PDP had a 2/3 majority and also all Igbo states had 15 senators- so it's an insignificant number to sway any vote. Today, PDP has about 48 senators, so it's not easy to impeach Saraki.

All Buhari would have to do is have EFCC deal with him and the deputy senate president can be taken care of.
