Short training courses, which usually lasts few months, doesn't equate to educational qualification. Therefore can't be used in lieu of each other.
For example, if you acquire a Microsoft applications certificate from a "Computer center" in your street, you can't possibly claim to be a BSc Computer engineer.
If you have ever designed a job C.V, you will probably know the difference.
