Most of the equipment in the oil and gas industry were obtained from Original Equipment Manufacturers (OEM), so some of the tenders cannot be thrown open to every Ajala, Emeka and Ibrahim as they would need to go back to the OEMs to get the replacement parts or units. angry Apart from that Nigerian tendering processes in the oil and gas industry went online about 5 years ago in order to boost transparency. Ever heard of NipeX?


Changes in oil & gas bid tendering system:

In an analysis gleaned from Rigzone.com, it was gathered that changes to the oil and gas industry bids tendering processes actually changed on the 1st January 2010 when the pre-qualification stage was modified to require pre-registration in a re-worked online system for all suppliers prior to bid submission.

The online tendering site is expected to simplify supplier selection, as well as the contract approval process and the procurement process between multinational oil and gas exploration and production companies and the Nigerian National Petroleum Corporation (NNPC).
It would be recalled that the changes in the oil and gas bid tendering processes was initiated by the NNPC which created an online electronic center in 2005 to stream-line the contracting process in Nigeria.

The electronic centre metamorphosed into the Nigerian Petroleum Exchange (NipeX), a virtual community that links buyers and suppliers. The NipeX has increasingly played a role in the tender process and has become a hub of tendering in the oil and gas industry.
Last year, the NNPC issued a directive urging industry to take note that from the beginning of 2010, all tenders within the National Petroleum Investment and Management Services (NAPIMS) must be processed through the NipeX portal. Since then, all manual submissions of contracting documents for approval have not been entertained leaving very little room for under hand dealings.

At the moment, all contracting documents go through the NipeX portal, an indication that all suppliers of goods and services in the Nigerian oil and gas industry must register to be eligible to participate in new opportunities.
Checks revealed that the introduction of NipeX has updated the pre-qualification stage of the three-step tendering process with the online registration, application, and processing system; leaving the rest of the bidding process intact.

Only registered and pre-qualified companies can submit rigs or services for a job after paying a registration fee of $200, and a filling out a brief application. There is also a Joint Qualification System (JQS) in place which identifies pre-qualified suppliers in NipeX based on certain criteria.

To qualify, the NipeX Joint Qualification System (NJQS) team must first audit the company, in part to ensure Nigerian content. A prequalification audit conducted by NAPIMS and Achilles (NipeX) includes a mandatory visit to the supplier’s site or facility.
If the audit is successful, the company is qualified for up to two years. Suppliers cannot register and become qualified after the tender starts, thus it is important to register early to avoid missing out on future requirements.

Bros your argument is flatly wrong
1. There is a difference between technical capacity and Leadership capacity. Having both is a big plus, but having the former alone does not qualify you for leadership of a company not to talk of NNPC
2. Petroleum Engineering and Commercial aptitude are what you pick on your way up. If you're in a good organisation and you're identified as top talent and prepared for leadership, you would have been put to a packaged rotation program that will take you round the various aspects of the Oil and Gas value chain, from technical to commercial. This will give you the basic requirements needed to lead the business. The mistake many people make is that because it's Oil and Gas, an Engineer should lead. Truth is, those with the deeper knowledge and insight will properly define the business from the value perspective and tell you that the business is about creating value from crude sales, as such engineers are just a part of the critical requirements.
3. The former MD of Shell in Nigeria, Mutiu Sunmonu, had a first class in Computer Science.......... need I say more

I believe the wisdom in bringing Ibe-Kachikwu is to have a change in paradigm, someone from the private sector to reinvigorate and re-engineer NNPC; a clear departure from the politicians and career NNPC civil servants.......

What NNPC needs at this time is a seasoned petroleum engineer with commercial aptitude, that can think outside the box. wink

All other contemporaries of NNPC like PedeVesa of Venezuela, PetroBrass of Brazil, Q8 of Kuwait, Statoil of Norway, Saudi Aramco, Sinopec of China, etc, have all added value to their countries, by actively buying out oil-related assets around the globe to increase the foreign exchange earning capability of their companies/countries, increasing local refining capacity on their home turf while remaining good examples of well-run commercial enterprises.

Such an engineer should drive the establishment of modular refineries to increase refining capacity at home, while pushing for the successful rehabilitation of existing ones using local expertise, as was done recently. Such an engineer should also place premium on the exploitation and commercialisation of our gas reserves in country, to drive the Gas-To-Power Programme and other such projects.

Would a corporate lawyer be able to balance all these? I strongly doubt if Kachikwu has expertise in this area. undecided

I commend this appointment, reason being that this is the most credible and deserving of all appointments. This man is a an American nurtured technocrat which is a far cry from previously skewed and ethically biased appointments.

He is from my place in delta state (SS). However it doesn't take away the fact that the SE does not have any appointee yet from the bouhari govt. Every other region has except the SE and its worrisome.

Me personally I'd not bother if he ends up giving the stuffs to Anioma..either side of the bank is Igbo, so don't bother.
The SE Igbos need to sacrifice a little..and another place this sacrifice comes to place is ceding the 6th state status to Anioma. Those western Igbos need a new lease of life from the "other" delta!

If this news is true then d president would have made a mistake. Appointing a lawyer as NNPC GMD is a wrong step. You need to be a technical person esp an Engineer to understand the dynamics of the oil industry and manage it efficiently. Those of us in the industry will understand what I mean.

If this is true,then buhari really knows what he is doing because this man is a hard nut to break in terms of corrupt practises of any kind.I bet this is bad news for people benifiting from NNPC illegally.come to think of it,how does buhari locates people like this?na wa oo.
