out? If they are not going to sustain the state. They should shut the state down.. Let them collapse to another state.. This kind of thing is really annoying. PMB should not try that shit! It is a no no for me!!

The bail out must come with a price.......else the other states who will not benefit from the bail-out will be annoyed.

The price could be that the states to benefit from the bail-out will no longer be collecting money from the FG that's meant for payment of salaries. All salaries will be paid directly into the workers' account by the FG.

If by any chance this news is true , then its a case of mixed feeling for me.
1. At least i am happy that the workers in the affected states would finally get their salaries , ohhpppssss.
2. What measures would the FG put in place to prevent this issue from becoming a recurrent decimal in the near future ?
3. We were made to understand that the FG as at last month was borrowing to pay workers' salary. What now becomes their fate when/if they decide to add to this burden from salary of workers in some states ??
4. What if the situation of falling oil prices doesn't improve , how will those same affected states cope ?

Pls he should do it o! It's just so saddening seeing the way our Governors run their states.

Am particularly disappointed in Aregbesola more than any other governor. He spent so much in his first term without thinking about fund management just because he wanted to compete with Fashola.

Many of these debtor state are being headed by lazy governors who depends on allocations for them to do anything. There is no way they can tell me that their IGR can not pay the workers!. All these happened just because they never prioritised the welfare of these workers before embezzlement. Period! angry

We reward failure and criminality in this Nigeria.

This is similar to how Oshiomole granted scholarship to that juvenile stowaway who endangered the lives of air passengers by crawling into the landing gear of an aircraft.

The case of Osun is a matter of high irresponsibility for how are we to explain that Osun with a gross revenue less than 60 billion annually will go ahead to budget 210 bn during an election year mainly drawn from bank loans?

As things stand now in the State of Osun under aregberascal, the monthly allocations from the federation account is down to 540 million from 4bn.


Where were the state assemblies and trade unions when these governors where taking out loans left, right and centre?

Other than Cross River which took out bonds during the Duke administration to develop the state infrastructure which was in line with expected state revenues from oil proceeds sourced from oil wells in Bakassi and those ceded to Akwa Ibom, I don't see any reason why any of these states can't meet up their responsibilities.

Don't make that mistake of paying without put measures in place so that such thing doesn't happen again.
The governors should start cutting down now both on staffs and an unnecessary things. Local government chairmen and councillors should all have their spending checked every months.

Majority of this people are ghost workers because the amounts of people we see protesting are less than the amounts of people in the service claiming allowance.
