When oil price plummets more, even the Federal Government will need bail out. Is it not time for States to start searching for how to generate revenue from investments ? You can not tax citizens that you have no social welfare for, you have no roads for them and no social security. Even Federal Government should stop bailing them out, allow them the luxury of thinking and planning.
Event the niger-delta states themselves should be saving at this point in time to avoid the osun calamity in the future.
Yet the money that should be saved for the niger-delta states is going to be wasted by that fossil that calls himself president.

. you guys are the hypocrites here, you assess ApC governors on a higher standard than their PDP counterparts, 6 states were listed in the article as distressed, was Enugu under chime APC?, was Kaduna under yero APC?, was Benue under suswam APC?, was plateau under jang Apc?. The only APC states governors listed aregbesola and okorocha can still be knocked slightly judging by some of their freebies policies like free school feeding, free learning tablet, free transportation, free education e.t.c Most of these free stunts called policies have repercussions when your income is low. For the PDP governors, can they justify why they are distressed?

Woooooooow, that will be a very good move from PMB. But let me be quick to say.


*FG borrowed money to pay April salaries I guess.

*2014 budget has elapsed.

*2015 budget was just approved few months ago, approval does not mean implementing.

*budget does not mean that money for both recurrent expenditures and capital expenditures are all on ground oooh, NO. There is wat is called projections. " U make a list of all that u want to achieve and then outline how and were the money for such projects will come from before u can execute"

* based on the projections for 2015 budgets, based on the decline in oil price and based on how many barrels of crude that will be sold for the whole of 365 in a year, that Is were the money that will be used in funding the budgets will come from.

*having in mind that sale of crude has declined both in price and in quantity. Also having in mind that we survive only from the sale of crude.

*after projections for 2015 budgets, it was discovered, that what we will realize from the whole of the 365 days of crude sales will not be sufficient to fund both the capital and recurrent expenditures, thus, insisting that certain amount be borrowed to offset the shortage from the recurrent expenditures.

*also having it @ the back of our minds that CHINA which purchases 50% of our crude has just diverted their interest to ANGOLA. For reasons best known to them(story for another day).

*were are we going to get money from since our projections has been altered.?

*Are we not in deep shiits already?

*don't we think that with bail out from FG that it will make so many other States to relax and loot and then wait for FG to come bail them out?

*i know that the masses are suffering, but instead of the FG bailing out, PMB should make the states involved to correct their mistakes by taking the burden to make amends.

*Even if there will be any bail out, let the Governors pay for it, let them do the borrowing.

*were are we gonna get money to fund our normal 2015 budgets from? Talk more of the money mismanaged by various state governors? How and were are we gonna get the money to bail them out?


* it is better that the states involved should look for were to borrow money from, instead of FG borrowing for them. We all know how our debt portfolio is like in the international market, adding more debt to the FG's debt portfolio will be disastrous on the long run.

Greatest NLC i think all federal characters & ministry should join force with d state workers in order for the federal govt to consider them very fast. Our brothers & sisters are suffering with their children. I av seen a family whereby both husband & wife works with state govt. How do we think they would survive.

why do u speak or think as if u hav only two brains? did you realize that funds allocated to these states were mismanaged? were u aware that ministry of finance asked states to prioritize salaries cos they forsee events like these? are u aware dat benue state uni for some time has bin running principally on igr? b4 you drop poo, pls confirm and verify. niger state earn just as benue does frm fg but state workers are being paid monthly. dont just sit at home and punch trash frm ur techno. book space if u hav nothing reasonable to say.

@ chigozie u are very correct but this is not d time. The time frame for analysis of how to work out modalities is much. Our ppl are dying in silence, 6-8months salaries arreas not allowances. The corrective measures should come after bail out / be done simultaneously.

The states should sash their work forces by at east 50% They have t be ean and mean

If they want t create employment, they should provide incentives to the private sector to do so

Micro loans should be given to small scale entrepreneurs

Governor Aregbesola cannot be trusted. He is reckless and prodigal. He will start some baloon projects like feeding school children, MKO Airport, Opon Imo, erecting statues, helecopters, builing the world's tallest drums and other projects that costs billions of naira and has no direct impact on the people he governs.
When a man likes to spend more than he can earn or generate it is an indication of thievery tendencies.
Governor Aregbesola is going to waste the money. He is not to be trusted with the money. I have said my own.
By the way I am pro APC but Osun state governor is a bad money manager.

This bail out must be repaid with some punitive strings attached otherwise it sets a precedent. Squander your state's resources and run to the FG for bail out. Withold the security votes of the affected govs and make the loans repayable with little interest within a specific loan term. It cant be bazaar. Of course the loan has to be deployed to salary payment only and directly by the FG

Nigerians must learn to reason critically. Where is the FG going to get money from? The same FG that borrowed to pay its own workers? Will such a "bailout" be a loan or a gift? Does the president have the power to dish out such a bailout at all? Can this be done without a budget and is there a constitutional basis for it? For example this would amount to an extra allocation through the backdoor for states that mismanaged themselves while others who pay their workers are left out. There is no constitutional basis for this and states can only get what is their constitutional share of the federation account
